The purpose of the article is to analyze the historical and pedagogical aspects and theoretical foundations of distance learning and its introduction by higher educational institutions of Ukraine in modern conditions. Methodology of the article. Consideration of the essence of the concepts of “distance education” and “distance learning”. It is found out that distance learning involves the interaction between teacher and students at a distance with the use of information and communication technologies that allow to provide it in individual and group forms. It is revealed that in historical retrospect the stages of distance learning development are identified with the use of one-way information transmission (radio, television, video), case studies, two-way communication (consultations, correspondence, etc.), broadcast learning (conferences, forums, computer technology and educational platforms, etc.). The advantages and disadvantages of synchronous and asynchronous learning are demonstrated. The theoretical basis of distance learning is presented with the help of didactic teaching methods, scientific and methodological support, principles of didactics. Results. Analysis of historical stages of distance learning allowed to identify the peculiarities of the use of didactic models, methods, computer technologies (online learning, online interactive learning, e-mail, Web, multimedia programs, games, studying platforms, etc.). It is proved that the effectiveness of distance learning depends on taking into account the individual characteristics of the subject of studying, adherence to the appropriate rate of presentation and control of student’s acquired knowledge and skills, professional orientation of studying, essence of studying, development of individual and group creativity and competencies declared in the academic program. Practical significance of the obtained results is in the fact that they allow a teacher to choose time-tested methods and technologies of distance learning, take into account their advantages and disadvantages in the educational process. This problem becomes especially relevant in the current level of social, scientific, technical, information development of our country. On their own initiative, young people take part in public democratic movements for the preservation of peace, justice, advocacy for nature, the world around them, women’s rights, student youth and more. At the same time, changes in socio-economic and international relations require a rethinking of what has been achieved in the formation of social responsibility in young people, the development of new approaches to solving this problem. After all, today’s youth will be the basis of civil society in the near future. The formation of social motives and social responsibility is a long process. At each stage of human life, they are “born”, developed and improved. It is conditionally possible to allocate 3 stages of their formation: emergence of ideals, formation of world outlook and search of self-affirmation. At the first stage, a person (child) has a desire to get emotionally close to an image or a real person who is ideal for him. Most of the ideals for children are characters from movies and literature. In the second stage, identification for young people ceases to be sufficient. They begin to “land” their ideals and reflect on the meaning of life. The reassessment of one”s own personality begins, worldviews are formed, social relations are understood, and one”s place in society is sought. Parents, teachers, the public must help, direct the “search for yourself” in a personally and socially useful direction. The third stage, in our opinion, is the formation of social motives and social responsibility in higher education institutions. That is why it is important to formulate the pedagogical conditions for their effective work in this direction. These theses were the starting point when writing the article. The authors consider two areas of problem solving – the formation of social motives and social responsibility in educational teams (classes, universities) and in the process of civic activity. It is proposed to monitor the success of the pedagogical impact on the socialization of schoolchildren and students by using the criteria and indicators proposed by the authors of the article. Taking this fact into consideration there is an increasing need for capacity building in the sphere of the English language in the learning process of higher educational establishments in general and on the MA level in particular, which will enable all-round growth of every citizen. The relevance of learning English to broaden educational and professional horizons and capacities encourages Ukraine to develop state initiatives aimed at providing labour market with competitive graduates; to promote integration of educational and academic components into international and European communities; to support in-depth and systematic English language learning as a high-priority state policy area. A state educational vision as a predictable result in the sphere of developing English language learning strategy by 2025 is considered the basis for implementing specific recommendations and steps. According to recent projections a concessive adoption of the strategy will likely result in the increase of the English language skills among students and teachers, more attention to and better reputation of English due to high quality methods, free access to educational resources, professional growth of the academic personnel, relevant content of the disciplines taught. The last of the listed actions is of great interest to the developers of the Master courses “Foreign Language for Specific Purposes”. It stems from the fact that Master’s Degree is obtained according to the academic and professional components of educational programmes. Specifically professinal components as a system of essential constituents within the scope of a chosen profession define the anticipated competences an individual must acquire, which results in the content peculiarities of the academic discipline “Foreign Language for Specific Purposes”. The object of strategic analysis is the Private Joint-Stock Company Kyiv Confectionery “Roshen”. The purpose of which is transformation the company’s products into mass consumption products in order to maximize profits and increase sales, as well as improve product quality; expanding share in domestic and foreign markets; minimization of costs for raw materials and supplies; introduction of the latest production technologies. To achieve this goal, methods of generalization, scientific abstraction, grouping method, systems analysis, economic analysis were used. Strategic analysis of the internal environment showed that the company should take measures to increase its financial stability, as the amount of funds remaining in the company after covering production costs decreases every year, and thus reduces the efficiency of its operations. For a more detailed analysis of production and economic activities, a SWOT-analysis of the enterprise was conducted. Based on the relationship between the strengths and weaknesses of the company and external opportunities and threats, the necessary measures for the formation of corporate strategy were formed and justified. With the help of PEST-analysis, the macro-environment of the enterprise is analyzed to determine the development strategy that corresponds to the macro-conditions of the environment. The SWOT-analysis, PEST-analysis and assessment of production and economic conditions of PJSC «Kyiv Confectionery Factory” Roshen» led to the conclusion that today the most relevant for the studied company is the implementation of four strategies, namely: 1. Leadership strategy; 2. Innovation – investment strategy; 3. Comprehensive development strategy and 4. Internationalization strategy. Research methods: general scientific methods of analysis, synthesis, generalization, analogy, hypothetical-deductive method. Results. Approaches to determining the essence, content and structure of methodological, subject and methodological competence of the future teacher are analyzed. It is shown that the concept of “subject and methodological competence of the future teacher” has the following essential features: conscious ability and willingness to qualitatively implement methodological work; the presence in the structure of a holistic system of personally conscious knowledge, skills, abilities and methods of activity that provide mastery of methodological activities; is a systemic personal formation that reflects the integration of theoretical, practice-oriented, research knowledge and skills; skills and abilities of self-development and self-realization. The concept of “subject and methodological competence of the future chemistry teacher in the process of professional training” is defined as an integrative characteristic of the individual, which includes a set of personality-conscious subject knowledge; ways to organize intellectual activity in solving problems of chemical content; ability to organize pedagogical interaction; designing an individual educational trajectory within the discipline; skills and abilities of own self-development and self-improvement. It is stated that motivational-value, cognitive, activity-procedural, reflexive-productive components are the main ones in the structure of this competence. The practical value of the results is that knowledge of the nature, content and structure of subject and methodological competence of future chemistry teachers in the process of professional training will design a structural and functional model of formation of this competence. The basis of this study is a theoretical analysis, synthesis, generalization, systematization of available scientific literature on the subject. Results. The theoretical analysis of scientific works on the basis of an interdisciplinary approach helped to distinguish the subculture of convicts and the criminal subculture in the context of their manifestations in the public consciousness. It is determined that the subculture of convicts develops on the basis of the criminal subculture, which performs a regulatory function in relation to convicts. The criteria of delimitation of subcultures are singled out, which gives each of them a separate place in the general continuum and concerns: attitude to social and legislative norms, places of formation and forms of manifestation, peculiarities of communication and self-presentations. It is proved that a clear distinction between the convicted subculture and the criminal subculture will provide a basis for the rehabilitation of convicts and the effectiveness of the penitentiary service in prison conditions. It was established that the subculture of convicts is a structural element of the criminal subculture with its own system of norms, values, traditions, customs that regulate the behavior of convicts in the informal structure of penitentiaries. Its emergence and existence in places of imprisonment causes a compensatory psychological reaction with a forced desire to adapt, ensure their safety, assert themselves in a community of their own kind, where inevitably formed a system of values, concepts, customs, regulating relations between individuals isolated from society. Practical implications. The subculture of convicts is created and manifested in places of imprisonment, is characterized by the preservation of norms, values, traditions, customs of the criminal subculture, provides for the formation of adaptive mechanisms for places of imprisonment with subsequent inclusion in the rehabilitation process. Value (originality). The clarity of the distinction between the subculture of convicts and the criminal subculture will create the basis for the deployment of prison rehabilitation processes and increase the efficiency of the penitentiary service. Cadets of the second year of study of the specialty “Psychology” of the higher educational institution with special conditions of studying learn the discipline “English for specific purposes” optionally. This means that the teacher must build the learning process in such a way as to enable cadets to master all types of language activities (reading, writing, speaking and listening) as effectively as possible in a small number of hours. Taken into consideration the principle of educational continuity, we have developed a work program with an emphasis on the following sections: Psychology as a science, Family Psychology, Deviant Behavior, Psychologist in Penal Institutions. This thematical applied paper is intended for the implementation of basic research in practice. The article is devoted to a narrow, specific topic ¬ learning English by the cadets of the second year of study in the specialty “Psychology” at the Academy of the State Penitentiary Service. The paper is based on methods of empirical research such as observation, comparison, experiment, monitoring, methods of theoretical research (ascent from abstract to concrete, imaginary experiment) and general methods (analysis, synthesis, induction, deduction, modeling and analogy). The obtained results are the developed work program for this category of learners. The practical value of the article is to include this information in the curriculum, work program and thematic plan for cadets of the second year of study in the specialty “Psychology” at the Academy of the State Penitentiary Service. The language material was generalized and systematized. Improving the efficiency of cadets in Foreign language classes (English) can be achieved by providing them with a clear work plan. So results so far will be promising and this will give an opportunity to understand the new material better, apply the acquired knowledge in future life and in practice, to model real situations. The article notes that in order to form a future officer as a person and as a representative of the intellectual resource of society, educational management of higher educational institutions with specific learning conditions should take into account the latest approaches, including the gender-oriented one, in order to implement the philosophy of the XXI-st century education. It is concluded that the optimization of educational environment of higher educational institutions with specific learning conditions taking into account the gender marker leads to positive results, namely: overcoming certain socio-pedagogical contradictions, significant contribution to improving the methodological principles of future officers’ training; accelerating the development of a culture of relations between male and female officers on the basis of mutual respect, tolerance, etc. Value. The level of living standards as economic category characterizes not only the state of social and economic system but it is a necessary condition for its development. The relevance of scientific research on implementation of living standards of the country’s copulation is due to the need of systematization of economic features, which allow to determine objectively the level of poverty and will ensure the realization of an effective social state policy. Purpose setting is in the studying the population lives problems regarding the trade transformation of national economy and its reasons analyses, which lead to the high poverty level in Ukraine, and also the ways to overcome this phenomenon. Presentation of the main material. Poverty is a multifaceted socio-economic phenomenon that is inherent in any country in the world, regardless of its level of economic prosperity. Today, there are many interpretations that characterize “poverty” as a condition in which a person can not achieve the appropriate level of welfare in this society. The article deals with the causes of poverty and outlines the interdependent factors that influence it. It is defined that living standards of the population depends on the state of the national economy and its macroeconomic indicators (gross output of the enterprise per head of the population, rate of unemployment, real salaries and others). It is proved that the main reasons of poverty are classified into three groups: economic (low oncome, low spending capacity, social policy failure, unemployment and inflation), political (imperfection of the labor legislation, state social policy failure) and social (low level of accomplishments, the polarization of society, social vulnerability). In 2020 the poverty rate in Ukraine increased to 43 per cent, which means that nearly 6 million citizens are living below the poverty line, among which multi-child families, single parents with young children, families with children under age 3, single pensioners over 65 years of age are the most vulnerable categories. It is found out that barriers to getting out of the poverty are the following: reduction of market for the goods and services, monopoly existence and corruption. It is actualized that increasing of welfare payments doesn’t reduce the poverty problem in the country. Conclusions. Poverty is a socio-economic phenomenon in which a person cannot achieve the appropriate level of well-being in society. According to the World Bank, Ukraine “remains one of the poorest countries in the region” in terms of Gross Domestic Product per capita, and according to official UN data, more than 60% of Ukraine’s population is below the poverty line. And despite the statistics, raising the minimum wage should not be a top priority for social policy, and public institutions should use a variety of tools. The problem of formation of research competence of graduate students in the process of teaching the discipline “Theory and methods of scientific argumentation” is analysed. The purpose of the article is to generalize the formation of research competence of associate professors in the teaching of the discipline “Theory and methods of scientific argumentation”. For this purpose, a number of scientific works on the topic of research authored by domestic and foreign scientists are analysed. The specifics of educational and scientific training of these specialists are revealed. The content and features of the discipline “Theory and methods of scientific argumentation” are analysed. A description of the research competence of graduate students is given. The author described the essence and content of competence: the ability to identify and justify current scientific problems, as well as to compile these problems for selected research, to carry out scientific procedures of analysis, synthesis, comparison, abstraction and others, to implement the results and formulate necessary scientific conclusions and recommendations. Difficulties in teaching the discipline “Theory and Methods of Scientific Argumentation” to adjuncts are identified: the first group of problems should include those due to the specifics of the system of higher military education in Ukraine: lack of systematic presentation of logical knowledge at the cadet level; reduction or elimination of classroom hours for teaching logic; humiliation of the status of logic in the system of humanitarian education; the second group of problems is related to the definition of the content of the discipline “Theory and Methods of Scientific Argumentation” for graduate students: lack of cooperation with teachers of the discipline “Theory and Methods of Scientific Argumentation” and special disciplines of graduate students; lack of content of the discipline “Theory and methods of scientific argumentation” for associate professors. The conclusions of the research and prospects for further research are formulated.
