However, through inserting local resonance structures of either electric or magnetic type into the waveguide, we find extraordinary transmissions of EM waves with different polarizations through the waveguide at frequencies well below the waveguide's cut-off value [1] [2]. We have identified two different mechanisms for such unusual transparencies, in which the medium at transparency can be characterized either by doubly positive epsiv<sub>eff</sub> and mu<sub>eff</sub> [see Fig. l(left)] or by doubly negative epsiv<sub>eff</sub> and mu<sub>eff</sub> [see Fig. 1 (right)] [see also Ref. 2 for such a mechanism]. We also demonstrated that while a hollow metallic waveguide can be viewed as an effective medium with epsiv<sub>wg</sub> = 1 - f<sub>p</sub> <sup>2</sup>/f<sup>2</sup>, mu<sub>wg</sub> = 1 for the transverse-electric (TE) polarized waves, it should be viewed as a different effective medium with epsiv<sub>wg</sub> = 1, mu<sub>wg</sub> = 1 - f<sub>p</sub> <sup>2</sup>/f<sup>2</sup> for the transverse-magnetic (TM) polarized waves, where f<sub>p</sub> is the cut-off frequency of the waveguide. These technologies have important implications for the future development of uncompensated short reach networks and are now maturing with duobinary products available from multiple companies. With Corning LEAF fiber, the integrated application of duobinary modulation with Rx-based EDC can deliver 1500 km of transmission reach without any in-line dispersion compensation and with attractive cost savings. Slow light has achieved great progress in waveguide and fibers in room temperature, which could be accelerating the transition of this technique to applications. This talk will review devising methods for tailoring the dispersion of optical materials, such as electromagnetically induced transparency, photonic crystals, and nano-optic resonators over the last decade. And the potential applications of slow light for optical buffering, data synchronization, optical memories, and optical signal processing will be cataloged. Then the interaction between slow light and Sagnac effect is discussed. The concept of the Sagnac effect in a slow-light medium and resonator structure with high group dispersion is investigated. It is found that a slow-light medium can be utilized for relative motion sensing, and a slow-light resonator structure is suitable to detect absolute rotation for navigation purposes. It is noted that the high group dispersion leads to a huge enhancement of the rotation sensor's sensitivity in a resonating structure, and an approach to evaluate and design resonator devices with slow-light property is proposed.
