The Trump Administration's trade wars challenged this foundational assumption and even today the new Biden regime also hints at the shift away from global supply chains. We find that the prior administration’s efforts caused continued disruption of long-established commodity chains in steel, aluminum, automobiles, and other manufactured products. Flows of raw materials, intermediate products and components, and finished goods now confront higher costs. Firms continue efforts to restructure commodity chains in ways that will require the disarticulation of some nodes and the creation of new nodes. We claim that these trade wars and breakdown of global commodity chains (GCCs) may in fact mark the start of the breakdown of the U.S.-led world order. This shift harkens the onset of a new era of economic and geopolitical conflict. A key question: has this disruption of old patterns and rise of new ones continued in the post-Trump era? Authoritarianism similarly proliferated in previous periods of crisis, in the 1970s and 1980s in the peripheries, and in the 1930s and 1940s in the core. In Part I of this essay, I detail how world-systems analysts have long been attuned to describing and analyzing chaotic moments in between systemic cycles of hegemony, but less attention has been given to the rise of authoritarianism in these chaotic phases. The multiple crises of hegemonic transition engenders an ideological contestation between Fascism and Communism revealing the limitations of Liberalism, the foundational ideology of the world-system. In such periods of hegemonic breakdown, anarchists developed autonomous strategies of resisting authoritarian rule at both the point of production (the worker-occupied and self-managed workplace) and at the point of leisure (the autonomous zone of the infoshop or café as resources and interventions in the joint struggle against capitalism and authoritarianism. As any scholar of the Black Radical Tradition have argued, the emergence of global capitalism is indelibly tied to the emergence of the transatlantic slave trade and is constitutive of the emergence of Black(ness)/racialization of Black people. Furthermore, the underlying assumptions of Western modernity's so-called scientific paradigm for comprehending the world, facilitates the justification of the ascendancy of whiteness in a hierarchy of being. The laws of thermodynamics, the Principle of Least Time, and the phenomena of complexity and emergence are briefly reviewed and accepted as assumptions. The concepts of thermodynamic work, power and efficiency are likewise reviewed. Also examined are the emergence of medium-term dissipative structures, such as the rise and fall of dynasties, resource and economic bubbles in terms of thermodynamic theory. The impact of thermodynamic constraints on the emergence and fall of such structures is examined. Particular attention is paid to the interactions between physical resource use and the social progression of those structures. Research on information and communication technologies suggests that mobile phones and internet access have increasingly facilitated horizontal communication for anti-systemic movements across the world-system, creating space for rapid and instantaneous organization and mobilization. However, existing scholarship benefits from a critical evaluation of claims about horizontality by addressing the political economy of information and communication technologies from a world-systems analysis perspective. Specifically, information and communication technology devices and platforms—from cellphones to social media channels—are designed by powerful corporations that are often based in powerful core and semi-periphery nations. The majority of these corporations are based in the hegemonic core of the United States. Within the present context of waning material resources across the world-system, these corporations profit from an online attention economy. Just as traditional material economies exploit the labor and natural resources from the periphery to extract wealth for core states, the attention economy exploits the psychologies and behaviors of periphery populations to extract wealth for core countries. Thus, some of the most powerful institutions in the world-system control the algorithms and structures where anti-systemic movements compete for peoples’ attention. This study utilizes the Mass Mobilization Data Project 1990-2018 historical dataset to determine which kinds of anti-systemic movements thrive as information and communication technology access expands globally. Using population-averaged negative binomial panel models on protest counts, I determine that as information and communication technologies expand, anti-systemic movements that are unlikely to threaten U.S. hegemony thrive, and conversely, anti-systemic movements that pose serious threats to U.S. hegemony and the present capitalist world-system are stifled.
