Since the 80's, the Gulf countries have endorsed a restrictive policy concerning manpower import, even though they still need foreign workers. The Gulf countries pursue this policy as they fear that the presence of millions of foreign labourers will create social tension. The situation of the foreign labour force is uncertain and is bound to the role of the middleman, the local kafil, and that of the recruiting agencies. Rotation of foreign workers is very high. If, on the one hand, these immigrants constitute an enriching opportunity for the local population, on the other hand, they can aggravate pre-existing difficulties or raise the question of their integration. While the Canadian federal system allows Quebec an autonomous legislation in the field of immigration and of linguistic choices, [Wallonia] is bound to the decisions of the central Belgian government. It is argued that by taking the time-dimension more explicitly into account, our insights in the dynamics of these relations can be [improved].... Asylum seekers have increased considerably since 1979. They are coming mostly from Third World, politically unsettled countries. The essay presents the results of a survey conducted in Geneva on a sample of 549 asylum seekers assisted by public welfare agencies from 1974 to 1983. These refugees belong to the younger age bracket of the active population. About half of them have completed their secondary or tertiary education. But their professional, social and cultural adjustment poses some problems. The high level of development for these areas has always been fostered by the ready availability of a salaried work force and its easy replacement. The cost of labor in the country of origin is different from that in the receiving country and thus often results in a parallel work force and fosters forms of discrimination. These include: 1) the admission and exclusion of aliens, 2) the deportation of aliens, 3) the rights of aliens within the US, and 4) naturalization and denaturalization. The recourse to the extra-constitutional doctrine of sovereignty by the Supreme Court was the source of the plenary power of the Congress over immigration, thus denying the authority of the judiciary to extend the guarantees of due process of law and the equal protection of the law to aliens. {"title":"[Social mobility in France from Italian origin].","authors":"R Di Ambra","doi":"","DOIUrl":"","url":null,"abstract":"<p><p>This study, based on a sample survey, considers Italians in France who have become naturalized citizens and gives special emphasis to the role played by French citizenship in the process of their integration and social mobility. Those interviewed exhibit the sense of a double loyalty: 1) affective and cultural ties with Italy and 2) material and legal ties with France. This situation of ambivalence provokes a wavering between opposing attitudes.
