Brief comparisons are made with other migrant groups in 1986. The author concludes that economic factors tending to encourage Jews to leave the occupied territories are balanced by political factors influencing Jews to move to those areas. Through various relations maintained by the Chinese Government with its expatriate communities, and in order to promote (and finance) the economic and technological process engaged in the early 1980s, a number of measures and incentives to integrate more rationally the resident professionals and to promote the return of expatriate brains have been adopted....
