One of the most common forms of attracting private capital for cooperation with railway companies is the use of outsourcing. In this paper, a dedicated team was used as a type of outsourcing for the development of Internet applications . The use of a dedicated team made it possible to attract highly qualified specialists, giving them freedom of action, but retaining managerial functions. Work on the project took place on the territory of the contractor and this allowed the customer to save on the use of equipment. In addition, as the project progressed, the customer was able to make adjustments to it. If necessary, the customer at its discretion increased or decreased the number of participants in the project. Operating experience of subgrade has shown that with increasing weight and speed of trains, even at the constant axle loads, subgrade deformations appear on those places, where they have not been before. In order to identify the vibration distribution in the subgrade soils during the passage of heavy trains, experimental studies were conducted. The test results are vibrational acceleration distribution in ballast layer and experimental relationships of vibrational accelerations damping in terms of train operation with axle load up to 300 kN. The intensity of the accumulation of uneven residual deformation of the railway track increases as a result of this exposure that affects not only on the roadbed, but also on constructions of buildings and construction. Indicators of the development of the transport system reflect the real possibilities of a country with a large territory to unite different regions into a single economic space. It is impossible to grow economic capacities without advancement of the regional transport networks. The purpose of the study is to clarify what role transport (especially rail transport), plays in the creation of a sustainable geographical organization of manufacturing and the improvement of economic ties between regions. The article notes that the current state of railway transport does not meet the needs of the regions in transport services, what hinders the development of integration processes between enterprises located in different constituent entities of the Russian Federation. The total size of train traffic on the main cargo-intensive directions of the North Caucasus Railway (NCR) will double by 2030, which requires an increase in the throughput of its sections and the development of the transshipment capacity of ports. With insufficient throughput capacity due to the placement of excess trains with export cargo at railway stations, logistical principles are violated when organizing the approach of trains to the ports of ABSB. In this regard, the transition from regional to polygon technology is being carried out, which ensures timely delivery of payload to port stations. The process of coordinating the passage of trains will be accelerated by the Managing Logistics Center (MLC) of the South-West Polygon (SWP), created on the basis of the logistics center of the port road, NCR, since the MLC of the SWP will work directly with the roads where car flows originate. Algorithms for drawing up a plan for the supply of trains have been developed and measures have been proposed to improve the plan for the formation, which provides for an increase in the share of block trains to 85%, of logistics packages. In parallel, a closed polygon model for managing traction resources of railways (MLC SWP), which is part of a single polygon, has been worked out. The results of separation of the main cargoes from the general nomenclature, with which operations are carried out on the considered overpasses, are given. The analysis of the volumes of loading of the selected main groups of cargoes on the ramps of point loading, as well as of gallery type, by day, taking into account the average daily volume of loading in winter and summer, has been carried out. Based on the data obtained, an analysis was carried out to determine the relationship between the average daily filling volume and the maximum loading values for cargo groups and loading fronts. A conclusion is made about the value of Δ, which reflects possible additional volumes of loading for the main groups of cargo. Any complication leads to increased interaction and mutual influence. Consequently, any complication objectively creates conditions for an unstable dynamically changing state of the system as a whole. The proposed article discusses artificial material systems that lack information for effective management, i.e. are considered difficult. If the system is created on the basis of strict restrictions, then it is distinguished by its speed, required discreteness, high efficiency in the absence of external calls, but its operation is accompanied by overvoltage, increased energy and other resource consumption, rapid loss of function, decreased productivity and increased risks. In modern conditions, dynamically stable systems are more rational, which are distinguished by a greater ability to return to their original state after a large disturbance. Such systems are distinguished by the presence of active interconnected and mutually influencing continuous processes of exchange of substances, energy and information, as well as their transformation. It is noted that the calculation of the pressure on culverts is associated with difficulties determined by the nature of culvert-soil interaction, as well as the variety and complexity of explicit accounting of soil conditions. Soil pressure is determined by a number of factors such as pipe stiffness, installation conditions, foundation type, etc. The main points in the formation of the most famous and relevant to this day foreign theories for calculating soil pressure, pressure distribution models, assumptions, restrictions, as well as the principles of foreign practice of direct and indirect design are considered.
