Based on our analysis, we conclude that none of the indicators is still able to replace GDP because of the difficulties in data collection and the lack of sufficient objectivity in the types of information used. Meanwhile, each indicator draws attention to important trends that are not visible from GDP so they can provide useful signals for building and evaluating policies. The study was created for the Economics Seminar of Kaposvár (KAKTUSZ) which is organized annually by the Kaposvár University. It is closely related to the paper by Varga et al. The recent reforms have not yet shown their expected impact. Professionals and laymen usually explain the disappointing results by the fact that education is an underfunded sector. The study depicts what would happen if we doubled the current amount so that the funding of Hungarian education could well exceed the OECD average. It is an eternal question whether all that count is money. Because in our imaginary scenario, in a short period of time modern, clean, new buildings would replace the old, sometimes musty school buildings; we would find the latest multicore computers instead of the 10+ years old IT systems; and the traditional chalk boards would be replaced by interactive boards. The fact that there is a negative relationship between school computer usage and student performance improvements has already been demonstrated in the 2009 PISA study. However, the key to education is the pedagogue. {"title":"A humánerőforrási motivációs stratégiák a Dél-dunántúli régió vállalkozásaiban","authors":"Péter Bertalan, Bettina Boldizsár","doi":"10.33566/asc.2525","DOIUrl":"https://doi.org/10.33566/asc.2525","url":null,"abstract":"In Hungary, the economic role of small and medium-sized enterprises (SMEs) is of major importance, however, the sector-specific management techniques are not comparable to those used by larger economic operators. The main objective of the research was to show the presence or lack of motivation as a value creating tool in the management practice of the SME sector in the South Transdanubian Region. A further significance of the research is that it draws attention to management practices that are extremely harmful from an economic point of view, the transformation of which can result in significant profit growth for the companies even without significant financial expenditures. To complement the survey, 15 in-depth management interviews were conducted where 10 questions were analysed. All in all, the executives in the study use management knowledge moderately and only partially consciously in their everyday practice and do not have a systematic motivational strategy. The theory learnt during school years – 15–20 years earlier – sometimes appear in everyday activities, but it is more typical that leaders follow their own paths and rely on information and advice from friends. In either case, management knowledge and motivation practices based on sound information do not play a significant role. Regarding the competencies, self-awareness is hardly recognized. Most executives do not seek regular feedback from their subordinates or give to their staff. Nevertheless, they feel that they are aware of their individual values and systems, especially of those which were mainly built instinctively and experientially. The study showed that the role of innovation in creating a motivating work environment and the extensive economic power of motivation are either not or not fully understood by managers. After the brief overview of the often mentioned weaknesses and mistakes of GDP, we present the Measure of Economic Welfare (MEW) and the Index of Sustainable Economic Welfare (ISEW). We summarize that albeit there are more than enough indicators, none of them is so widely accepted as GDP. It is not clear yet which one(s) will replace it in its role. The study was created for the Economics Seminar of Kaposvár (KAKTUSZ) which is organized annually by the Kaposvár University. Another research team of the environmental economics session of KAKTUSZ 2016 undertakes to demonstrate other alternative economic indicators in the article titled \"Theoretical overview of the GPI, the SNBI and the HDI alternative economic indicators\" by Csuvár et al. In Eastern Europe the successor states of the Austrian – Hungarian Monarchy only differ from the formation of the Polish State that the latter didn’t impregnate in big mass movements. The Polish arbitrarily created a historical milestone dedicating their celebration day to the arrival of Pitsudski in Warsaw. Pitsudski arrived in Poland from his Magdeburg’s imprisonment, and started to organise the Polish state. This wasn’t a one-day action, but the process lasted for months since the summer of 1917. Pitsudski was appointed to the commander-in-chief of the army, then later he became the head of state. In the autumn of 1918 until the December of that year, thanks to the dramatic organising activity, which was full of conflicts, Poland had got an own government. This is no coincidence, as that was undoubtedly the most massive event of the day. However, the relevant events in the sense of public law did not take place in the square in front of the Parlament, but inside its building. This relevant event was the last session and dissolution of the Parlament, that operated continously since 1910, and last session and closure of the Upper House, that resulted the end of the parliamentary procedure. On the same day, during the session of the Council of Ministers, the Government decided on the name of the country as well. The plenum defined the state form as People’s Republic. The Grand National Council, including the delegates of the county national councils, proclaimed the Republic during its first session in the Parlament’s House of Cups and adopted its first people's resolutions. {"title":"A corpus separatum elszakadása a Magyar Királyságtól: Fiume 1918. november 4.","authors":"Petra Hamerli","doi":"10.33566/asc.2751","DOIUrl":"https://doi.org/10.33566/asc.2751","url":null,"abstract":"After the Great War, in autumn 1918 the nationalities of the Austro–Hungarian Monarchy proclaimed their independence. Croatia, which formed a personal union with the Hungarian Kingdom for centuries, was recognized to be an independent state by the Hungarian Government. The Croatian Committee formed in London in 1915 expressed its willing to be part of a federalist South-Slavic state. In this way Hungary lost its only one port, the city of Fiume, as territorically it was part of the Istria. Nevertheless, it was not obvious that Croatia could keep Fiume – Rijeka –, as the Italian National Council of the city formed on 30 October 1918 proclaimed its belonging to Italy through a petition written on 4 November 1918 to the prime minister Vittorio Emanuele Orlando, as the majority of the Fiumean citizens were Italians. This petition made Italy to claim Fiume on the Paris Peace Conference held in 1919, although it was not judged or promised to the Italians in the secret Treaty of London of 1915 that made Italy to enter into the war. The question of Fiume caused serious conflict among Italy and Yugoslavia, and – as the Peace Conference gave the city to the Yugoslavian Kingdom – in autumn 1919 the Italian poet Gabriele D’Annunzio decided to annex Fiume and create a city state. One of these was the issue of Subcarpathia/Kárpátalja. During the autumn of 1918, many states - the forming Czechoslovakia and Poland, the various competing Ukrainian state formations – were aiming to get hold of Kárpátalja. At the same time, Hungarian politicians worked to keep the region within the Hungarian state. On November 6, 1918 in Ungvár, the Ruthenian population made a decision that was definitely favourable for the Hungarian cause.
