This is an integrative review, with a qualitative approach, with a cut-off between 2015 and 2020, which adopted the following data sources: Sage, Scopus, Wiley Online Library. The sample consisted of 52 articles and the data were processed through content analysis. The results indicate that violence, real or symbolic, constitutes an intrinsic foundation of the extreme right/populism platform in Brazil and in the world. Since 2016, guided by the desire for a minimal state in the country, Bolsonaro has demanded interventions in recent history that legitimized the dismantling of the welfare state before the positive experience was consolidated as official memory. Specifically, about the public university, we identify that bolsonarism mobilizes the fears and anxieties of the people to justify the dismantling and institutional harassment of the public university. Its main objective is to identify Portugal’s influence on developing the European Union’s (eu) external relations, namely the holding of international summits in the framework of the portuguese eu presidencies. The article is structured in two main parts. First, the article theorises Portugal’s role as a Pivot State in the eu’s external relations, underlining Portugal’s current foreign policy’s identity and normative characteristics. Secondly, the article presents an analysis of Portugal’s role in the organisation of international summits. Its leadership activity is mainly behind closed doors to avoid the politicization of legislative processes. This study aims to contextualize the presidency as a crucial part of European integration due to its position between formal and informal processes. Informality gives the presidency time to create consensus and be flexible in its negotiation. Despite large countries’ attempts to reduce the importance of the rotating presidency, small states have resisted this temptation. In this contribution, the rotating presidency is seen from the point of view of European integration theory which is discussed in depth.
