First of all, a forced collectivization campaign was carried out, which had a disastrous impact on cattle breeding. Then, the industrial management system was rearranged that had a disorganizing effect on the management process. Besides, a credit system was reformed to get rid of the vestiges of the NEP. Furthermore, to intimidate the old intelligentsia, a campaign against wrecking was conducted, accompanied by numerous arrests of old qualified specialists and the dismissal of many others. As a result, it worsened the quality of the economy management at all levels. The chaos in the management and the recruitment of numerous unskilled personnel led to a severe drop in labor productivity in industry and construction. Also, an alternative assessment of the dynamics of national income in 1930 was offered. It was shown that the national income of the USSR in 1930 increased by only 3% instead of the official growth of 19,9%. The importance of objective and up-to-date information and monitoring support of the process of scenario modeling of short- and medium-term indicators of socio-economic development of territories with positioning in these scenarios of the key role of industry as a driver of import substitution and growth of the regional economy is substantiated. From these methodological positions, formed as a result of the joint use of system-synergistic, resource-efficient and targeted approaches, the main target indicators and scenarios for the development of industry in the Russian Federation and the Rostov Region for 2023–2025 are calculated.. The scenarios were developed in accordance with the concept of cenological nesting of regional and federal policy documents. In the course of the research, a methodologically and practically significant conclusion was obtained that goal-setting within the framework of industrial development management at the federal and regional levels meets the needs of sustainable development of both the industrial sector itself and the economy of the Rostov region as a whole. We very often hear about “Russia's special path”, about its peculiarities determined by historical, cultural and geographical peculiarities, but does this path really exist and isn't its “specialty” a trap itself? Or, on the contrary, our path-dependence consists in the fact that, realizing our own characteristics and capabilities, we have not realized our “life plan”? According to one of the greatest philosophers of the 20th century – John Bordley Rawls, the feeling of successful implementation of a life plan is happiness, in terms of which Russia ranks 80th after Turkmenistan and Northern Cyprus. This article is devoted to finding answers to these questions and identifying those features of our country that distinguish us from other countries, but at the same time do not allow us to realize ourselves to the extent that is potentially possible. The conducted scientometric analysis made it possible to identify key thematic clusters of research on this issue and show that the digital context is combined with issues of human health, competencies, government intervention, and management issues. With this in mind, the factors affecting human resource development in the region are determined based on the use of quantitative and qualitative analysis methods. This made it possible to build a cognitive map reflecting the relationship of human resources as a concept with other components of the socio-economic system at the meso-level. The analysis of the cognitive map allowed us to conclude that the system is unstable to disturbances in combination with its structural stability. Based on the study of the mutual influence of the peaks and the development of an experiment plan, cognitive modeling of the development of human resources in the region was implemented. For the Kaliningrad region, a unique subject – an exclave territory of the Russian Federation, this issue is particularly acute, given its specifics. That is why it is extremely important to study the current state of the most important sector of the region, the fishery complex, in order to clearly manage the processes, at the level of a concrete conclusion – whether the sector is able to exist in autonomous conditions and provide the region with products. The article reveals the basic concepts of the studied categories, considers the current situation in the management of the fishery of the exclave region. The current state of the fishing industry in the Kaliningrad region and its impact on food security is studied. In this context the determinants of food security are considered: food sovereignty and economic availability of food and their thresholds are calculated. This leads to a change in the organization and environmental management. The paradigm shift is the transition from the concept of consumer attitude to nature to the process of human environmental interaction, when the domestication of plants and animals as a result of the Neolithic revolution, led to the first social division of labor and the separation of sedentary plant-growing communities and nomadic livestock tribes. The understanding of the commodity nature of the ecological good received from the ecosystem should be considered as a revolutionary change, which receives the form of an ecosystem service in a market economy A condition for the use of ecosystem services are counter payments of restoration costs for the reproductive and sustainable state of the ecosystem. This approach provides a tool for goal orientation, quantitative accounting and cost estimation of the necessary replacement costs that can be included in the value chain of the product. At the same time, assessments of institutional performance are usually based on expert analysis and detection of institutional traps, and do not deal with other facets of this performance, including the achievement of those goals or benchmark indicators. Measuring the institutional efficiency of achieving the \"digital\" goals laid down in the reform of Russian science has revealed significant problems at the design stage of the reform. The study of the indicators whose thresholds formed the vectors of transformation of Russian science led to the following conclusions. Most of the key indicators, even taking into account the failure to meet the deadlines, remained unachieved. And in the case of meeting the \"digital\" targets, there are signs of either managerial opportunism or other special circumstances of an accidental nature or negative externalities. Two conclusions can be drawn from this very depressing picture. Either the reforms have failed, and institutional efficiency according to the \"digital\" criterion has been unsatisfactory. It is shown that the goals and objectives of the first long-term plans were determined by the objective need to overcome the economic and military backwardness of the USSR, in comparison with the developed capitalist countries, and by the conviction of the Soviet leadership in the idea that military conflicts with class and geopolitical opponents are inevitable. At the same time, the goals and objectives were determined by the NEP crisis in the period of reconstruction. The author of the article compares three variants of the first five-year plan. He considers and explains the differences in their aims, macroeconomic tasks and basic national economic proportions. Based on the world and Soviet economic history, the author assesses the feasibility of individual versions of the five-year plan and shows the utopian nature of the adopted five-year plan. Besides, the article analyzes the fulfillment of the five-year plan in the first two years. Alternative macroeconomic estimates demonstrate non-achievement of targets for all most important indicators. Moreover, the article has considered some indicators that were increased for individual sectors of the economy in spring of 1929. Due to the utopian nature of the adopted plan, the question is considered whether Stalin and his entourage were insane and how they could navigate in what was happening in the economy having unreliable macroeconomic information.
