Existing studies have focused more on conceptual dissections of strategies towards Africa in the trendy Africa+1 summit binge overlooking the lessons and complementarities that can emerge from reciprocal direct cooperation between African countries and new non-traditional partners. The paper suggests that the United Arab Emirates (UAE) and Vietnam are offering opportunities for shared learning, technology transfer, information sharing and “learning by doing together” in agriculture trans-formation and digitalization for intra Africa trade. The agenda calls for global partnerships for what it called “peace and prosperity for people and the planet”. SDG number sixteen (16) seeks to promote peace, justice and institutional effi-ciency. This seems to be a long and complex process when it comes to Africa. The African continent is the most fragile in terms of sustainable development given that most of its regions are conflict-torn. When it comes to peace and stability as a prerequisite to sustainable development, it is clear that the northern, western, and Horn regions are now the most unstable in the whole continent. Amidst all this, the United States Africa Command was created in 2007 to safe-guard peace, bring stability and provide prosperity in the region. Drawing on source materials, mainly from the US Department of Defense and its Africa Center for Strategic Studies (ACSS), along with the AFRICOM Posture Statements to Congress of 2018 through 2022, this paper argues that the creation of the US Africa Command did not achieve any of the set mission goals. To the contrary, it was an attrac-tion factor to terrorist groups which spread all over the region. Through several datasets, the paper also shows that more threats became imminent and more countries were plunged into bloodshed. In this context, this article intends to reflect on agricultural investment policies in Angola, aiming above all to understand the growth trend of agribusiness and the various competing projects for agricultural development. Using DEA (Data Envelopment Analysis), we calculate the technical efficiency scores in a sample of 80 savings and credit cooperatives in 2014. We find higher levels for social efficacy than for financial efficiency. The comparative analysis of effectiveness according to the country of origin of the microfinance institution shows that no country has a monopoly on good performance. One of the important conclusions is that inefficiency is better explained by pure technical ineffectiveness rather than by scale. This article, based on a study developed in the centrality of Quibaúla, aims to consider the articulation of housing policies in Angola with the Sustainable Development Goals (SDGs), questioning the underlying logics and conceptions of develop-ment and the informal educational processes present and enhanced by the experience in the centralities. Fluxo ou refluxo da Agenda 2030?","authors":"Issau Agostinho","doi":"10.21747/0874-2375/afr38a6","DOIUrl":"https://doi.org/10.21747/0874-2375/afr38a6","url":null,"abstract":"Sub-Saharan Africa is one of the regions in the world with the largest migration flows to the rest of the world, especially to the European continent, not only because of the geographical proximity between the two continents, but also because of the ongoing political and military instability in Libya, which, before the fall of the Gaddafi regime, was at the center of actions aimed at containing illegal migra-tion via the Central Mediterranean as a result of bilateral cooperation instruments signed with Italy in 2008. But the political chaos in that North African country does not explain by itself the constant flows of illegal migration and the high risk of violence, human trafficking and death that African migrants go through. The absence of concerted and coordinated migration policies among African states, the lack of a mandate from the African Union for a complete and efficient management of migration flows are among the immediate factors correlated to the phenomenon. Although there are undoubtedly varied benefits, there are also concerns about whether China’s win-win rhetoric is sincere or just empty propaganda. This paper contributes to the debate by examining the relationship between China and Africa through the lens of neo-colonialism. In this regard, the paper examines China’s involvement in the tex-tiles and mining industries of Ghana as a case study to argue whether the partnership between China and Africa is one that actually promotes development or engenders a new trend of neo-colonialism. The data retrieved from Twitter allows you to establish the trends, understand what kind of discussions are taking place, as well as to develop a conceptual map using word pairs from the tweets. The data were mined from Twitter using R software through Twit-ter’s Academic Application Programming Interface for the period March 2020 to May 2022. The paper argues that republishing tweets is the most frequent trend. It also shows that the majority of the tweets use neutral language combining the use of the word’s education, #sdg4, quality and children.
