Most researchers have failed to recognize that the BCT when applied to the dependent variable can compensate for heteroskedasticity. This paper investigates a new procedure which estimates both the BCT parameters and the analytic form of heteroskedasticity. Results from the new procedure are compared to estimates obtained from the traditional method of estimating BCT models. Particular emphasis is given to the description and justification of the socio-economic model. The economic model is estimated in terms of producers' and consumers' surpluses. The empirical tradeoff function developed suggests that alternatives to recent predator control programs exist that would be \"better\" for both general public and producer interests. The general approach can serve as a prototype for policy evaluations involving multiple objectives. Predator control is a complex, controversial, and to a few groups in our society, a very emotional issue. The purpose of this paper is to describe a computerized model for projecting the effects of large scale developments on business activity, personal income, employment, population, requirements for selected public and quasi-public services, and public sector costs and revenues and to demonstrate the utility of the model for projecting local area impacts. The structure, data base, and interrelationships of each of the model's six major components are described. Estimates of the effects of income, price, and nonprice variables on U.S. wheat exports were obtained using various econometric procedures. The major finding of the paper indicates that exchange rate changes have had a substantial impact on U.S. wheat exports. One of these production risks is the possibility that a severe hail storm will damage his growing crop. Being typically a localized event, a hail storm can be particularly damaging to the farmer's net income because a hail occurence can severely reduce one farmer's production but not visibly affect the price received for the remainder of his output. Another unpleasant aspect of the hail hazard is its variability of occurrence. Crop losses due to hail may be a minor hazard when expressed as an annual average over a number of years but an individual farming operation can suffer a severe setback if a large hail loss occurs in a particular year. Historically, hail has been a particularly significant hazard for farmers in the wheat producing states of the Great Plains. The study analyzed gender differences in access to innovations and its consequence on assets ownership among rural males and females. Primary data for the study were sourced through a structured questionnaire. The data was fitted to a propensity score matching model in order to isolate the effect of access to innovation on gender differences in an asset acquisition. The findings showed that rural development drive requires innovative intervention in the rural areas and its effect could be more favorable to males than females in terms of productive asset acquisition and development. But, no significant difference (5% level) was established for non-productive asset acquisition across gender.
