First, we apply PSO to the Otsu segmentation method to accurately segment sky and non-sky regions in the hazy image. Second, the transmission of non-sky regions is derived by DCP. A transmission compensation method is proposed to obtain the transmission for the sky regions. The transmission is then refined by gradient-domain guided filtering. Finally, the restored haze-free image is obtained through the Atmospheric Scattering Model (ASM). Then, we explore the operation mode from the government's perspective, and specifically explore the factors that may affect the operation of elderly service beds in the future through Analytic Hierarchy Process. We take the government subsidies, social employment, social contributions, operating income, and financing income as the main influencing factors, and give the proportion of each factor in the best mode, which provides a direction for the subsequent research on the operation mode of elderly service beds. The method firstly initializes the population by Logistic mapping and improves SSA by Opposition Based Learning and Cauchy mutation. Then uses LOCSSA to look for the optimal weights and biases of ELM. Finally, LOCSSA is used to locate the target. Through the MATLAB R2014a numerical simulation software for BP neural network operation, the neuron input layer is the real-time speed, free flow speed, morning and evening peak, week number, and average vehicle speed factor of the car after processing. CiteSpacevisualization software was used to analyze the literatures collected by CNKI from 2000 to 2022. The results showed that the authors showed the characteristics of “large dispersion and smallconcentration”. The research strength of “cooperatives and rural revitalization” is not evenly distributed, and the overall trend is biased towards the central and southern regions of China. The backbone of research is mainly research institutes and universities, and the degree of cooperation between institutions needs to be improved. Through the keywords co-occurrence network visualization map, four research hotspots are obtained, namely, rural revitalization, farmer cooperatives, rural finance, agricultural and rural modernization. The algorithm initializes the population through the cubic chaotic map, adds nonlinear weight factors, and uses the Cauchy-Gaussian mixture mutation operator to perturb, and achieves a better optimization effect than the basic northern goshawk algorithm. Then, the improved northern goshawk optimization algorithm is used to solve the established radar optimization networking model, and two algorithms are selected for comparative analysis.
