Valendo-nos de teorias de referência da Transição de Regime, assim como de pressupostos do Realismo Neoclássico, elaboramos um quadro não-exaustivo que sistematiza variáveis explicativas da transição à democracia, em relação a efeitos possíveis em política externa. O nosso estudo foi realizado por meio da técnica da revisão de literatura e de documentos, em uma abordagem de cunho qualitativo, e com inferências produzidas por meio de comparação transversal e longitudinal. Na análise comparada, trabalhando com algumas das variáveis organizadas nosso quadro, concluímos que o modelo de transição é variável necessária, embora não suficiente, para explicar a formulação da política externa.Palavras-chave: Brasil, Política Externa, Transição de regime político. ABSTRACTIn this article, we relate Political Regime Transition & Foreign Policy, carrying out a comparative case study about the democratization in Argentina and in Brazil, from 1979 to 1990. Referring to well-established theories of Regime Transition, as well as to assumptions of Neoclassical Realism, we propose a non-exhausting framework that systematizes explanatory variables of the transition to democracy, in relation to possible effects in foreign policy. Our study was carried out by means of literature and documents review, in a qualitative approach, and with inferences produced through cross-case and longitudinal comparisons. Ele ocorre no mundo em decorrência das manifestações que reivindicam a afirmação das identidades grupais. Tal embate sobre a defesa das singularidades étnicas envolve hoje manifestações diversas, algumas delas através da violência política. O tema é central nas relações internacionais por ser evento frequente em todos os continentes. Ele expressa igualmente os embates internos verificados no Ocidente e no Oriente entre os que saúdam e os que abominam sua tradição original. É feito referência às alianças cruzadas constituídas entre atores críticos da Ásia e do Oriente com os da Europa e da América. Fica claro que são várias as alternativas empregadas pelos atores para resolver o paradoxal desencontro que agora ocorre com a aproximação física e simbólica das pessoas.Palavras-chave: Identidade; Crise; Desglobalização.ABSTRACTThis study deals with the process of cultural deglobalization that takes place in the world as a result of the manifestations that claim the affirmation of group identities. Such a clash over the defense of ethnic singularities involves diverse manifestations, some of them through political violence. The theme is central to international relations since it became a frequent event in all continentes. It equally expresses the internal clashes verified in the West and in the East between those who hail and those who abhor its tradition. Reference is made to the crossed aliances formed between critical actors from Asia and East with those from Europe and America. E ao mesmo tempo, é nas redes sociais em que esses combatentes procuram o reconhecimento que pode lhes ser negado ou ignorado dentro da sociedade em que estão previamente inseridos. Para a realização desta análise, o presente trabalho foi dividido em três sessões: a primeira é focada na apresentação do Al Hayat Media Center, que consiste no centro de mídia do Estado Islâmico responsável pela confecção e propagação da propaganda, consequentemente das redes sociais; a segunda sessão é feita uma análise das redes sociais e como elas auxiliam no recrutamento; por fim, o reconhecimento é utilizado para embasar a procura pelo Estado Islâmico por esses indivíduos.Palavras-Chave: Redes Sociais; foreign fighters; Reconhecimento.  ABSTRACTThis article investigates the social networks of the Islamic State and how they deployed for the recruitment of new foreign fighters. And at the same time, it is in social networks that these fighters seek the recognition that can be denied or ignored within the society upon which they inserted. O artigo está estruturado em três seções. A primeira apresenta a ideia de Estado plurinacional não apenas na teoria social e política, mas também em suas experiências políticas originárias. A segunda seção tem como ênfase o desenvolvimento do Estado Plurinacional na Bolívia no início do século XXI. Em seguida, avalia-se como a experiência boliviana informou decisivamente a ideia do projeto de Estado plurinacional defendido pelo Podemos na Espanha nos últimos anos. Conclui-se que, ao contrário do que tem ocorrido tradicionalmente, como demonstram os estudos pós-coloniais, a maré das relações políticas e teóricas que costumeiramente partem da Europa e chegam na América Latina foi invertida. Para o espanto dos eurocêntricos, na questão do Estado plurinacional foi a Bolívia quem serviu de referência para a Espanha no século XXI.Palavras-chave: Plurinacionalidade; Estado; Questão Nacional.ABSTRACTThis article analyzes how the experience of the Bolivian plurinational state was a reference for the political program of the Spanish party Podemos. The paper is structured in three sections. The first part presents the idea of a plurinational state not only in social and political theory, but also in its original political experiences. The second section focuses on the development of the Plurinational State in Bolivia at the beginning of the 21st century. The next section assesses how the Bolivian experience has oriented decisevely the idea of the plurinational State project defended by Podemos in Spain in recent years. In the conclusion, we argue that, contrary to what has traditionally happened, as the post-colonial studies show, the tide of political and theoretical influences that usually leave Europe and arrive in Latin America has been turned. Elementos tradicionais indianos sustentam personalismo e chauvinismo religioso. Medidas de liberalização econômica se mesclam com estratégias estatais de desenvolvimento, como desde os anos 1990, com ênfase em setores de alta tecnologia. Leis agrícolas para modernizar a atividade rural encontram forte reação de milhões de agricultores que se sentem ameaçados. Reformas na tributação e no sistema monetário buscam fortalecer o Estado e concentrar poder no governo central. A política externa mantém orientações tradicionais para transformar a Índia em potência global. Modi cultiva a imagem de líder forte e capaz de estabelecer políticas assertivas em disputas com a China, mas preserva as relações com Pequim. Traditional Indian elements underpin personalism and religious chauvinism. Since the 1990s, economic liberalization measures have been intertwined with state development strategies, emphasizing high-tech sectors. Agricultural legislation to modernize rural activity has faced strong reactions from millions of farmers. Tax and monetary system reforms seek to strengthen the state and concentrate power in the central government. The foreign policy maintains traditional guidelines to morph India into a global power. Modi cultivates the image of a strong leader capable of establishing strategies in disputes with China while preserving relations with Beijing. But Contemporary Chinese nationalism is multifaceted and also embedded in the historical processes that led China to face foreign expansionism and its own backwardness. For this reason, the quest for wealth and power is a permanent force that guides Chinese nationalism. In this article, I lay out the foundations of Chinese nationalism of the late-nineteenth and the first decades of the twentieth centuries. This is followed by the analysis of Chinese nationalism under the CCP rule since 1949, and a final section in which I identify the main trends in contemporary Chinese state-party nationalism. With present-day wealth and power, the CCP and the Chinese society believe it is time to restore China’s “rightful place” in the world. According to this perspective, the conflict results from the dominance of subnational identities over national identity. This argument is now widely contested by civil war literature. This article endorses this contestation and seeks to evaluate the hypothesis that the incompatibility between social identities would weaken social cohesion in Syria. A questionnaire was distributed to Syrian volunteers in Brazil, addressing the importance and prominence of national and religious identities.
