It is noted that in 1917 the second volume of this work, fundamental at that time in the field of economics, was published in Kyiv, which was entirely devoted to the study of stock exchange business in the leading countries, the Russian Empire and the Ukrainian lands. The co-authors of the work were leading contemporary economists and lawyers, in particular A. N. Antsiferov, G. V. Afanasyev, H. A. Baranovsky, M. N. Bogolepov, E. V. Vanshtein, I. M. Goldstein, N. S. Dobrokhotov, V. Ya. Zheleznov, A. M. Lazarev, D. N. Levin, E. S. Lurie, P. P. Migulin, N. D. Silin, P. B. Struve, M. P. Tugan-Baranovsky and others. Among the aspects considered were, in particular, the activities of the leading stock exchange institutions of Dnieper Ukraine: in Odessa, in Kyiv, in Kharkiv. Leading economist, professor of the Kyiv Commercial Institute, long-term deputy of the State Duma Leonid Mykolayovych Yasnopolsky became the editor-in-chief of the publication. Analyzing the scientific works collected in the Second Volume of the Banking Encyclopedia of 1917, the author of the article came to the conclusion that they make it possible to trace the state of affairs in the development of the stock market in the late nineteenth and early twentieth centuries. The relevance of this modern direction is that the patient independently (as a rule, at home) performs restorative treatment programs at the outpatient stage under remote control and guidance of a specialist doctor. According to the format of telerehabilitation, the program of physical therapy of the thoracic spine included a consultation on the patient’s orthopedic regimen and safety techniques during therapeutic exercises, as well as special sets of therapeutic exercises. Therapeutic exercise classes were held in such periods as gentle, gentle-training and training, each of them had its own tasks. All periods included exercises for forming the correct posture, symmetrical exercises, static exercises, exercises for relaxation, toning muscle building, exercises for adjusting and stabilizing the spine in the correct position, etc. Scoliometry was used to evaluate the results of telerehabilitation. The effectiveness of the organization of telerehabilitation for thoracic scoliosis of the second degree in middle school students showed a positive dynamic of scoliometry, the angle of curvature changed in each patient to a smaller side, which indicates correctly selected methods of physical therapy and their dosage. It was also concluded that the development of telerehabilitation is a very urgent problem nowadays. On the one hand, the SMART-city concept is a logical continuation of the penetration of information and communication technologies into our lives. On the other hand, cities are gradually becoming effective robots, and people are under constant surveillance, which to some extent violates their right to privacy. At the same time, it is determined that SMART-cities are characterized by innovative use of information and communication technologies to ensure diverse, comfortable and sustainable urban development. Under conditions of democratic governance in the city, establishing close feedback with citizens and involving them in decision-making of ICT-based innovations can significantly improve the functioning of urban services and help create a safe environment and a favorable business climate in the city. Therefore, the implementation of the SMART-city concept is becoming increasingly popular and covers both large and medium and small cities. Approaches to the evaluation of SMART-cities are outlined. The spheres of urban development and indicators by which it is possible to investigate the degree of implementation of the SMART-city concept in different cities are described. The world experience of application of information and communication technologies in the city management system is investigated. It is revealed that there are no uniform approaches to the essence of necessary innovations and ways of their implementation. SMART-city strategies are very different, they take into account the specific problems and opportunities of urban communities. The experience of Ukrainian cities in the context of SMART-city is studied, which testifies to significant successes in this direction. The purpose of the study is to analyze the features of the bureaucracy, determine its purpose and expediency, and in connection with that, develop an effective and efficient model of the bureaucracy. The following methods were used in this article: dialectical method, historical and hermeneutic methods, formal-legal method, institutional method, logical method, method of induction and deduction, method of modeling and system analysis, axiomatic method and others. The results of the study are the definition of the main concepts and terms, namely: \"bureaucracy\" and other terms and concepts that were used within the scope of this study; clarification of the essence and purpose of the institution of bureaucracy; establishing the stages and history of the development of the institution of bureaucracy in the world in general, and in Ukraine in particular; analysis of existing models of bureaucracy in the world and clarification of their features; researching the system of bureaucracy in Ukraine and establishing the model of bureaucracy that is used in Ukraine; identification of problems characteristic of the institution of bureaucracy in Ukraine and research and establishment of means and processes that are necessary for improving the mechanisms of state administration in Ukraine. The provisions laid down in this article are of practical value, first of all, for state bodies and authorized persons, whose powers include the provision of services in various spheres of life, and whose functions include the improvement of the civil service institute. {"title":"INTESTINAL BARRIER INTEGRITY UNDER EFFECT OF PARTICULATE MATTER FROM COTTONWOOD COMBUSTION","authors":"Maria Korbush, Ganna Tolstanova","doi":"10.17721/1728.2748.2023.93.22-28","DOIUrl":"https://doi.org/10.17721/1728.2748.2023.93.22-28","url":null,"abstract":"The epidemiological data pointed out that exposure to ambient air pollution particulate matter (PM) may increase the risk of irritable bowel syndrome and ulcerative colitis. Air pollutants might affect the intestine through blood, mucociliary clearance of PM from the lungs, by polluted food or water intake. In the present study, we tested the hypothesis that water-suspended smoke preparations (SP) derived from the combustion of cottonwood might affect the integrity of the intestinal mucosa, induce an inflammatory response, and increase the susceptibility to chemically-induced colonic inflammation. Smoke from cottonwood was collected under laboratory conditions during the entire flaming, smouldering, and mixed combustion phases. Male Wistar rats (180-200 g) were injected with SP in two ways: 1) into the tail vein at a dose of 500 µg/100 g; 2) by gavage at a dose of 180 µg/100 g. The experimental colitis was induced 1 hour after SP injection by a single rectal injection of 0.1 ml 6% iodoacetamide (7 cm from the anus). Rats were euthanized in 2 h after colitis induction. We examined colonic vascular permeability by Evans blue extravasation (mg/g wet colon), myeloperoxidase level, total glycoprotein level at surface mucus by PAS-staining, and intestinal permeability by the translocation of bacteria into the blood of the portal vein. This study demonstrates that intravenous administration of the SP decreases the amount of surface mucus in the large intestine and increases myeloperoxidase activity in the rat colon. It did not increase the negative effect of iodoacetamide-induced colitis on changes in the state of the endothelial barrier. But, intravenous administration of SP led to the appearance of blood in the urine, which may be due to the damage to the fenestrated capillaries of the glomerulus. At the same time, oral administration of SP increased the translocation of bacteria into the blood of the portal vein which represents the increased gut permeability accompanied by a reduced level of total glycoprotein of colonic surface mucus. However, oral administration of SP did not have a significant effect on colonic vascular permeability and the activity of myeloperoxidase vs. the placebo group with colitis. The airborne PM obtained from the combustion of natural precursors such as cottonwood can cause primary pro-inflammatory changes in the intestines in a very short time after penetration into the organism through the blood and oral ingestion. The authors described the current state of ensuring the development of executive discipline mechanisms in the public service. The modern state of ensuring executive discipline in the public service has been analysed taking into account modern challenges, in particular, changes in working conditions of public servants during martial law in Ukraine and perspectives of improvement of executive discipline both in this period and in conditions of post-war transformation. The purpose of the article is to reveal scientific and practical concepts of ensuring the development of mechanisms of executive discipline in the public service in conditions of modern challenges and threats; develop suggestions on how to develop modern mechanisms of executive discipline for further improvement of public administration and management in Ukraine. The analysis of the recent publications regarding the issues this article deals with; identification of parts of the general problem that have not been previously addressed. Particular attention is focused on the study and implementation of best practices of foreign experience in domestic public administration. Accession of Ukraine as a candidate to the European community, which now provides large-scale support to Ukraine in the fight against the Russian aggressor, requires updating the basic mechanisms of executive discipline in the public service, such as regulatory, organizational, planning, monitoring, evaluation and quality management. From the point of view of the theory of public administration and Ukraine's transformation processes into European space, it is advisable to expand the classification of the mentioned mechanisms with motivational value, informational and analytical, and digitalization. This will help to consolidate and develop the level of executive discipline in the public service through the self-improvement, self-development and self-fulfilment abilities of public servants. Therefore, the key research outcomes are aimed at improving the development of basic mechanisms for ensuring executive discipline in the public service, widely used in European countries. Therefore, understanding facial expressions is crucial for normal social interaction, as it lets us determine the emotional states and intentions of other people. The purpose of this study was to investigate the influence of the time factor on the happy and fearful facial expression processing, reflected in the structure and components of event-related potentials (ERPs). Accordingly, two parallel examinations were conducted with stimulus presentation periods of 500 ms and 100 ms. For the obtained data, two separate analyses (for happy and fearful faces) of the averaged ERP curves corresponding to different stimulus exposure periods were executed. The initial stages of processing (EPN, P3) demonstrated that the difference in the structure and amplitude characteristics of the ERP curve was not that significant, but it demonstrated an increase in attentional resources involvement and a strengthening of the primary emotional analysis. Later ERP components (N400, LPP) showed a more compelling difference, that reflected the complexity of semantic decoding, subsequent conscious evaluation, and processes related to decision-making. The basis for understanding how the author comprehended the comic within the TRADITIONS concept lays in his original interpretation of the categories of humour and comic which he elaborated under the influence of H. Bergson’s and G. Simmel’s theories. The thoughts of a literary critic A. Tilgher also had a great impact on L. Pirandello’s creative evolution and worldview, specifically on the writer’s approach to the category of comic. Moreover, the article deals with the ethnic specificity (all-Italian, and Sicilian in particular) as one of the main factors that determined the author’s works. L. Pirandello shows ironic and satyric attitude towards the Sicilian society which is mainly noticeable in the descriptions of the characters inflicted by a conservative worldview. The comic side of the TRADITIONS concept is represented (predominantly in a metaphorical way) in a dichotomy of the closed static social system and the spiritual freedom merged with true deep feelings of an individual. The microconcepts FAMILY and SOCIETY were defined and analyzed within the TRADITIONS concepts. The important qualities of FAMILY and SOCIETY are their static, mechanic, cycle nature, and social determination which the author unifies under a common idea of degrading. One of the main components in the TRADITIONS concept comic representation structure are the generalized characters used for creating the conflict \"group VS individual\". The TRADITIONS concept represents for L. Pirandello a deformed reality which he verbalizes with the age, religion, invective markings towards conservative characters and their society. Coaching is characterized as a style of educational interaction, which makes it possible to justify its use as a pedagogical technology in the professional training of future social workers, since coaching and social work, as self-sufficient professional practices, are at the same time complementary to a certain extent, identical in terms of value and meaning contexts of their application, and precisely for the purpose of supporting a person in his life activities. The specific ways of applying coaching by teachers are revealed, as well as some potentially problematic points related to their perception of the essence of the coaching approach and the features of its inclusion in activities, in particular: the lack of a generally accepted definition of coaching, the difficulty of distinguishing it from other types of activities regarding the provision of support in difficult situations or focused on expanding human capabilities, the teacher’s awareness of his area of competence. The functions of a teacher who uses coaching techniques are highlighted, which include promoting awareness and accepting responsibility for solving a specific task, helping the student initiate and deepen reflection on the activity he is carrying out, helping the student eliminate internal obstacles to increase and realize his potential.
