{"title":"The Lived Experiences of Global Citizenship Education by Asian-Muslim Teachers Attending A Professional Development Program in the USA","authors":"Josefa G. Carrillo","doi":"10.54476/apjaet/15221","DOIUrl":"https://doi.org/10.54476/apjaet/15221","url":null,"abstract":"Following the initiation of the Madrasah Education Program (MEP) in 2004, the government of the Philippines has historically promoted the liberal education of Muslim citizens. Filipino-Muslim teachers have been trained and equipped to preserve the core principles of Islam in public schools in all regions of the Philippines. However, the MEP does not provide specifically for the professional development of Filipino-Muslim teachers who want to work at schools in other English-speaking nations. In the USA, professional development programs have been developed specifically to help Asian-Muslim teachers grow into globally and culturally engaged citizens. The present phenomenological study focuses on the lived experiences of seven Asian-Muslim teachers who, in 2022, attended a professional development program abroad in the USA. A thematic analysis was conducted to interpret the transcripts of their conversations recorded at a focus group meeting. Emergent themes were extracted which highlighted the benefits to individual teachers. These benefits included: adapting to new lifestyles, becoming more flexible, becoming more confident, developing an open mind, obtaining a deeper understanding of social interactions and teaching in the English language in a culturally different environment, reaffirming their own cultural beliefs and values, and developing attitudes that involve tolerance and respect for the values and beliefs of other cultures. The overall conclusion is that the participation of Asian-Muslims in a professional development program abroad in the USA opened up new opportunities to promote the ideals of Global Citizenship Education. The practical implications are that institutions in the Philippines organizing professional development for teachers should ideally provide opportunities for Filipino-Muslim teachers to travel abroad and help them grow into globally competent citizens. Surely, it provides convenience in the society. But as it advances, the method of committing crimes also advances which was evident during the onset of the COVID-19 pandemic when most of people were using the internet and digital devices. It was the time that cybercrime cases like phishing, and online and text scams were most prevalent. This event led to the study of the capability of the Regional Anti-Cybercrime Unit-Cordillera in handling cybercrime cases. Through its determination, it reveals that they are equipped with the knowledge and skills to handle cybercrime cases. This study also aims to determine the issues and challenges and the strategies and practices in handling cybercrime cases. The qualitative approach was applied and specifically employed a semi-structured interview with the personnel of the RACU-COR specifically handling cybercrime investigations. Data shows that in terms of their capabilities, the personnel were qualified to conduct cybercrime investigations as they are compliant with the qualifications of the organization and they were also able to possess different skills in line with their profession which they have obtained from the trainings that they have undergone. They were also able to provide the equipment that they are using in investigating cybercrime cases. Though they were compliant, it still had limitations as to the legal challenges that they needed to adhere and there were advanced forensic tools and techniques that still needed to be addressed especially on the cases of dummy accounts. {"title":"Lived Experiences of Police Regional Office Cordillera Personnel Charged and Suspended for Misconduct Cases","authors":"Laborah May Q. Nabuna, Robino D. Cawi","doi":"10.54476/apjaet/02632","DOIUrl":"https://doi.org/10.54476/apjaet/02632","url":null,"abstract":"Forty-one percent (41%) or 132 out of the 321 complaints lodged against personnel of the Police Regional Office Cordillera between 2018 and 2022, concerned allegations of improper conduct. One hundred eighty-five individuals residing in the area were responsible for the 132 reports of misconduct. The researchers conducted a study to gain a more comprehensive understanding of the testimonies provided by personnel charged with misconduct offenses and subsequently suspended at the Police Regional Office Cordillera. The research utilized a qualitative approach principally hermeneutical-phenomenological methodology. The study’s findings primarily reveal the extent of police officers’ involvement in misconduct offenses, the effects of suspension on their careers, and the support and intervention provided to suspended individuals. A variety of factors, including individual carelessness or negligence, vices, family disputes, and the non-payment of debts or obligations, contribute to individuals’ participation in misconduct cases. The suspension profoundly impacted the respondents’ experiences as police officers, resulting in a range of advantageous and disadvantageous outcomes. Furthermore, according to seven out of eight respondents, the Philippine National Police failed to provide coordinated assistance or support, and the overwhelming majority of those surveyed abstained from involvement in reform-related initiatives. This study utilized a descriptive correlational design employing a researcher-made survey to gather data. The survey underwent validation by three experts in the field of research and Alternative Learning Systems and passed the validity test conducted. The responses of the participants were analyzed to determine if there is a significant difference in their profiles based on the reasons, they reported for enrolling in ALS using the ANOVA test. The investigation also looked into whether there is a correlation between the reasons reported by the participants for enrolling in ALS and the factors affecting their discontinuation. It was found that there is no significant difference in the profiles of the respondents such as age, gender, civil status, level taken, and monthly income in the reasons they reported for enrolling in ALS. However, it was discovered that there is a significant correlation between the reasons reported by the students for enrolling in ALS and the factors influencing their discontinuation. In response to the challenge of student discontinuation, it is proposed to initiate and effectively implement Radio-Based Instruction (RBI) as an alternative mode of delivery for ALS programs. Leveraging radio broadcasting, this innovative approach to distance learning has the potential to significantly enhance access to education by reaching students in diverse geographic locations, thereby mitigating the barriers posed by distance and geographical isolation. Moreover, RBI allows learners the flexibility to engage in their studies even while occupied with other activities, further facilitating their educational journey. The legal framework prohibits any fishing practices detrimental to the marine ecosystem, mandating penalties for infractions. The objective of this qualitative investigation was to uncover the challenges encountered by enforcement agencies and to delineate the strategies they employ. Employing random sampling, twenty-two (22) enforcement personnel from the provinces of Bataan, Pampanga, and Bulacan were selected for participation. A thematic analysis was conducted on the data gathered through in-depth interviews utilizing a semi-structured questionnaire, which facilitated the extraction of seven significant themes: inadequate equipment, an increase in false informants, adverse weather conditions, repeat offenses, joint operations, a reward system, and prosecution processes. The findings indicate a recurring issue of re-offense among violators, attributed to the inadequate monitoring, control, and surveillance capabilities of the law enforcement authorities. The lack of proper equipment further hampers the authorities’ ability to effectively enforce regulations, leading to a rise in illegal fishing activities. The study suggests the imperative need for developing a comprehensive and effective strategy to curb illegal fishing in Manila Bay, emphasizing the importance of collaborative efforts and a coordinated approach among law enforcement bodies. The De La Salle College of Saint Benilde SMIT research study adopted the Business Continuity Model and identified gaps that will lead to the proposed Dynamic Business Continuity Model in disruptive times. From this problem, the research question is to what extent BCM factors impact levels (depth and breadth) of the Business Continuity Model during disruptive times. Data was collected by surveying Benilde associates in various academic positions and the Office Center. The data collected was treated using Exploratory Factor Analysis and Multiple Regression for causal relationships. DLS CSB SMIT identified gaps and challenges for faculty and staff in several dimensions in the existing Business Continuity Model factors and the ff are: a. Systems/Data Recovery b. Organizational Support c. Employee Engagement d. Forecasting Capacity and among the identified gaps- “Organizational Support ‘ is considered the most significant among the 4 factors. This consists of Student Support Services, Hunan Resource, and Registrar’s Office. To prevent the interruption in DLS CSB SMIT operations and the survival of an organization during disruptive times, Transparency of the BCM Strategy cascaded to Benilde associates, the importance of creating awareness and being prepared for the unexpected. Business Continuity Model is an essential element that should form part of every critical business process within the College. It is imperative to understand the factors that were identified as gaps that the Institution could be faced with and also understand the steps that should be taken to address and manage these risks. This dissertation paper led to the development of a Dynamic Business Continuity Model which is essential to prepare DLS CSB for any disaster or crisis. The Model serves as a guide for all Centers on what they should do in such an event to ensure that the organizations will survive during the fortuitous event and how to restore the Business and Institution to normalcy. This Research study could provide a Business Continuity Model framework for leaders to assess their organization’s capacity from an unexpected disruption and be used by organizational leaders to assign contingency planning responsibilities or hire business continuity and disaster recovery planning professionals. Its proper implementation is crucial in planning, implementation, assessment, and development and control of changes in the processes and procedures of the university. This study sought to assess the QMS implementation of the University of Rizal System based on ISO 9001:2015 standard and ultimately propose a sustainable framework based on the data obtained from the selected stakeholders of the university and evaluation results of the certifying body. A mixed method of research employing a sequential explanatory approach was utilized to adequately gather and analyze quantitative data using survey questionnaires and qualitative data through document analysis. Findings revealed that the University of Rizal System has manifested a functional, efficient, and effective quality management system necessary for the delivery of products and services to ensure stakeholders’ satisfaction with their needs and interests. The quality management system of the university has established and maintained an effective system to ensure compliance with its policy and objectives, that is, the organization’s management system complies with, adequately maintains, and implements the requirements of the ISO 9001:2015 standard. However, while the quality management system of the University remains effective, efficient, and compliant with the standard, improvement in its implementation is inevitable particularly in the control of the operation of processes, monitoring and attending to nonconformities and corrective actions, and on needed support to implement QMS. Hence, a proposed sustainability framework is highly recommended. The purpose of this study was to determine the challenges and alternatives faced by parents as they performed their role as home learning partners during the last two quarters of the school year 2020-2021 using the printed modular distance learning modality. It also sought to investigate the suggestions of parents as home learning partners. The study used an exploratory descriptive qualitative (EDQ) approach. It included fourteen parents from a public elementary school who were purposively chosen. In-depth interviews (IDI) were used to gather information. The different themes were identified through inductive coding. The study found that parents face the following challenges: lack of electronic gadgets, difficulty explaining/teaching, insufficient time, non-conforming modules, and an inconsistent schedule for SLM distribution. To fulfill their responsibilities, parents have employed a variety of coping strategies, such as effective time management, the use of ICT, approaching MKOs, motivation through a reward system, and spoon-feeding. Although parents considered various options for fulfilling their role as home learning partners, most participants preferred to unburden themselves by returning to in-person classes. To reduce their workload, parents suggest the following: (1) a free mobile phone for parents who do not already have one, (2) a free Wi-Fi zone, (3) module updates, and (4) monthly distribution of self-learning modules. Being a home learning partner imposes an additional burden on parents. It is suggested that the government or school work with other government agencies or non-governmental organizations to implement parents’ suggestions. With the ever-increasing development of technology and its integration into an organization’s systems and processes, a decision regarding its implementation and use is a challenge, more so on capabilities and opportunities brought about by these phenomena. One important consideration for a globally competitive higher education provider is technological transformation. This study dwelled on the technological capabilities of a Philippine higher education institution (HEI) located in the province of Quezon. A total of three hundred three (n=303) individuals consented to participate in the study. Furthermore, the imperatives on how higher education institutions can self-develop towards technological capacitation were explored, to support its mission and vision, and continue its delivery of teaching-learning amidst the volatility, uncertainty, complexity, and ambiguity of the education industry. Specifically, the dimensions of information and communication technology infrastructure, technology adoption, human capital, investment innovation in technology, and innovative technology environment were conceptualized as basic tenets of technological transformation. The impact of these dimensions on organizational competitiveness was measured using partial-least square structural equation modeling (PLS-SEM). The practical implications of this study are to contribute to the theory and practice of technology in education and fill the gaps in the limited literature resources on technology transformation in education, particularly in the province of Quezon. To ensure library personnel thrive and meet diverse client needs, it is essential to understand their professional development and performance. There is insufficient research in a library working environment that integrates training and development, work performance, and social capital among personnel into a unified paradigm. This study is being carried out in this context to assess all three variables from library personnel and the findings will serve as a basis for improving training and development programs, enhancing work performance, and fostering social capital among library personnel, thus leading to informed decision-making processes related to human resource development and organizational strategy for optimizing library personnel performance and promoting a conducive working environment. The study utilized descriptive quantitative methodology, collecting data through a structured survey questionnaire from the South Manila Educational Consortium Libraries. Sixty-one (61) questionnaires were completed and returned from the total population, and SPSS was used for analysis, interpretation, frequency distribution, percentages, and mean. The findings showed that seminars, conferences, and workshops were the most available and widely used interventions of the respondents. The study also found that inadequate funding hinders training and development, with library funding being a key strategy to enhance them. Furthermore, respondents demonstrated above-average task and contextual performance, excellent counterproductive work behavior, and high levels of structural, relational, and cognitive social capital. Based on the notable results, it becomes evident that the training and development interventions of respondents were not significantly available. Additionally, it was observed that most of the library personnel made full use of the available interventions. Also, the study discovered positive work performance and the presence of social capital in the examined population.
