This research is a descriptive qualitative research that aims to find out how the guidance and counseling services provided to neglected children and the elderly in social rehabilitation UPTD PSBS Social Service of the Bangka Belitung Islands Province. The data sources used are primary data, namely the Head of the Social Apocation Program, the Head of Subdivision of TU, and the Head of Guidance and the secondary data are books, journals, theses, archives, and official documents at the Office of Social Institutions for Bina Serumpun Province of the Bangka Belitung Islands Province. Collecting data using the method of observation, interviews and documentation. Based on this, this research will discuss and find out how to implement vocational guidance through wheeled automotive skills. This research is a field research which is analyzed using descriptive qualitative method. Data collection techniques were carried out through interviews, observations, and documentation related to what the researchers did. The results of this study indicate that there are 3 stages of vocational guidance through two-wheeled automotive skills, namely the initial stage: assessment, building relationships and agreeing contracts. The core stage is divided into 5 stages of work, namely: knowing what the client wants in what field, looking for cooperation links, offering training and making contracts, holding debriefing, accompanying and directing clients through training. One of them has the main task of trying to solve problems for individuals and groups. In handling it, social workers are the same as other professions, namely having a certain code of ethics in providing services to their clients. With regard to violence against women, the values and ethics of social workers can be applied in dealing with this problem. The method used in this research is descriptive qualitative, the data obtained from the results of interviews with institutions. For the approach, researchers used a phenomenology approach. The sources come from media references and other supporting books. In this case, the social worker at Rifka Annisa Yogyakarta tries to be wise and neutral towards the client in establishing a good relationship with the client's problems. Initial exploration of this issue is considered important given the increasing structure of the aging population in Indonesia. This population, if not managed properly, will become a pathos structure. The author conducted a thematic analysis to find the main themes of spiritual development issues faced by the elderly. The analysis technique is carried out from compiling the code, determining the initial code, to creating the theme presentation and visualizing the theme.
