Economic science is a powerful tool for analysing corruption, and the economic approach is of fundamental importance for understanding where the incentive for corruption is the greatest and where its influence is the most pronounced. Opposing all forms of economic destruction would facilitate the functioning of the economic system, simultaneously generating fiscal revenues, and a true commitment to the fight against corruption, strengthening the rule of law, improving the efficiency of institutional reforms and the judicial system would encourage long-term economic growth. The transition is also one of the significant factors that initiates the expansion of corruption in numerous young transitional states, including the Republic of Serbia. Therefore, the essential goal of this paper is to collect and offer a wider range of information and knowledge about the genesis of the problem. Ability to manage it is reflected in anticipating potential sources of threats, timely creation of adequate responses and ensuring that these responses are implemented in the system by means of recommendations, rules and procedures. This paper provides a systematic insight into the vital importance of a safety mindset in civil aviation through theoretical considerations of safety management and by describing the role and importance of safety risk management as its integral part. Special focus was placed on noticing the differences between traditional and modern approaches to safety management. The traditional approach focused on the consequences of events, the actions of operational staff involved in an incident, on prosecuting and punishing culpable individuals, while the modern safety approach focuses on active prevention in order to keep risks at an acceptable level. {"title":"Chaning the importance of military power: The Cold War example","authors":"Dragan Jevtić, Miloš Milenković","doi":"10.5937/bezbednost2302096j","DOIUrl":"https://doi.org/10.5937/bezbednost2302096j","url":null,"abstract":"During the Cold War, the state and defense against military challenges, risks and threats were at the center of the concept of security. Increasing military capabilities was an imperative to step up security. There was a constant drive to strengthen military capabilities, which turned into an arms race. During the Cold War it became apparent that military power would not be enough to win that conflict. The armed component of the war was absent, while other, non-military aspects of the war dominated. Economic and military power had a significant impact on the final outcome of the war. Culture, political values and foreign policy credibility became the main contents of power and influence. For the first time in history, a major war ended without a shot being fired and the victory was not the result of the use of military power. The high military costs of the USSR in the Cold War, especially the high cost of the arms race, produced economic stagnation and reduced the technological level of the general development of society, as the basis on which the country's foreign policy success is achieved. A country's economic growth must be balanced against its goals in military engagements, including those in which major powers have expansionist goals beyond their borders. When great powers tend to expand too much, their internal strength weakens. The excessive expansion and excessive goals of the USSR led to the allocation of over 25% of the national product for the needs of military expenses, which slowed down and eventually stopped economic growth. The allocation of a large part of the national income for military purposes produced great consequences to the development of other forms of power necessary for commercial purposes. Military power lost its importance during the Cold War. With the development of capitalism, states developed other types of power with which they could relativize the importance and diminish the role of military power in relation to their opponent. Strong and powerful states primarily have such opportunities due to their high capacities of total power that they can convert and use adequately at a given moment. The aim of the study was to establish whether the provisions of the law that empower the police and judicial bodies are adequately implemented in the entire territory of the Republic of Serbia and whether they offer sufficient mechanisms to efficiently and effectively prevent and suppress domestic violence and provide efficient protection of the victims. The study also aimed to establish what effects were achieved by proactive approach of the relevant authorities in the analysed four-year period, what the sentencing policy of the courts has been, and how efficient the public prosecution was in suppressing domestic violence. {"title":"On the profession of sworn/court interpreter in Serbia","authors":"Dragoslava Mićović, Lidija Beko","doi":"10.5937/bezbednost2302059m","DOIUrl":"https://doi.org/10.5937/bezbednost2302059m","url":null,"abstract":"The profession of sworn/court interpreters often remains unnoticed and insufficiently studied, and there are many misconceptions about it, both in the public and within the professional community. There are many problems related to the practice, as the profession seems to be undervalued as a whole. In order to make it clear how types of interpreting may be different, the paper first gives a classification of interpreting (oral translation), not just a common classification into simultaneous and consecutive translation, but the classification into sub-categories as the practicing professionals see fit. The classification is followed by a comparative review of the status of the profession in some European countries and in Serbia as well. The data available for the European countries suggest that the situation is far from ideal and that there is still a lot to be done in order to provide a legal status of the profession, the criteria for practice, etc. The situation in Serbia seems to be much better than in the majority of countries included in the paper, but further improvement is also welcome. It is commendable that Serbia stands out as a positive example, being a country where there are criteria set for this rather important profession as well as procedures that need to be followed in order to become a sworn/court interpreter and translator. A lot of facts referring to the profession could not be included in the paper due to its limited scope, such as stress as an inevitable part of the profession, lack of appropriate formal but also informal education and training, the need for constant improvement and learning, the problems related to getting remunerated for the job done, and other similar issues. {"title":"The socio-economic status of adult female perpetrators of criminal offences in the Republic of Serbia","authors":"Jelena Radović-Stojanović, Marta Tomić, Marija Mićović","doi":"10.5937/nabepo28-44857","DOIUrl":"https://doi.org/10.5937/nabepo28-44857","url":null,"abstract":"The subject of this paper is the research of socioeconomic status of adult female perpetrators of criminal offences in the Republic of Serbia. For this purpose, the following characteristics of adult women perpetrators have been observed: age, marital status, education, employment status , occupation. Empirical research was conducted in which the structure of female perpetrators by age, by education, by marital status, by employment status and by occupation was calculated. The empirical research used data obtained from the Statistical Office of the Republic of Serbia for 2021. The structure was calculated for criminal offences that have the largest share in total crime, namely, for criminal offences against life and limb, criminal offences against marriage and family, criminal offences against property, criminal offences against the economy, criminal offences against human's health and criminal offences against public peace and order. A comparison was made with the adult male perpetrators of criminal offences and with the total population of the Republic Serbia for each of the observed characteristics. The results of the research showed that female perpetrators have a higher unemployment rate and a lower educational structure than male perpetrators and the total population of the Republic of Serbia. The unemployment rate is very high and amounts to 38.7%, and one third of the female perpetrators do not have more than a primary education. {"title":"The Albanian National Army at the beginning of the 21st century","authors":"Milan Nikolajević, Dragoljub Sekulović","doi":"10.5937/bezbednost2302132n","DOIUrl":"https://doi.org/10.5937/bezbednost2302132n","url":null,"abstract":"The Albanian National Army is a terrorist organization that operates on the territory of several Balkan states in the areas it considers to be the so-called geospace of \"Greater Albania\". It was created very soon after the end of the war in Kosovo and Metohija and has since then promoted the new Kosovo Liberation Army (KLA) under a different name. The idea of the so-called Greater or Natural Albania dates from the middle of the 19th century. Namely, in 1878, a group of Albanians and Albanian champions, assisted by the Turks, formed their first organization, the League of Prizren, in the town of Prizren, Kosovo and Metohija, where they proclaimed the ideas of the so-called Greater Albania, as well as the fight against Orthodox Christians in the Balkans. That struggle continues today. It started with the so-called Kosovo Committee, and it continued until the end of the 20th and the beginning of the 21st century with the so-called Kosovo Liberation Army (KLA or UÇK). The idea of the so-called \"Greater Albania\" never died. It culminated in the wars of 1998 to 1999, as well as in new armed conflicts in 2000 and 2001 in the area of southern Central Serbia and part of today's North Macedonia. The inheritors and executors of this idea are the new terrorist organizations created by the reorganization of the KLA, namely \"OVPMB\", \"ANA\", \"ONA\" and \"OVČ\", as well as the armed formations of the so-called \"Kosovo\". These organizations will not be significantly different from their mother, the KLA, except that they will face new challenges. {"title":"The gender dimension of vulnerability in disaster caused by the coronavirus (COVID-19)","authors":"Vladimir Cvetković, Milica Čvorović, Hatidža Beriša","doi":"10.5937/nabepo28-44649","DOIUrl":"https://doi.org/10.5937/nabepo28-44649","url":null,"abstract":"The subject of the research is an examination of the way in which the disease COVID-19 affects the gender aspects of the vulnerability of citizens, with special reference to their physical, socio-economic and psychological vulnerability. For the purposes of this research, the perception of risk and the preparedness of men and women for the SARS-CoV-2 virus pandemic were examined. The results of this research were obtained by applying a quantitative survey of the citizens of the Republic of Serbia about their experiences and attitudes regarding their vulnerability due to the COVID-19 pandemic, where special attention is paid to the gender dimension. A survey of 273 adult citizens was conducted and the results have shown that there is no significant connection between the gender category and the physical vulnerability of people caused by the COVID-19 pandemic. The obtained data indicate that approximately the same percentage of women and men had severe symptoms of the disease. Nevertheless, the results showed that there is a partial connection between the gender category and socio-economic vulnerability, as well as a clear connection between the gender category and the psychological vulnerability of people caused by the pandemic. In both cases, the results indicate that women are more vulnerable socio-economically and psychologically than men. {"title":"Grounds of rebutting the judgment in criminal procedure: The methodology of writing the judgment as the biggest challenge","authors":"Katarina Živanović","doi":"10.5937/nabepo27-41357","DOIUrl":"https://doi.org/10.5937/nabepo27-41357","url":null,"abstract":"The legal and proper resolution of criminal matters represents the fundamental principle of modern criminal procedural legislation, since without its observance, the realization of the principle of a legal, democratic state, i.e. the realization of the fundamental principles of criminal procedural law, as well as the achievement of the goal of criminal proceedings and the protection of basic human rights, cannot be imagined. The prerequisite for the realization of the aforementioned principle is reflected in the correct application of adequate legal regulations, that is, in the correct and complete determination of the factual state by the court in criminal procedure. However, as the making of mistakes and omissions by the court in solving criminal matters represents an immanent feature of the functioning of criminal justice, it is extremely important to establish which errors and omissions the courts make during the meritorious resolution of criminal proceedings. In this sense, with this research, the author established to what extent the courts make standardized errors and omissions, first of all from the aspect of the representation of all grounds of appeal and then also the representation of reason for appeal within the grounds of appeal of essential violations of the provisions of the criminal procedure.
