This paper assesses whether the pay-TV market could be competitive by studying the South African market and European Commission’s case involving Newscorp and Telepiu. The pay-TV market meets the requirements of a liberalised market that requires ex ante regulatory interventions for competitive outcomes to be realised, as it is susceptible to destructive competition. In the main, conditions of access to programming content (particularly premium content) and interoperability of set-top-boxes may require ex ante regulations for competition to prevail. Without meeting these key pre-conditions, prospects for competition in South Africa’s pay-TV market may be dampened.","PeriodicalId":332343,"journal":{"name":"PSN: Telecommunications (Topic)","volume":"39 1","pages":"0"},"PeriodicalIF":0.0,"publicationDate":"2013-03-22","publicationTypes":"Journal Article","fieldsOfStudy":null,"isOpenAccess":false,"openAccessPdf":"","citationCount":null,"resultStr":null,"platform":"Semanticscholar","paperid":"134069650","PeriodicalName":null,"FirstCategoryId":null,"ListUrlMain":null,"RegionNum":0,"RegionCategory":"","ArticlePicture":[],"TitleCN":null,"AbstractTextCN":null,"PMCID":"","EPubDate":null,"PubModel":null,"JCR":null,"JCRName":null,"Score":null,"Total":0}

This study investigates how local media cross-ownership, co-ownership and ownership diversity are associated with media market outcomes. Cross-sectional regressions indicate that television station ownership consolidation is associated with increased local TV news production but lower news ratings. However, panel estimation finds that changes in local media ownership are uncorrelated with local media usage or programming, producing confidence intervals that are tightly centered around zero.","PeriodicalId":332343,"journal":{"name":"PSN: Telecommunications (Topic)","volume":"57 1","pages":"0"},"PeriodicalIF":0.0,"publicationDate":"2011-08-26","publicationTypes":"Journal Article","fieldsOfStudy":null,"isOpenAccess":false,"openAccessPdf":"","citationCount":null,"resultStr":null,"platform":"Semanticscholar","paperid":"116520396","PeriodicalName":null,"FirstCategoryId":null,"ListUrlMain":null,"RegionNum":0,"RegionCategory":"","ArticlePicture":[],"TitleCN":null,"AbstractTextCN":null,"PMCID":"","EPubDate":null,"PubModel":null,"JCR":null,"JCRName":null,"Score":null,"Total":0}
