One option is to use incinerator bottom ash (IBA) formed in the incineration of municipal solid waste (MSW) as a secondary aggregate in road construction. The recycling of IBA in road construction is widespread in the Netherlands. The use of IBA on UK trunk roads in bound applications is governed by the Specification for Highways Work. IBA was used with pulverised fuel ash from coal-fired stations and with quicklime as a secondary aggregate in the Burntwood bypass between Cannock and Lichfield in the West Midlands. IBA was also used in cement-bound material for a haulage road on a landfill site in Bemmersley near Stoke on Trent. Birmingham City Council has promoted the use of IBA in road construction. The government's Environment Agency has powers of clean-up and cost recovery. Local authorities must identify contaminated land and remedy it - rendering it to a state \"suitable for use\". Most of this best practice is happening in towns, but the old division between urban and rural walking is beginning to break down as unitary authorities like York begin to link urban and rural routes. This article describes examples of 'walking audits' in various parts of the UK, measures being taken by supermarkets, and comprehensive local authority plans for pedestrians in some urban areas. In a walking audit, counts of pedestrian journeys are taken as a basis for further policy planning. Some supermarket planners have studied how their customers travel, and discovered that they need to cater for many shoppers who shop on foot, even though many large family shopping trips are by car. People from smaller households may shop on foot at least twice a week, if they do not have to carry heavy loads. Thus stores need to have convenient, direct, attractive walking access. The article describes pedestrian plans in Blackpool, Gloucester, Hampshire, and Liverpool. The county has the lowest rate per thousand vehicles in the United Kingdom. Further reductions in this level are difficult but the aim is to introduce a safety culture that permeates to all road-users. Many organisations will have to contribute to increased safety, including the Department of Transport, the police, local councils, passenger transport undertakings, contractors and utility workers, motor dealers, driving schools and the news media. There appears to be a significant level of under-reporting of personal injury accidents. It is suggested that police statistics miss between one third and one quarter of road traffic casualties and two thirds of injury to cyclists. The higher than expected level of fatalities and serious injury is partly attributed to a high level of motor cycle ownership. There is also a lack of information on accidents when nobody is hurt. There is a shift from a service-based culture to a business-oriented culture. In preparing for CCT, senior management must explore and analyse the strengths and weaknesses of their engineering departments. Decisions made will involve a trade-off between desirability and practicality. A SWOT (strengths, weaknesses, opportunities and threats) analysis will be used to focus attention on key aspects of an engineering department's operations. The article lists seven relevant strengths and nine relevant internal weaknesses, together with several external threats, some of which also provide opportunities. CCT will accelerate the process where local authorities are increasingly employing consultants, to create a better balance between resource levels and fluctuating demand. It is important to remember that technology is global, but that its implementation is local. Councils will need more flexible service delivery, and at the same time require their retained staff to be efficient enough to survive in a CCT environment. {"title":"OPENING FOR BUSINESS","authors":"Martin Read","doi":"10.1596/24665","DOIUrl":"https://doi.org/10.1596/24665","url":null,"abstract":"This article reports progress on the Black Country Route (BCR) in the West Midlands, running southwest from junction 10 on the M6 motorway. 3km of its 7km of dual carriageway had been completed by mid-December 1992, and the total cost of its road works is estimated at U100 million. The BCR shows that new roads can and should form an integral part of a comprehensive transport and land use strategy, and that they often produce considerable environmental as well as economic benefits. For example, in the centre of Bilston, much of the main shopping street will now be pedestrianised, heavy lorries will be excluded, and the environment will be upgraded. In general, there has been close cooperation between all parties involved, leading to a high quality image attractive to residents and potential developers. In view of the expected traffic flows, potential conflict between vehicles and pedestrians crossing the BCR received special attention; appropriate crossing points were provided, and care was taken to ensure that people were directed to them. There have been severe engineering problems along much of the BCR, due to randomly located but rather frequent abandoned mine workings and uncharted mineshafts. Although the Department of Transport's review of the situation, which started after the 1991 winter, has produced some welcome results and a useful degree of consultation, more action is still needed. For example, there should be a national approach, and the review should not be confined to railways, motorways and trunk roads. The review and its subsequent recommendations have failed to take a complete national overview, and they have not harnessed the tremendous depth of experience and willingness to cooperate existing in the other 115 British highway authorities. Instead, the review advocates a five-point national strategy: (1) communication of information of delays on the road network, whatever their cause, using a viewdata (videotex) type system coupled with a radio interrupt system; (2) a UK-wide enforcement code of practice, to ensure that vehicles would not ignore snow barriers, signs or police instructions without incurring a suitable penalty; (3) traffic control; (4) better coordination between the main transport providers, especially between road and rail; (5) an improved system for financing emergency vehicles, plant, communication equipment and salt barns. Financial and operational constraints resulted in a proposal for shared parking places for use by residents and business users together with on street ticket machines for visitors. To maximise parking provision it is proposed that waiting restrictions will only be marked where parking is prohibited. High level parking provision of loading gaps will not be made. The proposed controlled parking scheme hours are 9 am to 5 pm on weekdays. A maximum of 8 hours parking is allowed for visitors to reduce the problem of all day commuter parking near underground stations in the area. The area covered is to be divided into two self contained zones, with an hourly charge of 30p in the western zone, 50P in the eastern zone. A charge of 30.00 per annum for residents permits is suggested, and a charge of 500.00 for local businesses for up to three vehicles. Public consultation revealed that residents would support the scheme if adopted, with strong opinion that visitors charges should be increased.
