It investigates about the reform that took place in 2014, referring to the implementation of accreditation and evaluation practices of university careers and its impacts after 10 years of their application. The rediscussing on university policies is considered a necessity to deepen the characteristics and organizational styles of universities in Peru. Throughout the current analysis, the authors have gathered information regarding two emblematic case studies from South America, the Colombian Cooperativas de Vigilancia y Seguridad Privada (Convivir) and the Peruvian Comités de Autodefensa (CAD). He is the only survivor of the Pizarro family, making fortune and prestige, immortalizing the Pizarro surname, the coat of arms, guaranteeing offspring and inheritance. For this research, a qualitative approach based on hermeneutics was used as a model proposed by Heidegger and Gadamer for philosophical interpretation, highlighting, according to Garagalza L. (2014). The methodology used is the qualitative one of the Action Research type with the purpose of to determine how the health sector solved a legal vacuum in the current labor legislation, referring to the role of the Head of the Occupational Health and Safety service at work (Law No. 29783 and complementary regulations), determining its existence, responsibility, and functions.
