The case study is financial aid in reconstruction process for the earthquake’s victims in Bantul Regency, 2006-2007. This research collects secondary data, such as government’s documents, journals, books, news, and other relevant sources. Based on data analysis, we find that the absence of participation in policy making causes policy cannot accommodate the social context of the target group. As impact, community leaders and community members face a problematics situation that creates many problems during implementation. These problems, finally, lead the society into horizontal conflict. The local government is committed to being able to contribute to addressing the problem. One of the efforts made is to create innovations in health services. The Lebak Regency Government, especially the Bojongmanik Health Center, has innovations that have become excellent programs. The purpose of this study was to find out Jamilah's innovation at the Bojongmanik health center. The Jamilah program is an innovation that arises from by and for the community. The research used is the typology of Innovation by Mulgan and Albury in Khairul Muluk (2008: 44). This research is descriptive with a qualitative approach. The results showed that the Jamilah innovation program became a flagship program at the Bojongmanik health center, besides that it has been able to reduce the Maternal Mortality Rate and Infant Mortality Rate at the Bojongmanik Health Center. This Jamilah program is included in canal innovation. Revitalization is carried out by the government as an effort to promote traditional markets. One of the revitalized markets is Bung Karno Wonogiri Market. This study aims to evaluate the revitalization of the Bung Karno Market in Wonogiri Regency in 2017 in terms of input, process, output, and outcomes dimensions based on Bridgman and Davis’s policy evaluation theory. The results of the study found that the input for revitalization in the form of human resources was sufficient in quality and quantity, but the revitalization funds were considered insufficient and too late. The revitalization process has been effective and quite efficient, marked by clear targets, repeated socialization, there are revitalization objectives, and monitoring of revitalization. The output dimension has met the target, which is right on target, covering all Bung Karno Market traders, but not all traders are involved in the revitalization. The revitalization output is in the form of changes to facilities that fulfill around 82 percent of facilities in accordance with regional regulations, zoning, additional contract workers, e-retribution, and online markets. This study used descriptive qualitative method. This research data is generated from the comments column of the JKN mobile application in the AppStore and Play Store. Data collection is done by data mining and data extraction. The data analysis used in this research is Qualitative Data Analytics (QDA). The analytical tool used in this study is Qualitative Data Software Analysis (QDSA) Nvivo 12 Plus. The results of the study show several things, namely the first is related to the features available in the Mobile JKN application. The second is related to the number of downloaders and the number of active users of the Mobile JKN application, and the third is related to the perception generated by users while using the Mobile JKN application. Where it was found that overall public perception of the application of technology-based health insurance service innovations through the JKN mobile application by the Indonesian BPJS Health obtained a perception that tended to be negative. This is shown by the five indicators that mostly get a bad perception from the public, and only two indicators that fully capture good or positive perceptions. Indonesia has high tourism potential, as evidenced by the contribution of tourism to Gross Domestic Product. One area that is developing tourism is Tanjungpinang City. Tanjungpinang City is a city that has tourism characteristics by relying on Malay-Johorese culture. The number of tourist visits to Tanjungpinang City has always increased since 2017 but decreased by 89.2 percent due to the Covid-19 Pandemic. Efforts to continue to develop tourism can be done by involving various actors in tourism development. The actors involved are divided into five, namely policy creator, coordinator, implementer, facilitator, and accelerator. This study aims to determine the role of actors in tourism development in Tanjungpinang City by using a qualitative descriptive approach. The result of the research is that there are 45 actors involved. The actor is divided into five roles. Actors who act as policy creators, coordinators, and accelerators have performed their roles well. {"title":"Public Sector Employment and Provincial Economies in Thailand","authors":"Direk Patamasiriwat, Darunee Pumkaew","doi":"10.31289/jap.v13i1.8635","DOIUrl":"https://doi.org/10.31289/jap.v13i1.8635","url":null,"abstract":"This paper is set for three modest objectives: first, to investigate the provincial distribution of government officials using data compiled by the Office of Civil Services; secondly, to perform a causality test between Gross Provincial Product (GPP) and government employment, including estimations of government employment elasticities with respect to GPP; and third, to analyze the economies of scale in government employment. A provincial panel of 77 units over a 12-year period during 2009-2020 (BE 2552-2563) and three different categories of government, namely, central, judiciary and local, excluding temporary employees and military officials, were presented in this research. The results show that over the 12-year period, the government's manpower has a slight increase in manpower at of 0.41 percent annual growth rate. This may be explained by factors such as: employment restriction policy, the use of technology to replace manpower, employment of non-essential tasks through outsourcing, or budget constraints. Comparative statistics are performed with a highlight on:, local government manpower with high growth rate at 2.84 percent, specifically, up from 185,864 person in 2009 to 252,877 person in 2020. This is in accordance with Thailand’s decentralization policy that led to transfer of responsibilities for area-based performance. Of note is that (i) the proportion of local employment is still very small, only 20 percent of total employment of central government; (ii) regional distribution of government manpower is unequal, in which the Northeastern region has lowest rate of manpower relative to population; iii) according to causality analysis indicates that GPP is a cause of an increase in public manpower government employment, and not vice versa. Another note worth mentioning is that economies of scale in government employment is confirmed,. Banyumas Regency is one of the regions that has a commitment to tackling and accelerating the current stunting reduction. The purpose of this research is to see how the collaborative process is carried out between local governments, community groups, and the private sector in collaborating and synergizing to overcome and reduce stunting rates. This study looks at how each party plays a role and is responsible for the other, which is contained in a common commitment. This study uses descriptive qualitative research methods with a case study approach, data analysis techniques using triangulation of data and sources, and informants selected based on ability in accordance with purposive sampling rules. The results of this study are divided into several aspects, which include the initial conditions in the collaborative governance process by looking at the situation and condition of stunting in Banyumas Regency. Aspects of leadership and communication forums that are networked in the community starting from the village government level, the sub-district level, and the district level. The forum used for coordination is through posyandu groups that have been scattered in each village. Through this research, an analysis is carried out regarding the development of collaborative governance-based tourism villages in Kebumen Regency. The research location in this study was in Kebumen Regency and the research sites were in six Tourism Villages in Kebumen Regency. The focus of this research is on issues related to the realization of collaborative governance in the management of tourism villages to develop regional tourism potential in Kebumen Regency.
