{"title":"국민기초생활보장제도 맞춤형 급여체계 개편의 근로유인효과: 청년층을 중심으로","authors":"유원섭","doi":"10.16999/kasws.2019.50.3.161","DOIUrl":"https://doi.org/10.16999/kasws.2019.50.3.161","url":null,"abstract":"2000년 이래로 실시된 국민기초생활보장제도(이하 기초보장제도)는 저소득층의 소득 증가, 소비 확대, 빈곤 완화 등의 효과를 발휘하나 근로 유인 측면에 있어서는 다소 상충적인 결과를 보이고 있다. 이 연구에서는 기초보장제도가 통합형 급여에서 맞춤형 급여로 개편된 2015년을 기점으로 제도의 개편이 청년층의 근로 유인효과에 영향을 미치는지를 분석하고자 하였다. 이를 위해서 2014년(개편 전), 2016년(개편 후)의 청년층 근로유인효과를 각각 분석하고, 각 시기별 자료를 통합하여 기초보장제도 개편에 따른 청년층 근로유인효과를 이중차분법을 통해 확인하였다.\u0000이러한 분석을 위해 한국복지패널(Korean Welfare Panel Study) 데이터를 사용하였으며, 2015년 제도 개편의 전후 조사차수인 9차년도(2014) 및 11차년도(2016) 자료를 분석에 활용하였다. 분석 결과 2014년 응답자를 대상으로 분석한 모형과 2016년 응답자를 대상으로 분석한 모형, 그리고 2014년과 2016년 응답자를 대상으로 분석한 모형 모두 수급 여부는 근로 가능성을 낮춘 것으로 나타났다. 또한, 기초보장제도의 개편 및 수급여부를 이중차분법으로 모두 고려한 결과, 제도 개편 여부에 따른 근로 가능성의 전후 차이는 통계적으로 유의하지 않았다. 이러한 결과를 바탕으로 논의 및 결론을 제시하였다.","PeriodicalId":325247,"journal":{"name":"Korean Journal of Social Welfare Studies","volume":"40 1","pages":"0"},"PeriodicalIF":0.0,"publicationDate":"2016-02-01","publicationTypes":"Journal Article","fieldsOfStudy":null,"isOpenAccess":false,"openAccessPdf":"","citationCount":null,"resultStr":null,"platform":"Semanticscholar","paperid":"121559587","PeriodicalName":null,"FirstCategoryId":null,"ListUrlMain":null,"RegionNum":0,"RegionCategory":"","ArticlePicture":[],"TitleCN":null,"AbstractTextCN":null,"PMCID":"","EPubDate":null,"PubModel":null,"JCR":null,"JCRName":null,"Score":null,"Total":0}
