Lack of proper access to health care, price and quality differences, as well as other factors among different countries have led to the formation of a long-standing industry called health tourism. Outbreak of coronavirus throughout the world has shocked and affected most countries. In this regard, the health tourism market of Islamic Republic of Iran was no an exception and was affected by this crisis. To meet this challenge, stakeholders of the health tourism market should determine their recession during this period, strengthen their weaknesses, and use the available opportunities. In this study, we intended to investigate effect of the coronavirus prevalence on the health tourism market of the Islamic Republic of Iran.

This research aimed to diagnose achievement goals of government policies focusing on government medical universities in Iran, which are the mainstay of providing health care. \u0000Methods: The present study is practical in terms of purpose and qualitative (content analysis) in terms of data collection. The barriers of achieving policy goals were reviewed and classified by reviewing the literature through content analysis. Later, the ideas of experts (45 senior managers of Iranian government medical sciences universities selected based on the study goals) were collected using a questionnaire. As a result, the barriers were determined and ranked by Shannon entropy technique. \u0000Results: The findings showed that the identified barriers in achieving government policy goals were related to policy makers (0/3320), policy nature (0/2810), policy implementers (0/1740), environmental (0/1330), and organizational factors (0/0780), respectively. \u0000Conclusion: Based on the findings, the importance of client (recipients of health services) is not properly understood. In other words, personal and partisan interests take precedence over national and client interests in policy-making.

Access to quality health services in the destination country is one of the most important facilities for tourists. The present study investigated the effect of improving the health sector on attracting foreign tourists. \u0000Methods: The present study was a descriptive-analytical study. To conduct the study, the data of global development indicators (published by the World Bank) from 1996 to 2016 were used. The study sample included 82 developing and developed countries. In order to analyze the data, the test methods based on panel data and the generalized torque regression were applied using Stata 14 software. \u0000Results: Findings from the estimates of all 4 models show that development of health and treatment increased the amount of tourist attraction in the world. The 2 indices of health developer for both groups of countries had a significant positive effect on tourism development index (tourist attraction). The findings also showed that other independent variables of the model such as air transport development, poll tax income, improvement of information and communication technology, and business development had a positive and significant effect on attracting foreign tourists. \u0000Conclusion: On the one hand, provision of the necessary health facilities and improvement of the health indicators provide one of the most essential facilities needed by tourists. On the other hand, application of these facilities is the goal of tourism. From a social point of view, improving health indicators is a positive aspect for society. Therefore, development of health is one of the essentials of tourism development.

The purpose of this study was to identify the appropriate attributes and levels, using the discrete choice experiments for health insurance, which can describe health care services appropriately. \u0000Methods: The present study was a qualitative study that involved several stages. First, the literature was reviewed through a search of valid sites and related features were identified. Then, through interviews with 8 health insurance and health policy makers sampled by snowball method, specific health insurance weighting characteristics were assessed. Eventually the research team decided to include traits and levels in the final design after several panel meetings with experts. \u0000Results: The findings of this study showed that the most important attributes of health insurance include Public hospitals, and private hospitals benefits, outpatient services, dental insurance coverage, Para clinical services, medication and medical equipment cost coverage, and finally monthly premium. \u0000Conclusion: Policymakers and health insurance organizations need to focus on health and premium benefit packages appropriate to people's ability to pay and community inflation to improve and improve insurance in this area. Emphasizing these attributes can help individuals' preferences and willingness to pay for health insurance and lead to changes in the insurance system of the country, planning to improve basic insurance and increasing the benefits of insurance packages.

The purpose of the present study was to calculate the cost of day bed and patient bed in the ear, nose, and throat departments of a teaching hospital and a private hospital in Yazd City, Iran. \u0000Methods: The present descriptive, analytical, and retrospective study was conducted in the ear, nose, and throat departments of a teaching hospital and a private hospital in Yazd in 2016. Data were collected by studying the relevant documents and checklists. Data were analyzed using Excel software. \u0000Results: The costs of day bed occupancy were calculated as 7286715 rials and 2386715 rials in the ear, nose, and throat departments of the private and educational hospitals, respectively. The cost of a private hospital day bed was much higher than that of a training hospital considering the tariff approved in 2016. Income per patient per day was obtained as 2204643 rials in educational hospital and 1500130 rials in the private hospital. The income per patient per day was higher in the teaching hospital than the private hospital. \u0000Conclusion: Hospitals should have a precise financial system in order to manage the day bed pricing based on the final costs and have realistic day bed costs. Given the high cost of staffing, hospitals should pay close attention to control these costs. Hospitals also need to adopt appropriate processes to consume the consumables logically and reduce their costs.

Therefore, the purpose of this study was to estimate the return to scale, share, and elasticity of the substitution for public and private health expenditures in Iran. \u0000Methods: In this descriptive-analytical study, linear and nonlinear least squares methods were applied to study the share and elasticity in substitution of private and public health expenditures at national level in Iran during 2000-17. The study data included the annual time series data extracted from the World Bank website. The Stata 14 software was used to estimate the economic model. \u0000Results: In the nonlinear and linear models of Elasticity of Substitution Constant (CES) health function in Iran, elasticity of substitution for public and private health expenditures were 0.30 and 0.17, respectively. The return to scale in nonlinear and linear models was 0.07 and 0.15, respectively. The share of public health expenditures on life expectancy in the nonlinear and linear model was 54 and 53 % and the share of private health expenditures in these models was 46 and 47 %, respectively. \u0000Conclusion: Public and private health expenditures are poor substitutes of each other in Iran and increase of these health expenditures leads to an increase in life expectancy. A decreasing return exists to scale in public and private health expenditures on life expectancy in Iran. The share of public health expenditures is higher than the share of private health expenditures on life expectancy in Iran.

Accordingly, the major purpose of this study was to evaluate the impact of fiscal decentralization indicators on the mortality rate (as an indicators of health measurement) in Iranian provinces. \u0000Methods: This study uses the statistical data of variables affecting the mortality rate in provinces of Iran to study the spatial effects of fiscal decentralization indicators on the mortality rate during 2006-2015. To this end, the spatial econometric approach was used. Furthermore, the statistical analyses were performed using the Matlab software. \u0000Results: Findings of the model's estimation indicate that indicators of the fiscal decentralization and mortality rate had a negative and significant relationship. In this regard, 1 % increase in fiscal decentralization indicators of income and expenditure decreased the mortality rate by 0.19 % and 0.10 % in provinces of Iran, respectively. Other results showed that the spatial proximity effect between provinces of Iran had a positive and significant effect on the mortality rate. \u0000Conclusion: By providing the necessary conditions for expansion of fiscal decentralization, the health level can be promoted in provinces of Iran.
