{"title":"Policies for whom? Roma as ethnic and/or national minorities: the case of Hungary and the European Union","authors":"A. Pap","doi":"10.4324/9780429434549-5","DOIUrl":"https://doi.org/10.4324/9780429434549-5","url":null,"abstract":"Putting legislative policies in focus, this chapter provides a case study of the development and \u0000morphology of certain policy measures and frameworks targeting the Roma in Hungary. The \u0000analysis also provides a general assessment of the relationship between policy instruments \u0000and terminology, that is, definitions and conceptualisations in international and domestic \u0000legislation and policies for minority groups. The chapter argues that the conceptualisation of \u0000‘the Roma’ will be completely different when referencing rights holders for minority \u0000(cultural) rights, beneficiaries of social inclusion policies, and victims of discrimination.
