Descriptive decision researchers are concerned with the bounded way in which the decisions are actually made. The statistics courses treat risk from a prescriptive, by suggesting rational methods. The mixed pixel models are based on Cierniewski of ground surface reflectance model. The comparative study is conducted by using of Monte Carlo Ray Tracing: MCRT simulations. Through simulation study, the difference between linear and nonlinear mixed pixel models is clarified. To improve the accuracy, still there are many research studies going on different phases such as segmentation, feature extraction, detection, and classification. The proposed framework is consisting of four main steps such as image preprocessing, image segmentation, feature extraction and finally classification. This paper presenting the hybrid and automated image processing based framework for breast cancer detection. For image preprocessing, both Laplacian and average filtering approach is used for smoothing and noise reduction if any. These operations are performed on 256 x 256 sized gray scale image. Output of preprocessing phase is used at efficient segmentation phase. Algorithm is separately designed for preprocessing step with goal of improving the accuracy. Segmentation method contributed for segmentation is nothing but the improved version of region growing technique. Thus breast image segmentation is done by using proposed modified region growing technique. The modified region growing technique overcoming the limitations of orientation as well as intensity. The next step we proposed is feature extraction, for this framework we have proposed to use combination of different types of features such as texture features, gradient features, 2D-DWT features with higher order statistics (HOS). Such hybrid feature set helps to improve the detection accuracy. For last phase, we proposed to use efficient feed forward neural network (FFNN). In Kenya the mobile subscription, penetration and coverage have been growing since the first mobile operators started operating in 1999. The current mobile operators in Kenya are given by Safaricom Ltd, Airtel Networks Kenya Ltd, Essar Telecom Kenya Ltd and Telkom Kenya Ltd (TKL-Orange).\u0000This paper discusses the present condition of the telecommunication sector in Kenya and the trends in subscription, penetration and coverage since 1999 when the first two mobile operators (Safaricom Ltd and Celtel now as Airtel Networks Kenya Ltd) started their operations and later the introduction of two other operators Essar Telecom Kenya Ltd and Telkom Kenya Ltd (Orange brand) in 2008. The paper also tries to find out what is likely to happen in a few years to come and provision of a set of recommendations based on the analysis. The study was based on extensive literature review and secondary data sources mainly from Communication Authority of Kenya (CAK). The implementation of the scheduling of n tri-diagonal system of equations with the above method was used to show improvement on speedup, effectiveness, and efficiency. The Master/Worker paradigm and Single Program Multiple Data (SPMD) model is employed to manage the whole computation based on the use of domain decomposition. The completion of the execution can need task recovery and favorable configuration. The above mentioned details consist of a main report about the numerical validation of the parallelization through simulation to demonstrate the proposed method effectiveness on the cluster system. It was found that the rate of convergence decreases as the number of processors increases. In conventional method, centroid contour distance (CCD) is formed by measuring distance between centroid (center) and boundary of object, but this method cannot capture if an object have multiple boundary in the same angle. We develop a novel approach feature shape by measuring distance between centroid (center) and boundary of object that can capture multiple boundaries in the same angle or multi-layer centroid contour distance (MLCCD).
