It is a document of an official statement that ensures the accountability of the organization and their commitment towards the citizen in providing the quality of service. The charter aimed to revolutionize public service by empowering the people who were so long regarded as a silent spectator and a mere receiver on the government policies and programmes. In a democratic country, citizens have become more vocals towards the government responsibilities and they expect the administration not only to respond to their demands but also to foresee their needs in the future. In India, the Department of Administrative Reforms and Public Grievances in Government (DARPG) is in charge of organizing, directing, formulating, and operationalizing Citizen's Charters at the Central Government as well as States Government. South Africa's post-apartheid constitution has several provisions to protect women's human rights, however enforcing the constitutional responsibilities remains a difficulty owing to different constraints. This paper deals with the status of human rights of women in post apartheid South Africa. The purpose of this paper is to analyse constitutional and legal provisions for the protection of socio – economic and political human rights of women. It also attempts to explore the real situation of women’s rights in independent South Africa. When a state is imposed under President’s Rule, the Governor will have authority over the state administration and he will do so under the provision of the central government. Mizoram has also been imposed under President’s Rule thrice. Although the bilateral relations remained constant they were neither substantial nor warm during the Cold War due to ideological differences. Lungleng village is also no exception in this regard. Everyday water is needed for drinking, cooking and other domestic purpose is used to collect from the nearby streams and other water sources. Sources of water supply in Lungleng village can be broadly classified into three types, namely; public-piped water points, village spring sources and rain water harvesting. Among the water sources as mentioned above; public-piped water points and village spring sources constitute major sources of water supply in rural areas. Inspite of several efforts done by the Government for providing adequate water supply like construction of impounding reservoir and pumping of water from nearby streams and rivers till today Lunleng village faces acute and perpetual water supply. Especially during summer months when the water sources become dry men and women would queue for several hours to collect a few buckets water. The entire discourse which was dominated by the white male perspective was slightly altered when the natives began to write their own history. However, women writers were still absent. It was only in the last decade of the twentieth century that women began documenting their history. This paper is an attempt to look at the place of the Mizo women in the narrative through a span of a little more than a century and how they have been represented in the history making process. Women have not always been absent but have always had some sort of 'place' in the narratives. Today, women still constitute 52% of the total People Living With HIV/AIDS (PLWHA), which is more than half of the total population globally and AIDS is still one of the leading cause of early death amongst women. Therefore, it is high time to erase this long overdue issues of gender inequalities, gender-based violence and HIV infection by progressing towards a sustainable, women-centered development strategy. A change in the concentration of one of the components leads to a change in the structure as a whole, affecting a number of quantities, such as the electrical conductivity of solutions, the diffusion coefficient, and the thermodynamics of processes, which is important to take into account when selecting optimal systems that use new nanomaterials with predetermined properties and characteristics for targeted preparation. The most informative method in the study of structural processes associated with the cluster formation of molecules is the method of refractometry. In this work, the refractive indices measured for binary system benzene+ethanol and hexane+ethanol at the 298.15K and the atmospheric pressure are reported. The refractive indices were measured over a wide range of benzene, hexane and ethanol concentrations (0÷1.0 mole fractions). It has been shown that hetero-molecular complexes in binary solutions are formed through π•••HO bonding at concentration of ~0.4 a mole fraction of benzene and through H-bonding at concentration of ~0.5 mole fraction of hexane. The household economy plays a significant role in the improvement of housing conditions in the rural area. The availability of drinking water to all households do not reflect the scarcity of water being a serious issue, especially during the dry season.
