In the context of We-media, literary education should aim at guiding the students to think over moral issues in specific situations on the basis of the aesthetic role of literature in order to promote their moral development. The ROKA aims to win the ground war as the central force of national defense. \u0000Method: In order to accomplish the research purpose, the researcher critically reviewed the literature related to the Korea Army value and character education including policy reports, army papers, and academic articles. \u0000Results: The ROKA is trying to establish a new military culture and value system to responds to changes from the internal and external environment and to educate the so-called MZ generation soldiers who are majority of the military personnel. Value refers to a resource that satisfies an individual's needs in a subjective sense, and a hierarchy occurs according to an individual's tendency or desire. If these values persist for a long time, they will also have a hierarchy at the social level, too. On the other hand, some public servants are abusing the purpose and incentives of proactive administration. Therefore, it is necessary to identify, predict, and mitigate issues that may or may occur in the process of promoting proactive administration. \u0000Conclusion: ROK government-wide efforts for proactive administration are necessary for the public service society to move in the right direction. The most important thing is the proper perception of public servants' proactive administration. To this end, it is essential to strengthen and actively utilize the teaching capabilities and skills of dedicated lecturers in connection with compulsory education. {"title":"Buddhist Values Impact on Private and Public Behaviors in Thailand: A Mixed Method Research","authors":"Chongyan Zhang","doi":"10.53581/jopv.2023.5.1.33","DOIUrl":"https://doi.org/10.53581/jopv.2023.5.1.33","url":null,"abstract":"Purpose: Buddhist values can influence to people perform to make better world commonly, in Thailand, there was a unique development in the national Buddhist history and influences, which already impact on Thai people private or public behaviors, such as Buddhist values prompted to Thai people kept trust and authentic behaviors during covid-19 control. thus, the researcher aimed to explore and explain what and how Buddhist values to impact private and public behaviors for people in Thailand. \u0000Method: The research conducted mix-method analysis (expert validation by given scores and suggestions). \u0000Results: there were findings as the follow: (1) eight types of desired Buddhist values can practice daily in life in Thailand: share, love, friendliness, trustworthiness, peace, open mind, confidence, and inclusion; (2) five categories of private behaviors could be influenced by Buddhist values in Thailand: self-reflection, self-observation, self-regulation, self-control, self-knowledge; (3) three types of public behaviors could be influenced by Buddhist values in Thailand: participation in social and public affairs, participation in social and public decisions, participation in social and public administration; (4) four types of ways that can promote private and public behaviors based on Buddhist values in Thailand: school/ university education, family education, Buddhist organization activities and Buddhist affairs in public places. \u0000Conclusion: according to the findings, the researcher inferred to the eight desired Buddhist values might impact the five types of private behaviors and three types of public behaviors in the four types of ways the research found in Thailand or globally. The process of international organization has occupied a central position in the discourse, and the physical manifestations of various formal international organizations and informal institutions have provided practical experiments in policy implementation. From the starting point of the universal lowest common denominator of values generated by an overlapping consensus of competing epistemological traditions (that of avoiding interstate war), the process of international organization has gradually expanded to embrace non-traditional security public values. Middle powers have played a key role in the expansion of the global governance paradigm, and aspirations for more comprehensive public value generation. The centrality of multilateralism and the roles of middle powers have, however, increasingly come under pressure from the realities of great power contestation in the international operating environment. The relatively new “minilateral” manifestations of international organization are also demonstrated as coming up short when providing public value promotion. This article, therefore, asks and attempts to answer the central global governance question of how can public values be promoted in the international operating environment in the absence of a central governing authority? \u0000Method: This research project used a qualitative approach consisting of literature review and document analysis. The results of this study should be supplemented by quantitative and qualitative studies in the future. The literature review consists of a comprehensive assessment of scholarly academic publications from competing perspectives in the fields of political and moral philosophy, public administration, and international relations. The document survey is mainly related to the policy documentation output of national governments and international organizations, as well as media reports. \u0000Results: The research identifies how new practical challenges to established multilateral manifestations of international organization and the global normative aspirations of middle powers, as well as shortcomings of the more recent minilateral arrangements require radical out of the box thinking. Hence, new modalities and conceptualizations are proposed to address the challenges of public value provision through the process of international organization. These include non-traditional security minilaterals, regional international commissions, and a central role for the new conceptualization of “second-tier” powers. \u0000Conclusion: Global public values are generated at the international level, in the absence of global government, through the process of international organization. Values are taught at home and in schools from young. The government has a set of national values that underpin the Character and Citizenship Education which begin from primary education. However, in early childhood education, the national frameworks do not explicitly articulate the values that should be cultivated in children below six years of age up till November 2022, when the revised Nurturing Early Learners Framework is launched and explicate values that should be cultivated at preschool level. Against this diverse sociocultural context, this paper seeks to unpack these values and find out current centre practices on the ground. \u0000Method: This paper uses data of a qualitative study where purposeful sampling is used to select research sites and participants according to the various types of operators in the early childhood education landscape. Semi-structured interviews are conducted for data collection and analysed using thematic analysis. The data presented in this paper offers insights to the perspectives of centre leaders who lead and manage centres run by different operator types in a diverse early childhood education landscape. \u0000Results: The findings reveal that centre leaders’ interpretations of the values are generally aligned with the framework’s descriptors and uncover the complexity of values as overlaps across values. The study provides insights to current centre practices on values education. \u0000Conclusion: The study indicates alignment between leaders’ definitions and understanding of values espoused in the NEL framework and that values education does take place across early childhood development centre types.
