The research used the method of approach philosophical; stages of research, the study of literature; and data analysis, descriptive philosophical.The study results could be stated that fairness and prosperousness were terms that could not be separated, even though both of them were the object of study of science that it was different. Fairness or justice was the study of law and one of the objectives of the law while the prosperousness focused on meeting basic human needs. It was one of economic studies. Fair and prosperous were related to the time, place and the philosophy was adopted by a group of people who called himself as a country. Thus the implementation of both institutions in national development must be understood in the context and could not be separated from the culture, ideology, philosophy of life and philosophy of the nation that was followed. The essence of prosperousness based on Pancasila was social justice and social prosperity through national development in all fields for all the people of Indonesia proportionally and equally and it was inspired by the values of Pancasila unanimously and intactly.ABSTRAKKajian ini membahas hakikat adil dan makmur sebagai landasan hidup bangsa Indonesia menuju masyarakat yang sejahtera, sehingga pendekatannya lebih bersifat filosofis tetapi kemudian diwujudkan dalam tatanan praktis (operasional) melalui pembangunan nasional.Metode penelitian yang digunakan yaitu metode pendekatan filosofis ; tahap penelitian, studi kepustakaan; dan analisis data, deskriptif filosofis.Hasil kajian yang dapat dikemukakan adalah bahwa adil dan makmur adalah istilah yang tidak dapat dipisahkan, meskipun kedua hal tersebut merupakan obyek kajian dari ilmu yang berbeda. Keadilan atau adil adalah kajian hukum dan merupakan salah satu tujuan dari hukum, sedangkan makmur lebih menitikberatkan pada pemenuhan kebutuhan pokok manusia, sehingga merupakan kajian ekonomi. Adil dan makmur bersifat relatif, bergantung pada waktu, tempat serta falsafah yang dianut oleh sekelompok masyarakat yang kemudian menamakan dirinya sebagai negara. Dengan demikian penerapan kedua pranata tersebut dalam pembangunan nasional harus dipahami dalam konteks yang tidak dapat dipisahkan dari budaya, ideologi, pandangan hidup serta falsafah bangsa yang dianutnya. Hakikat adil dan makmur berdasarkan Pancasila merupakan keadilan sosial dan kemakmuran sosial melalui pembangunan nasional di segala bidang untuk seluruh rakyat Indonesia secara proporsional (sebanding) dan merata yang dijiwai oleh nilai-nilai Pancasila secara bulat dan utuh. To did this, there were four important concepts must be completed: reconceptualized the Indonesia's energy security model; explained the energy security (ES) relationship with the details of the indicator; explained the potential of ET and EE in each sector; explained the role of local government in exploiting the potential of ET and EE.As an archipelago country divided into several regions, in order to get accurate prediction, our result showed that development Indonesian energy security models needed to be developed properly with more detailed indicators of RE and EE. To pursued the goal of national energy policy, the potential of RE and EE in each province should be utilized immediately, the role of local government was very important. The concept of detailed RE and EE indicators would create a contribution for local governments in realizing national energy security.ABSTRAKTujuan dari penulisan ini adalah untuk membahas bagaimana mengembangkan konsep model keamanan energi Indonesia dengan program Energi Terbarukan (ET) dan Efisiensi Energi (EE).Untuk melakukan ini, ada empat konsep penting yang harus diselesaikan: mengkonsepkan kembali model keamanan energi Indonesia; menjelaskan hubungan kemananan energi (ES) dengan perincian indikator; menjelaskan potensi ET dan EE di masing-masing sektor; menjelaskan peran pemerintah daerah dalam memanfaatkan potensi ET dan EE.Sebagai negara kepulauan yang terbagi menjadi beberapa provinsi, analisis menunjukkan bahwa model keamanan energi Indonesia perlu dikembangkan dengan indikator ET dan EE yang lebih rinci. Untuk mengejar tujuan kebijakan energi nasional, potensi ET dan EE di setiap provinsi harus segera dimanfaatkan, maka peran pemerintah daerah sangat penting. This research was conducted in class XI semester 2 at Senior High School 4 Surakarta, Central Java in the academic year 2017/2018. The research population was all of second grade student’s in Senior High School 4 Surakarta, Central Java. Sampling was taken by simple random sampling technique. This study used one experiment group and one control group. Data collection was done through pretest, posttest, questionnaire, and observation. The research instruments in this research were test and non test instruments. The data analysis technique used multivariate analysis of variance manova test using SPSS 22.0.The result of this research showed that there was significant influence of project citizen model based on mass media on student’s critical thinking skills with significance of 0.033 ≤ 0.05. The equal 0.033 with positive signs indicated the positive direction (accordance), meaning that the better implementation of project citizen model based on mass media, the better also student’s critical thinking skills. Critical thinking skills that showed a positive direction have implications towards student's personal resilience. The critical thinking skills that students possess were essentially clear or logical thinking and actually look deeply at relevant concepts by exploring things like the fundamental problem. In the process of critical thinking, all things are considered to be contemplated, thought out, and then concluded logically and clearly. It is a high-level thinking skill that becomes student's personal resilience as a young citizen in order to analyze problem solvingABSTRAKPenelitian ini bertujuan untuk mengetahui pengaruh praktik belajar kewarganegaraan berbasis media massa terhadap keterampilan berpikir kritis dan implikasinya terhadap ketahanan pribadi siswa kelas XI di SMA Negeri 4 Surakarta, Jawa Tengah.Penelitian ini merupakan penelitian quasi experimental (eksperimen semu) dengan desain penelitian pretest-posttest. Penelitian ini dilakukan pada kelas XI semester 2 di SMA Negeri 4 Surakarta, Jawa Tengah tahun ajaran 2017/2018. Populasi penelitian yaitu siswa kelas XI di SMA N 4 Surakarta, Jawa Tengah. Teknik pemilihan sampel yaitu teknik simple random sampling. Penelitian ini dilakukan pada satu kelompok eksperimen dan satu kelompok kontrol. Data dikumpulkan dengan cara pretest, posttest, kuesioner, dan observasi. Instrumen penelitian yang digunakan dalam penelitian ini adalah instrumen tes dan non tes.
