This article aims to compare various Indonesia’s FP policies, implemented by the National Population and Family Planning Board (NPFPB), in each era of governance, and their respective Total Fertility Rate (TFR) and Population Growth Rate (PGR) achievements. We reviewed FP programs from Soekarno’s presidency until Joko Widodo’s presidency (1983-2018). The centralization approached was implemented during the Soekarno’s and Soeharto’s presidency, while the decentralization has been implemented since Habibie’s and Joko Widodo’s presidency. The centralization approach in Soeharto’s presidency had succeeded in lowering the TFR and become success story of the FP program. In contrast, the decentralization approach has not reached its target since it has impacted the organizational structure and family planning programs and their achievements through every new presidency. The government, particularly at the local level, plays a vital role in reducing such risk. Therefore, strengthening the capacity of local governments is needed to reach the goal. This necessity is clearly stated in the Sendai Framework for Disaster Risk Reduction (SFDDR) 2015-2030. The capacity of local government in disaster risk management is essential in preventing and minimizing the number of victims. Floods and forest and land fire haze are the most common disasters in Jambi Province. Understanding the local government capacity is imperative in the context of disaster risk reduction as such. This paper aims to explain the current capacity of the Jambi local government in managing flood and forest and land fire haze. Data were collected qualitatively from government officials through focus group discussions (FGDs) and interviews. The findings showed that the capacity of Jambi’s local government needs to be improved, and there are issues to be solved. Jambi Province policy capacity tended to focus on forest fires and lacked attention on flood-related policies. Hence, this study aims to explain the factors that influence collaboration in HIV/AIDS prevention and control in Subang Regency. This study uses a latent construct of collaboration reflected by five dimensions: governance, administration, organizational authority, mutuality, and norms. This study uses quantitative methods and data collection techniques through distributing questionnaires to 72 respondents involved in HIV/AIDS prevention and prevention in Subang Regency. The selection of respondents represents government and non-government organizations based on quota sampling. Data were analyzed by Partial Least Square-Structural Equation Modeling (PLS-SEM) in the second order confirmatory factor analysis to explain the collaboration measurement model as a latent construct. The results showed that all dimensions of the collaboration construct were valid and reliable. All dimensions can be said to significantly explain the collaborative construct of HIV/AIDS prevention and care.
