While various ideas are presented and implemented as policies in solving civil affairs, there are many cases that are not policies that people can sympathize with. Therefore, it is necessary to analyze the complaints accurately and to present correct solutions to the analyzed civil complaint data. Research design, data, and methodology - We analyzed the complaints data for the last three years and found out how to solve the problems of Yongin City and alleviate the burdens of civil servants. To do this, the Hadoop platform and Design Thinking process were reviewed, and proposed a new process to fuse it. The big data analysis stage focuses on civil complaints - Civil data extraction - Civil data analysis - Categorization of the year by keywords analyzing them and the needs of citizens were identified. In the forecast analysis for deriving insights, - The case of innovation case study - Idea derivation - Idea evaluation - Prototyping - Case analysis stage used. Results - Through this, a creative idea of providing free transportation cards to solve the major issues of construction, apartment, installation, and vehicle problems was discovered. There is a specific problem of how to provide these services to certain areas, but there is a pressing need for a policy that can contribute as much as it can to the citizens who are suffering from various problems at this moment. Conclusions - In the past, there were many cases in which free traffic cards were issued mainly to the elderly or disabled. In other countries, foreign residents of other area visit the areas for accommodation, and may give out free transportation cards as well. In this case, the local government will be able to set up a framework to present with a win-win scenario in various ways. However, very little research takes it as an important issue in the medical tourism service decision process. This study focuses on regional culture to identify customers’ preference for medical tourism in the international environment. It is proposed that regional culture may work as an critical moderator in the international medical tourism destination choice process. Especially, the destination attributes may vary according to regional culture. Research design, data, and methodology - By the questionnaire survey, the sample is collected from 2,041 potential Chinese residents in different regions of China. Regression analysis is constructed to test the effect of regional culture on Chinese customers’ destination preference. Results - Results imply that regional culture plays a critical moderating role in the destination choice process. Results also indicate that destination attributes including medicine and travel characteristics are the important predictors of destination preference. Conclusions - This study provides the fundamental base to use regional culture as a descriptive variable for segmentation when establishing an effective marketing strategy. Past research has consistently shown that intrinsic motivation is positively related to creativity. Yet conflicting results have been reported about the relationship between extrinsic motivation and creativity. To explore the reason why extrinsic motivation can either help or hurt creativity, we examined the role of contingent rewards as a moderator and tested whether either tangible or intangible rewards contingent upon creative performance significantly impact the relationship between extrinsic motivation and creativity. Research design, data, and methodology – Survey data was collected from employees working for diverse organizations in Korea through online research firm. Only employees who reported their job or organization provided opportunities to use their creativity were allowed to continue the survey. Out of 305 initial responses collected, those with too much missing data were deleted, which finally left 278 responses for statistical analyses. To examine the validity of the measurements, confirmatory factor analysis was first conducted. Next, to test the hypothesized relationships, multiple hierarchical regression analyses were conducted. Results – As hypothesized, both intrinsic and extrinsic motivation had positive effects on creativity. It was shown that contingent rewards did not influence the positive relationship between intrinsic motivation and creativity, but did significantly moderate the relationship between extrinsic motivation and creativity in a way that tangible rewards strengthened the relationship while intangible rewards mitigated the same relationship. Conclusions – This research enhances our understanding on the relationship between motivation type, rewards, and creativity. Intrinsically motivated employees showed a high level of creativity regardless of whether rewards were expected or not. In contrast, extrinsically motivated employees showed more or less creative behavior depending on whether they were expected to have tangible or intangible rewards. As extrinsic motivation is typically associated with tangible rewards such as pay, promotion, etc., tangible rewards were seen to be more effective in promoting creative performance from extrinsically motivated employees than intangible rewards. Our findings make a significant theoretical contribution to reconcile prior inconsistent findings.
