From the east the main role was played by the British, from the west by the Russians. The tsarist government and the Siberian authorities sent several research expeditions to the Bering Strait area, where the southern border of the Arctic lies. The First Kamchatka Expedition of Vitus Bering, which in 1728 passed through the strait between Asia and America, was the most famous. The British showed interest in this region much later. The first explorer to do so was the eminent British seafarer James Cook who passed through Bering Strait in 1778, causing considerable alarm in St. Petersburg, which feared British penetration into the “backyard” of the Russian Empire. However, after the Cook expedition the British did not appear in the Arctic waters of Alaska for several decades for various economic and political reasons. Anglo-Russian rivalry only resumed in the American Arctic in the 1820s, when several exploratory maritime expeditions were sent to the Bering and Chukchi Sea areas. These were replaced after the second half of the 1830s by land expeditions that were sent to the Arctic territories of Alaska by competing fur-trading companies: the Russian-American Company (RAC), which operated in Alaska from 1799, and the British Hudson’s Bay Company (HBC) from neighbouring Canada. O’Brien’s decision to open a new business following the gold rush reflected his hope that Dawson would continue to develop and modernize, and O’Brien intended to be part of this growth. The Klondike Brewery operated from 1904 to 1919 and was the first brewery in northern Canada. Local newspapers—the Yukon Sun and the Dawson Daily News—frequently reported on the progress and activities of the brewery during its construction and operation, and O’Brien took advantage of the media to advertise his products. He used both his brewery and its promotion to highlight not only what was special about his products, but also what he believed Dawson’s future could be. These ads emphasized the beer’s homegrown origins, they celebrated Klondike beer using Klondike cultural imagery, and they emphasized the brewery’s modern nature. O’Brien not only sold beer, but he sold an idea to those who remained after the rush. This article examines the extent to which Nuuk, the capital of Greenland, is in accord with the “law.” Site and situation factors are presented to illustrate how Nuuk came to be Greenland’s dominant population and economic centre. The degree to which the city represents national feeling was assessed through an interpretation of the cultural landscape, literature review, and interviews with current and former residents of Greenland. Clearly Nuuk is disproportionately large and possesses much of the country’s economic capacity; however, there is some reservation at the present time as to whether or not it truly is representative of national feeling. It lacked bureaucracy to provide direction for the institution or a stable budget. The council had weak institutional capacity. In 2011, the council announced the creation of a permanent secretariat. In 2014, it announced the creation of a “project support instrument,” which is similar to a budget. Why did states support increasing the institutional capacity of the Arctic Council? The Arctic Council’s institutional capacity is growing because all states perceive that this is in their interest as it helps the institution carry out its expanded mandate; however, states have increased capacity in such a way as to ensure the council will not become overly powerful. In addition, effective negotiation tactics by the Nordic governments made the expansion of the council’s institutional capacity more likely. Most current literature explains that the council has weak institutional capacity and its expansion has been a natural evolution. This work contributes that the council’s expansion has been a political process, resulting from tactful political manoeuvre and negotiation. The method utilized is historical process tracing, drawing on council documents and interviews with key council decision-makers. The crash dispersed radioactive debris in a wide trajectory across northern Canada, with multiple communities falling within the debris field.The lengthy clean-up that followed was shaped by government understandings of the northern environment as mediated through authoritative science and technology. This authority was to be challenged from the very beginning of Operation Morning Light. Constant technological failures under northern environmental conditions only increased the uncertainty already inherent in determining radioactive risk. Communication of this risk to concerned northerners was further complicated by language barriers in the predominantly Indigenous communities affected. Steenhof","doi":"10.22584/NR48.2018.002","DOIUrl":"https://doi.org/10.22584/NR48.2018.002","url":null,"abstract":"The Northern Review 48 (2018): 33–50The objective of this research and article is to investigate potential opportunities for standards to contribute to increased health, safety, resiliency, and environmental protection in Canada’s North.  Specifically, we focus attention on four key topic areas where there are both unique considerations in Canada’s North relative to the potential role for standards and also a number of identified challenges: the provision of clean and accessible water, the provision of adequate emergency response, having safe and resilient buildings to live and work in, and environmental protection and management. Fourteen different opportunities for standards have been identified across these topic areas.
