In Indonesia, despite the policy push for digitization, AI implementation faces unique challenges influenced by the dynamics of institutional pressures. This study aims to uncover the influence of coercive, mimetic, and normative pressures on AI adoption in Jabar Digital Services (JDS) and identify barriers and opportunities that arise in the local context. Using a qualitative approach with a case study design, data were obtained through semi-structured interviews, focus group discussions, and analysis of official documents. Thematic analysis was conducted to identify key patterns that reflect institutional dynamics in AI implementation. The findings of this study reveal that the adoption of artificial intelligence (AI) in Jabar Digital Services (JDS) is driven by a complex synergy between three types of institutional pressures. Coercive pressure, reflected through political pressures and leadership role, is considered to strongly encourage AI adoption. On the other hand, mimetic pressure encourages JDS to adopt best practices from developed countries from the perspective of frameworks, case studies, and international AI maturity models. Meanwhile, normative pressure arising from the expectations of the five pillars of pentahelix stakeholders including academia, private sector, government, community, and media increases the urgency of AI adoption. The synergy between coercive, mimetic, and normative pressures not only drives digital transformation and contextual approaches in JDS. This research extends the understanding of institutional isomorphism theory in developing countries and provides strategic recommendations for policymakers to integrate global practices with contextual customization to achieve effective digital transformation.","PeriodicalId":30822,"journal":{"name":"Jurnal Studi Pemerintahan","volume":"1 1","pages":"192-225"},"PeriodicalIF":0.0,"publicationDate":"2025-06-30","publicationTypes":"Journal Article","fieldsOfStudy":null,"isOpenAccess":false,"openAccessPdf":"https://jsp.umy.ac.id/index.php/jsp/article/download/407/282","citationCount":null,"resultStr":null,"platform":"Semanticscholar","paperid":"147897116","PeriodicalName":null,"FirstCategoryId":null,"ListUrlMain":null,"RegionNum":0,"RegionCategory":"","ArticlePicture":[],"TitleCN":null,"AbstractTextCN":null,"PMCID":"OA","EPubDate":null,"PubModel":null,"JCR":null,"JCRName":null,"Score":null,"Total":0}

The main focus of this study is to understand the views, experiences, and interactions of online motorcycle taxi drivers who play an essential role in the urban transportation ecosystem. Using a qualitative approach and the Computer-Assisted Qualitative Data Analysis (CAQDAS) method, this study digs deeper into the discussion on social media about transportation electrification. It describes drivers' challenges, desires, and attitudes regarding green innovation. CAQDAS was chosen because of its ability to manage and analyse large volumes of qualitative data, allowing for the systematic identification of themes and patterns of discourse. The results show that adopting green innovation in the transportation sector, especially online motorcycle taxi electrification is influenced by external pressures such as consumer awareness and government policies, as well as collaboration between technology companies and drivers. Sentiment analysis shows the dominance of positive sentiment from optimistic drivers about cost savings and sustainability, although there are still practical barriers, such as initial costs and limited infrastructure. These findings emphasise the importance of proactive policies in supporting the transition to sustainable and environmentally friendly electric vehicles, considering the needs of drivers, companies, and the public sector. This research contributes to the understanding of factors influencing the adoption of electric transportation among online motorcycle taxi drivers and the economic and environmental implications of the transition.","PeriodicalId":30822,"journal":{"name":"Jurnal Studi Pemerintahan","volume":"1 1","pages":"1-35"},"PeriodicalIF":0.0,"publicationDate":"2025-02-08","publicationTypes":"Journal Article","fieldsOfStudy":null,"isOpenAccess":false,"openAccessPdf":"https://jsp.umy.ac.id/index.php/jsp/article/download/393/275","citationCount":null,"resultStr":null,"platform":"Semanticscholar","paperid":"147882010","PeriodicalName":null,"FirstCategoryId":null,"ListUrlMain":null,"RegionNum":0,"RegionCategory":"","ArticlePicture":[],"TitleCN":null,"AbstractTextCN":null,"PMCID":"OA","EPubDate":null,"PubModel":null,"JCR":null,"JCRName":null,"Score":null,"Total":0}

This research uses a quantitative approach with the survey as a data collection method and the structural equation model as the analysis method via Smart PLS software to measure the relationship between human, information, and organizational capital with organizational performance, from the perspective of learning and growth. This study concluded that human capital (HC) and Informational Capital (IC) simultaneously have a strong relationship to organizational performance (OP) with Organizational Capital (OC) as a mediating variable. Directly, HC and OC have a significant relationship with OP. While IC has a weak relationship with OP. These results conclude that without HC and OC, IC is a variable that functions to encourage and utilize HR work to form OC and OP. These findings strengthen the theory about the importance of human resource management in the education sector through aspects of meeting the needs of knowledge development, and skill competencies that keep up with developments. This finding also strengthens the theory that claim that learning and growth factors influence organizational performance along the internal process, financial, and customer per- spectives.","PeriodicalId":30822,"journal":{"name":"Jurnal Studi Pemerintahan","volume":"47 1","pages":""},"PeriodicalIF":0.0,"publicationDate":"2023-08-17","publicationTypes":"Journal Article","fieldsOfStudy":null,"isOpenAccess":false,"openAccessPdf":"","citationCount":null,"resultStr":null,"platform":"Semanticscholar","paperid":"77579506","PeriodicalName":null,"FirstCategoryId":null,"ListUrlMain":null,"RegionNum":0,"RegionCategory":"","ArticlePicture":[],"TitleCN":null,"AbstractTextCN":null,"PMCID":"","EPubDate":null,"PubModel":null,"JCR":null,"JCRName":null,"Score":null,"Total":0}

Therefore, the purpose of this paper is to use a scoping review and bibliometric analysis to examine all publications on smart transportation policy, particularly on the Asian Continent and the European Continent. A total of 823 smart transporta- tion policy articles indexed in the Scopus database were analyzed through scoping reviews and bibliometric analysis. Articles are analyzed based on the number of publications per year, contributing countries, field of study, authors, documents cited, related issues, and papers cited. Next, Citespace is used to provide a visual analysis of keyword co-occurrence. The results of this study indicate that publications related to the Smart Transportation Policy continue to increase every year. The continent that has the highest number of publications is dominated by the Asian continent, namely China with a total of 201, followed by the European continent, namely Italy with a total of 81. Although the area of analysis is only on the Asian continent and the European continent, the United States and several countries in the Americas have seriously contributed to the topic.","PeriodicalId":30822,"journal":{"name":"Jurnal Studi Pemerintahan","volume":"1 1","pages":""},"PeriodicalIF":0.0,"publicationDate":"2023-08-17","publicationTypes":"Journal Article","fieldsOfStudy":null,"isOpenAccess":false,"openAccessPdf":"","citationCount":null,"resultStr":null,"platform":"Semanticscholar","paperid":"91256668","PeriodicalName":null,"FirstCategoryId":null,"ListUrlMain":null,"RegionNum":0,"RegionCategory":"","ArticlePicture":[],"TitleCN":null,"AbstractTextCN":null,"PMCID":"","EPubDate":null,"PubModel":null,"JCR":null,"JCRName":null,"Score":null,"Total":0}
