Do tego celu utworzono indeks stabilności, który ukazuje trwałość pozycji miasta w ujęciu globalnej hierarchii ekonomicznej miast w odniesieniu do ich zrównoważonego rozwoju sektorowego ośrodka. Założeniem konstrukcji wskaźnika było przekonanie, że ośrodki, które mają wąską specjalizację sektorową, mimo ich często wysokiej pozycji gospodarczej, są bardziej wrażliwe na zmiany koniunktury światowej niż te miasta, w których strategiczne podmioty gospodarcze reprezentują różne sektory gospodarki. W niemal połowie analizowanych miast najbardziej rozwiniętymi sektorami były finanse (financials) oraz surowcowy (materials). Najbardziej zróżnicowanym kontynentem była Azja, gdzie nie ma wyraźnej dominacji sektorowej, natomiast stwierdzono taką w Europie i Ameryce Północnej. However, urbanistic policies of cities do not pay enough attention to maintaining or creating appropriate living conditions for the inhabitants of city centres, while still protecting and taking into account the aesthetic and design-related assets. A chaotic management of historic city centres and the lack of appropriate spatial regulations lead to frequent conflicts and eventual withdrawal of inhabitants from the area. It is closely connected with numerous documents underlying the implementation of the sustainable policy in the sphere of local development. The article presents an analysis of relevant planning documents at the national level, especially, at the level of the Podlaskie, Świętokrzyskie and Opolskie Voivodeships (provinces). Based on the analysis of spatial functioning in the range of small cities (towns) located in two provinces in the so-called Poland B (Eastern Poland) and one province in the so-called Poland A, the initial recognition of the impact of small urban centres on theregional development was made at different levels. The current economic system rooted in the premises of the innovative development of regions requires conducting detailed studies in the field of investigating its internal structure and external dependencies. As a complex, dynamic mechanism, generating an increase in the quality of life corresponding to the human resources, it also requires an appropriate management remaining in harmony with modern, strategic and spatial economy. It has been responsible for a series of bottom-up projects, implementation of the Integrated Territorial Investments mechanism, as well as lobbying towards establishing a metropolitan union in Pomeranian Voivodship. {"title":"Potencjał innowacyjny miast w Polsce","authors":"M. Turała","doi":"10.25167/sm.995","DOIUrl":"https://doi.org/10.25167/sm.995","url":null,"abstract":"The article aims to put forward a method for measuring the innovation potential of cities as one of main drivers – alongside education and culture – of their development potential (Orankiewicz &Turała, 2019). The discussion which is carried out in the paper starts with the concept of territorial capital put forward by Camagni and Capello [2013] and refers to other approaches to measuring the innovation potential of cities (Marszał 2012; Siłka 2018). \u0000The main assumptions behind the method of measurement are briefly described in the second part of the article – the proposed measurement of innovation potential reflects four factors: (1) the capacity to generate knowledge and innovative solutions; (2) the capacity to disseminate research results; (3) the capacity to bridge the gap between academia and economic activity or, in other words, the capacity to commercialise research outcomes and (4) the robustness of economic activity in the most innovative sectors. \u0000Data on the above factors of innovation potential was collected for all urban communes in Poland (306 cities) for the period between 2013 and 2016. A set of rankings of Polish cities based on their innovation potential between 2013 and 2016 is then presented – the third part of the article discusses the differentiation of innovation potentials of cities by region as well as in different classes in terms of city size.
