{"title":"The level of Applying Total Quality Standards in Graduate Studies at Palestinian Universities, Gaza","authors":"Hamed Alqedra","doi":"10.20428/AJQAHE.10.3.3","DOIUrl":"https://doi.org/10.20428/AJQAHE.10.3.3","url":null,"abstract":" The study aimed to identify the level of applying total quality standards in the graduate studies at the Palestinian universities from the students' perspective. The researcher used the descriptive analytical method to achieve the objectives. A questionnaire, consisting of (33) items divided into (3) themes, was developed and distributed to the sample of the study which was (129) male and female students, approximately constituting (15%) of the study population (860 members). To collect the data, the questionnaire was distributed to the sample, data was analyzed and the following results were obtained. The overall degree of applying the total quality standards in higher studies from the perspective of students was on average with a proportional weight of (62.83%). The theme related to the teaching staff scored the first rank while the theme related to the university administration scored the last rank. In addition, there were no statistically significant differences between the means of the study sample members regarding the degree of applying total quality standards in the graduate studies at the universities that were attributed to the variables of gender, university, and the academic level. Finally, the study proposed major recommendations the first of which was that more efforts should be exerted in order to improve the application of total quality standards in the postgraduate studies at Palestinian universities, and to continuously develop human resources as well. The second recommendation was that there should be a revision of future visions of Palestinian universities according to the total quality management standards, with wide participation of the university staff to ensure compliance with the total quality standards. The last major recommendation suggested by the study was to consider the university inputs to ensure that the outputs are in line with the quality standards. The study used a descriptive analytical method. To achieve the aims of the study the researchers developed an instrument to measure the academic performance of the faculty members. The tool consisted of (35) items distributed over four themes. The sample of this study consisted of (150) male and female students who were selected by the stratified random sampling method. The data was then analyzed using mean, standard deviation, T-test and analysis of variance (ANOVA). Results showed that the academic performance of the faculty member was high. There was a statistically significant relationship which was positive in academic performance between students of the two universities. The results also did not indicate any statistically significant differences among the students due to the variables gender, academic level and age. The study was conducted during the second semester of the academic year 1432-1433H and the first semester of the year 1433-1434H. To achieve this purpose, a questionnaire was developed to collect the data from (379) faculty members. Based on using some descriptive and inferential statistics, the results of the paper showed that there was a positive general attitude toward the vision and mission of the college, quality of study programs, college management and quality assurance activities applied by the Vice-Deanship of Development and Quality. The sample of the study was 1873 male Saudi PhD holders. A survey was developed to collect necessary information to achieve the objective of the study. The survey consisted of two parts. Part I: items about general information about the respondents. Part II: items about their responses regarding areas of the study. An interview form was also developed for interviewing five university leaders from some Saudi universities in order to extrapolate their opinions regarding university education in Saudi universities and the areas of development. The researcher used analytical descriptive methodology. The study results showed that revealed the most important areas for developing university education are the following: developing a common database of published scientific researches; supporting outstanding and talented students; developing academic programs; increasing the use of staff members’ experience in community service; conducting on-going evaluation of programs; and applying standards of academic accreditation. Results of study showed significant statistical differences due to variable effect of university name for Umm Al-Qura University. The study followed a descriptive methodology based on a survey that was developed specifically for the purpose of this study. The survey consisted of 40 items covering 5 themes, and was distributed to a sample of 104 male and female participants representing science and humanities faculties. The data were analyzed, using the two-way ANOVA, the standard deviation and means. In addition, students’ opinions and obstacles to effective participation of graduate students were categorized. The results showed significant differences between students’ assessment of the status of scientific research in science and humanities faculties, which was (3.2) for students in humanities faculties and (2.8) for students in science faculties. The difference also appeared in all the five domains of the scientific research, while there was no presence of gender effect, neither was there effect for the interaction between the variables (gender and the faculty). To achieve this objective, the study used a descriptive method, and a questionnaire as a tool for the field study. In order to determine the mechanisms for achieving competitive advantage in scientific research at the institutions of higher education in the Kingdom of Bahrain, the tool was administered to a sample of (137) faculty members from some higher education institutions (public and private) in the Kingdom of Bahrain. The field study revealed a number of results, inter alia, the study sample agreed with all the proposed mechanisms to achieve competitive advantage in scientific research at institutions of higher education in the Kingdom of Bahrain at a high degree. Their agreement to the themes was in this order: academic support for scientific research, financial support for scientific research, community support for scientific research, and information technology support for scientific research. It also aimed to identify the extent of the application of TQM at colleges as seen by the faculty members. The focus was on these areas: course descriptions, rules and regulations, educational technology, and the library. Furthermore, this paper aimed to investigate the impact of the application of the concept of strategic planning on TQM in the colleges of Sirte University.The study population consisted of all faculty members, and a sample was randomly selected. 75 questionnaires were distributed and (58) questionnaires were returned. the Statistical Package for Social Sciences ( SPSS) was used for analyzing the collected data. Statistical procedures included frequencies, means, standard deviations, and coefficient alpha Cronbach to verify the reliability of study instruments, as well as the test of simple regression analysis to examine the impact, and the (t) test (t) per sample to measure the impact of this application on the overall quality areas. Through data analysis, the following findings were revealed.Colleges of Sirte University applied the concept of strategic planning and requirements of TQM under investigation including course descriptions, rules and regulations, educational media and information technology and faculty members, where the result of applying these requirements was positive.The study showed no significant differences in the faculty members’ perspective of the level of applying TQM that can be attributed to to the academic degree.The study also showed that there was an impact of the presence of a significant effect of the concept of strategic planning (independent variable) on the application of the educational technology (the dependent variable). To achieve this goal, the researcher developed a questionnaire as a tool for the study which included (27) and were divided into three major themes. The sample of the study consisted of (240) male and female students in the academic year, who were chosen by the stratified random method. The results of the study showed that the degree of the students’ perceptions of the effectiveness of using information technology media and communications at university and the difficulties they face was moderate where the total average of the items was (70.17%) which is at a very moderate level. Also, no statistically significant differences were found that could be due to gender, specialization and experience student. However, statistically significant differences at (a=0.05) in the difficulties they face were found which could be attributed to level of education in favor of the first level students. It also aimed to survey successful global models of community colleges in developed countries and to develop a proposal that can help community colleges in the Republic of Yemen to align their outcomes with the labor market. The study used descriptive method, and was conducted at five community colleges (Sanaa – Aden –Seiyun - Abs - Yarim). The study used a questionnaire as a tool to collect data from a sample of 858 participants (leaders of community colleges, faculty members, graduates and employers). The study revealed the following results:With regard to the present situation of community colleges in the Republic of Yemen and the alignment of their outcomes with the requirements of the labor market, it was found that there is a weak partnership between the community colleges and institutions of the labor market in the areas of training students and faculty members, and developing curricula. The study sample consisted of all teaching staff members in the colleges of education in Saudi universities, which were (731). The study used survey analytical developmental method, represented by the construction of the questionnaire so as to design the proposed strategy of all stages. Statistical means, standard deviations, as well as the equation Cronbach alpha coefficient to find out the internal consistency were used.The results showed that the teaching staff’s estimations of the manifestations of change in the Saudi community were moderate (3.66), whereas their estimations of the challenges facing Saudi universities were high (3.72). In light of these findings, the study proposed a strategy for the Saudi universities to address the educational changes and challenges. The mission of the strategy is centered around supporting members of the knowledge community and developing their leadership skills so as to be able to face educational changes. The vision of the strategy is to make universities the milestones for promising future.
