It determines whether high-quality scientific papers are accepted for publication, while low-quality papers are rejected or sent to be improved to the required level. This in turn affects the status of academic journals and the level of scientific papers in general. A large number of researchers deals with issues of improving and speeding up of the reviewer assignment procedure, frequently using intellectual methods. However, insufficient attention is given to comprehensive reviewer assessment in their assignment to papers. A method of reviewer assignment decision support in an academic journal based on a joint use of multicriteria assessment and text mining is proposed in the paper. Calculation of an integral indicator with the use of additive folding of weighted reviewer’s indicators is at the core of the method. Text mining of manuscripts and reviewer’s papers is utilized to determine value of one of significant indicators. The proposed method allows to assess reviewers not only by authority and expertise, but also allows to take into account their work in the role of a reviewer, deciding how good they are in this role, with the use of previously collected statistical information refers to the carried out reviewing. It has been experimentally shown that when Gaussian light beams pass through a system of two gyroanisotropic crystals with opposite values of the gyration coefficient, singular beams with a helical intensity distribution are formed. A significant drawback of the vast majority of existing works on neural video codecs is the emphasis on the process of optimizing the creation of a latent representation through the study of various network structures, using well-studied models for image compression as an entropy model The model under study makes it possible to effectively evaluate both the spatial and temporal characteristics of compressed video data, which makes it possible to achieve a greater reduction in video redundancy. In addition, the universality of the entropy model also allows you to set the quantization step over the spatial channel. This content-adapted quantization mechanism, similar to rate control in standard codecs, not only helps achieve smooth compression ratio adjustment, but also improves final performance by dynamically distributing quantization intervals. The transition to a new level in the speed of visualization of the samples’ contents taken and the accuracy of diagnostics is possible because of the use of lanthanide staining in combination with scanning electron microscopy to retrieve a series of high-resolution images with subsequent automatic labelling and classification of microbiological objects. This paper presents the results of using the YOLOv5 neural network model to detect 15 different most common opportunistic classes of bacteria in 380 images. We use the convolutional filters to interpolate less sparse video frame meshes based on sparser video frame meshes. We consider superresolution neural networks and decision trees as machine learning algorithms at the interpolation stage. Decision trees adaptively select an interpolating function from a predefined set of convolutional filters with parameterized orthogonal weights. The use of adaptive functions can significantly improve the accuracy of interpolation. Optimization of machine learning algorithms makes it possible to use the adaptability of interpolators in the most efficient way. We use orthogonalization and parametrization of convolution filter weights to increase the efficiency of the machine learning interpolation algorithm, which in turn leads to an increase in the efficiency of the image and video compression method in general. The excitation of pre-breakdown electroluminescence in the pores occurs by the flight of charge carriers through the system silicon nanocrystal - erbium cluster - oxide layer. A numerical calculation of the electric field distribution in the porous medium and the current transfer along the chain of silicon nanocrystals has been carried out.
