In this paper, firstly, we analyzed the operating characteristics of SFCLT introduced into a model power system with 3-phase, 500 kV/275 kV, 625 MVA and optimized the main parameters by EMTP simulation. Secondly, we designed and fabricated an experimental scale-down model of SFCLT with 3-phase, 275/105 V, 6.25 kVA, using NbTi superconducting wire, on the basis of simulations. Thirdly, we discussed the experimental results of the model SFCLT introduced into a transient network analyzer. The DSP has good features of low price and high data processing capacity that is 20 MIPS (Million Instructions Per Second), which are fully used by the FTU to improve its performance. Some algorithms are adopted in software to realize AC synchronized sampling which greatly simplify the hardware design and enhance the measuring accuracy. This type FTU puts together such functions as protection, control, measure, communication, display, etc. Further more, it supports multiprotocols and can constitute a fully integrated distribution system with various on-pole switches. The base system is symmetric that consists of two identical areas connected through a relatively weak tie line. The SVC is chosen to be installed at the midpoint of tie line. The locally available line active power will be used as input signal for the stabilizer. The supplementary signal is calculated using fuzzy membership function in order to determine the quantity of reactive power supplied/absorbed by SVC. The system oscillation is started by a 3-phase-to-ground short circuit occurring at 0.2s of the simulation and subsequently clears after 100ms. Simulation with the sample power system proves that fuzzy logic based SVC stabilizer give a good damping in inter-area mode oscillation for the system when subjected to a disturbance. {"title":"Experience gained from electric power liberalization","authors":"N. Japan is just starting to liberalize the electric power system. The customers in the UK saved #700 million in one year under electric power liberalization. Other countries such as Australia, Sweden, Norway, and Finland have benefitted from liberalization of electric power. In the United States, Federal Energy Regulatory Commission issued Orders Numbers 888 and 889 that started the electric power liberalization in 1996. The Orders mandated electric utilities to open the transmission system on an equal basis to all who utilize it (OASIS). The suppliers can sell electricity directly to the consumers using electric utility transmission lines. The service of maintaining real time balance between generation and load is performed by load following that is one of the six specified Ancillary Services under FERC Order No 888. Without Load Following Service, another service, in particular Regulation, does this function. Regulation is one of the other Ancillary Services that the transmission providers must provide. During the past decade, the demand for electricity in the USA has increased by 35 percent, whereas, the generation has increased only 18 percent. With electric power liberalization and shortage of transmission lines, open transmission access has resulted in increased electric power transfers that operate closer to the stability limits. Electric power liberalization has been implemented in other parts of the world mostly with success. The World Bank and the International Monetary Fund ask countries receiving their loans to liberalize their state owned power companies as a condition of financial aid. The approach utilizes a test methodology based on the use of transients. Application features of protective relays, such as the response time and trip selectivity, may be extremely important when investigating relay misoperations or when purchasing new relays. These features are not readily known or made available in the relay manuals. The paper provides examples of how the test methodology may be applied and what kind or results may be obtained. It also discusses the requirements for the test tools to be used. A discussion of the test tools features that may be needed as well as the ways the tools may be applied to perform testing is presented as well. Because there is no need for any further construction of communication lines, given that home appliances, information devices and other various kinds of control devices therein related are easily digitalized. Moreover, automatic meter reading (AMR) is very attractive to utility companies because not only does it reduce the cost of reading meters, but controls and monitors energy demand, and resolves consumer problems effectively. Furthermore, utilities could expand such areas into the value added service sector using the constructed networks. Because the PLC modem under development needs to be tested further, and the outdoor modem especially, the Korea Electric Power Research Institute has been focusing its energy on implementing the AMR system in the context of experimenting and investigating actual performance of various types of modems under real power distribution system.
