The results presented are of qualitative data analysis from previous and current literature. The paper provides a detailed overview of nomenclaturizing rural development as a critical result of improvements in education, health, agriculture, small and medium enterprises (SMEs) as part of rural industrialization in rural Zimbabwe. Improving health by investing in increased awareness and access to information sharing among communities, policy development, program planning and service delivery fosters rural development. As the world belatedly turns its attention to the pressing issues of environmental degradation and climate change, the concept of sustainability takes its rightful place at centre stage in discussions about agriculture and rural development. This is because, locally elected representatives know their small constituency better and are in advantageous position to provide better services according to their electorate’s preferences. It is easier for the electorates to hold elected bodies accountable for their performance (Higgins 1992:3). In the present study, development refers to the progress achieved in decentralized governance per se and its effective, equitable and sustainable delivery of services to the satisfaction of the people. Effectiveness is understood as the ability of decentralized governance to produce results that meet the future needs of society while making the best use of resources at their disposal. Equity is defined as the ability of decentralized governance to distribute and to deliver services fairly as well as fair justice in the society to the satisfaction of disadvantaged groups, particularly the SCs, STs, women, including minorities and people below the poverty line. Sustainability means the ability of decentralized governance to generate and to maintain the development process for a longer period. This paper focuses on the effectiveness of service delivery by the panchayats in the State of Manipur. Increasing skilled attendance at birth is a central goal of safe motherhood and child survival. The main aim of this study is to identify whether place of delivery is changing over time. And also to assess the socio-economic and demographic factors influencing women's decision for choice of place of delivery in rural areas of Allahabad district of Uttar Pradesh. This study is conducted in 20 selected villages by using purposive random sampling. For this purpose 800 women belonging to age group of 15-49 years were surveyed during July 2015-June 2016. The result of the study shows that 51.3 per cent of deliveries have been taken place at health care institutions and only 48.7 per cent of deliveries took place at home. All women who had completed higher secondary education were preferred health care institutions for their delivery (during last birth). The key factors influencing choice of place of delivery is education, age at marriage, low standard living condition. Having a distant health center, lack of transportation and financial constraints are the other main reasons for choosing a home delivery. These minerals and other resources have put Nigeria in a position of a wealthy nation. Yet Nigeria is one of the poorest nations in the world today because majority of the population (69.1%) still live in abject poverty (UN, 2011)[1]. Although several ideas, plans, programmes and strategies have been domestically generated to address the scourge; but the persistence of poverty in large scale shows ineffective in government interventionist measures. In an attempt to deal with the problem of poverty, Nigeria as a member of the United Nations signed on to the implementation of Millennium Development Goals (MDGs) which also seeks to eradicate extreme hunger and poverty by 2015. This led to the formulation of the National Economic Empowerment and Development Strategy (NEEDS). NEEDS as a policy is targeted at eradicating poverty and bringing about sustainable development which is done through the establishment of agencies like National Poverty Eradication Programme (NAPEP). However, the current progress towards the attainment of the goals is approximately at a snail ́s pace and quixotic.
