The discovery of crude oil forced the Nigerian government to shift attention away from agriculture. This neglect of agriculture negatively affected Nigeria as both agriculture and manufacturing activities were halted. Ironically, the growth created by oil revenue was not sustained and directed to the other sectors of the economy for widespread multiplier effects. As declining oil prices reveal the economic weaknesses of the country, there is pressure for Nigeria to seek an alternative means of revenue. Nigeria is now transitioning from oil to industrial cities. It is against this background that this chapter is illustrating how the economy's overdependence on oil is transitioning to a more diversified alternative by transforming cities. Matamanda","doi":"10.4018/978-1-5225-7625-9.CH005","DOIUrl":"https://doi.org/10.4018/978-1-5225-7625-9.CH005","url":null,"abstract":"The aim of this chapter is to interrogate and diagnose the concept of smart cities as it has been applied to Sub-Saharan Africa (SSA) in a bid to decrypt the opportunities and challenges characterizing its manifestation in space and actuality. The chapter is a product of the critical engagement of scholarly work that compares the best practices in the development and promotion of the smart city concept against those practices that are antithetical and retrogressive in light of this good cause. To crystallize the realities, the chapter makes use of case studies that speak to these contrasting experiences. Case studies in SSA reveal differential practices with South Africa emerging as a country doing very well relative to others in the region. Some cities, especially the small and intermediate ones, fail to break even in terms of the revenue collections. Starting from a literary review, the framework of the current situation is identified, covering aspects related to formal institutions, laws, rules, regulatory bodies, and the theory that supports the relationship between institutions and entrepreneurship.
