It is imperative for government officials to conduct themselves ethically in executing their daily duties and again it is of great importance to annotate that professional ethics in public administration is vital to ensure moral values, obligation, principles, attitudes and norms governing public functionaries. The main aim of this study was to examine ethical conduct in the Limpopo Provincial Government, Department of Agriculture and Rural Development as a case study. The proposed study was used to make suggestions on how to rebuild government ‘s integrity and also to address ethical challenges that South Africa’s public service is facing. The mixed research methodology was utilised, with unstructured interviews and structured (self-administered) questionnaires as tools to collect primary data. A combination of probability and non-probability sampling methods were employed in selecting sample elements from the population. Furthermore, both qualitative and quantitative methods of data analysis were used for the purpose of this study. Based on the study findings although Limpopo Provincial Government, Department of Agriculture and Rural Development’s officials were ethically behaving in their dealings with the public, not all the clients and community members were satisfied about their conduct. The evidence collected indicated that the citizens does not know the code of conduct for the department. {"title":"Color terms in the Uralic and Altaic languages of Siberia","authors":"N. V. Berlin and P. Kay, the basic color lexicon in various languages of the world must historically have passed through the certain universal evolutionary stages of its development in the appropriate order. The given research aims to contribute to the study of the questions related to the evolution of the color term systems characterized by the macrocolours, which depict the main parts of the spectrum of blue, green and yellow in the Uralic and Altaic languages of Siberia. The linguistic representation of such systems is featured by the expression of blue-green, or yellow-green, or blue-yellow-green parts of the spectrum by means of one term. The study shows that in the XX century a significant part of the languages of Eurasia was characterized by the existence of the blue-green color system. The situation was different for the languages geographically located in Siberia, where the Turkic and Tungus languages with the blue-green systems had an assimilating effect on the speakers of the Samoyed and Ob-Ugric languages, for which in the XVIII century the yellow-green-blue system was documented and which became blue-green for the majority of the speakers by the XX century except the Selkup language, where the yellow-green-blue macrocolour system has been preserved. This exception also applies to the East Khanty dialects, which native speakers lived in hard-to-reach places on the rivers Vah and Vasyugan and, as far as we know, had no significant contacts with native speakers of the Turkic and Tungus languages. The analysis of the data from the dictionaries and written documents shows how the languages with such systems form areals. The study of the contacts of the speakers allows to assume two possible scenarios for the development of such systems of color terms: 1) Both systems disintegrate, macrocolour term disappears, such evolution occurred in the languages of Asia Minor, currently there are no macrocolours in the Oguz, Iranian, Greek languages. 2) More stable system wins (in Siberia it was the blue-green Turkic and Tungus systems), the less stable system (Ob-Ugric, Samoyed) passes through the stage of the triple macrocolour and gradually coincides with the more stable. Currently, the Russian language has a great influence on the languages of minor people of the Russian Federation. Grace","doi":"10.33422/2nd.icmrss.2019.09.615","DOIUrl":"https://doi.org/10.33422/2nd.icmrss.2019.09.615","url":null,"abstract":"The universal agenda of ensuring access to sexual and reproductive healthcare services, including; family planning and integration of reproductive health strategies and programmes will remain a mirage in Nigeria if no proper/adequate measure is put in place by the government. Therefore, this study examined effects of selected sociocultural factors on family planning utilisation and advocates the use of mass media in facilitating its effective utilisation. The present study used data from 2013 Nigeria Health and Demographic Survey to understand salient issues about family planning in Nigeria using probit regression analysis. The results showed very low rate of family planning awareness and utilisation among sampled women. Cohabitation, marriage and religion are found to have hazard effect on family planning while increase in age; level of education; wealth index; and parity are found to slightly improve usage of family planning among the women. Therefore, the study suggests holistic measure in harnessing technological advancement of the country through mass media in tackling problem of family planning utilisation. We applied The Kids on Line interview to describe risks and opportunities in the use of Internet in children and adolescents. The changes in the Bedouin sector in the Negev Desert since the establishment of the Israeli state have had far-reaching implications for Bedouin women, including the loss of traditional sources of employment and the lack of suitable alternative employment. Like many women in traditional, patriarchal societies, Bedouin women are trained to make do with little, and to be obedient, subservient, and passive. Thus, they are marginalized, excluded from public life and the labor market. This exacerbates the economic inequality between Arabs and Jews, institutionalized, inter alia , in the “Arab enclave”, which lacks industrialization and is allocated fewer resources. by the Israeli state. In this context, a qualitative study was conducted among twenty Bedouin women living in poverty who participated in a microfinance program. The aim of the study was to examine the process that the women undergo. The results of the study shows women have succeeded, albeit slowly, in creating employment for themselves and family members. Becoming earners raises their status within the family; they are respected for increasing the family’s honor, and their opinions become important.
