It contextualizes the project through a characterization of the Portuguese political system, describes the Project’s datasets, and discusses and illustrates its main specificities. The Portuguese Agendas Project coded policy attention given between 1995 and 2015 to: oral parliamentary questions to the prime minister on the floor, oral parliamentary questions to the ministers on the floor, written parliamentary questions to the cabinet, party pledges in manifestos, prime minister’s speeches, and the media. Each of the Project’s datasets is presented in detail, reporting the data sources, the samples sizes, and the particularities underlying the Portuguese case. It first provides a summary of the extent of the emerging infrastructure that the Comparative Agendas Project (CAP) has developed. It shows the many possibilities provided by this infrastructure, as illustrated by the comparative chapters in the volume. The chapter goes to discuss the achievements in terms of data collection and comparability. Finally, the chapter explores possible future directions of research for the CAP and, beyond, the field of comparative public policy. In particular, it could positively contribute to the study of the consequence of differences in bureaucratic structures. Similarly, the inclusion of media data has opened up new possibilities that have only just started to be explored. Given its institutional configuration, politics and policy-making in Germany is typically described in terms of deliberation, moderation, and gridlock. We introduce six data series—public opinion, party platforms, policy processes, government speeches, parliamentary questions, bills and laws—that comprise agenda-setting in Germany. The data for these political activities are obtained from official sources. We delineate the processing and coding of these series. A brief application that examines the German reunification process illustrates the potential of the database. The literature about the agenda-impact of protest is briefly reviewed, there are few systematic and comparative studies. Almost all protests have as an aim to increase political attention to the underlying issue. But studies examining this agenda effect have come to mixed conclusions. The chapter then explores the CAP protest data from a comparative perspective. Gava","doi":"10.1093/oso/9780198835332.003.0031","DOIUrl":"https://doi.org/10.1093/oso/9780198835332.003.0031","url":null,"abstract":"This chapter adds to the growing literature on the Europeanization of national parliaments by looking at how and to what extent members of parliament (MPs) use parliamentary questions (PQs) on EU-related affairs. Relying on a comparison of three EU member states (France, Spain, and the Netherlands) and Switzerland, we analyze the Europeanization of parliamentary attention from a policy agenda perspective. We formulate expectations regarding variations in the degree of Europeanization across time, countries, and issues, and we test them with descriptive statistics on a rich collection of data covering three decades and including thousands of PQs. Results show that national MPs devote only little attention to EU-related issues, with no increase over time. Issue concentration of PQs is high and has not decreased over time either.
