{"title":"Climate Change and Global Health Governance in Relation to the Global South and the Global North","authors":"Vivek Nenmini Dileep","doi":"10.54103/2612-6672/19467","DOIUrl":"https://doi.org/10.54103/2612-6672/19467","url":null,"abstract":"This essay attempts to piece together the main trajectories of climate change and global health governance starting with the historical connectedness of the idea of the global. While the Global South and the Global North constitute key concepts in the approach to global governance of key issues such as climate change and health governance, this essay attempts to locate the historical course undertaken by both concepts within the context of colonialism and postcolonialism in the unequal exchanges between these geopolitical entities. The essay argues that the hegemonic relationship between the Global North and South is traceable to colonialism and its epistemic vestiges (manifest, for instance, through state laws and concerns of security) that have an adverse impact on the countries of the Global South where health and climate change governance is concerned. The essay suggests that the majority of the socioeconomic issues currently plaguing the Global South can be attributed to colonialism and imperialism, which were supported in many parts of the world in the 19th and 20th centuries, as well as to the neocolonial and commercial strategies of extractive and exploitative capitalism of the 21st century. The costs of these changes must be considered in the context of a long-standing theme of the Global North's exploitation of the environment and the people of the Global South, particularly in terms of heritage loss, loss of biodiversity, extreme weather conditions, and even health emergencies like the COVID-19 pandemic. But in the face of diligence in the production of such policies by FDRE governments, at the local level, as in the four kebele in Northern and Southern Ethiopia researched ethnographically, there is no echo of longstanding climate policy. In the name of climate change, new labels have been given to old projects to support farmers in their daily lives. This essay proposes a historical reflection of civil resistance from the end of the Cold War to the present, in relation to some crucial issues on the contemporary international scenario. Taking 1989 as the starting point, the main aim of this study is to explore the legacy of the “Long 1989” in the evolution of civil resistance. Nonetheless, States maintain a standoffish position that does not guarantee certainty in protecting women’s rights. This situation is linked to the fact that international refugee law was created to respond to the needs of a particular context, that of displaced persons of the Second World War. Its original version did not include a gender or sex perspective. In this paper, taking as a starting point the situation of Afghan women after the return of the Taliban to power last August, we will first analyze the gender-sensitive developments in international refugee law. First of all, the possibility of interpreting the elements necessary for granting refugee status in light of the gender perspective will be emphasized. Furthermore, the gaps that still exist, especially regarding the possibility of considering the so-called domestic or private violence as a form of gender-based violence justifying the granting of international protection under the 1951 Convention will be considered. In addition, the paper will propose a test that judges or competent authorities in each country should apply to consider whether the granting of international protection to women victims of gender-based violence would be justified.
