Given this wide range of roles for an indicator, it is important to recognize the characteristics and features that make them effective. \u0000 \u0000This paper identifies the characteristics and features of effective environmental performance indicators in a literature review. To test whether indicators were used effectively, content analysis was used to examine the environmental reports of water service companies in England and Wales. \u0000 \u0000The results show that the environmental performance indicators used in the water industry are legislation driven, lack sophistication and are mainly quantitative. The conclusion was that water company indicators must become more sophisticated and less focused on external reporting. They should be directed to measuring environmental impacts and be seen as tools to improve the environmental performance of their company. It is acknowledged that substantial savings in terms of energy consumption and gaseous emissions can be realized through the construction of low-energy design or ‘green’ buildings. These low-energy designs should have produced relatively low annual energy running costs. However, in England alone, it is estimated that in 1997 universities spent £200 million on fuel. The increase in the construction of low-energy design buildings has not witnessed a subsequent reduction in the energy consumption of these buildings. A detailed study of the electrical consumption of the Queen's Building at Anglia Polytechnic University was undertaken, using the Building Research Establishment's latest environmental School Tool-Kit. Surprisingly, the actual electrical consumption of the building was found to be 2.5 times greater than the amount originally forecast. Poor housekeeping measures were identified as the most likely reason for this. The education of the occupants of buildings in good housekeeping is the key to successfully reducing electricity consumption and hence, enabling the buildings to function as intended. When occupants display good housekeeping techniques, buildings will perform in an environmentally benign and efficient manner. So, green buildings need green occupants. Technology alone cannot and will not save the environment; it needs to be complemented and supplemented by a change in people's lifestyles and attitudes towards the environment. Before the programme was launched a survey was made in order to expose the different incentives and barriers as well as elucidating the experiences of enterprises already certified according to the standard (BS 7750/ISO 14000). Twelve of the most environmentally positive companies within the trade participated in the investigation. The results indicate that the enterprises in several ways benefit from the environmental management system. Besides economic gains, improvements of the working conditions were mentioned by many enterprises as a major advantage. Many enterprises also underlined that they have learnt much from the ‘systematic’ way of thinking of the management systems. The implementation of an environmental management system was a major task for many of the enterprises. Most of the firms underlined that although it was a laborious task, it was essential that they did the hard work themselves. In 1991, Meffert stressed that the greatest challenge for marketing is to progress the understanding of the divergence. Unfortunately, to date, there has been a lack of cumulative knowledge building in the field of environmentally conscious consumer behaviour, particularly about the divergence between stated environmental consciousness and actual behaviour. The following article addresses this deficiency. It identifies the key variables intervening between environmental consciousness and overt consumer behaviour. Although the statutory tools available locally for influencing aspects of business performance remain few, nonetheless changes in the articulation of local governance present new opportunities. The results of a cross-sectoral programme to improve the environmental performance of SMEs in four local authority areas in the West of England indicate that, while progress towards Local Agenda 21 is uneven, nonetheless local authorities, as long term representatives of the public interest, have a central role to play in partnership activities. However, an integrated framework of legislation and resources which can be delivered at the local level is needed if real progress is to be made towards sustainability.
