{"title":"Monumental minnepolitikk: Russlands bruk av sovjetiske og russiske krigsminnesmerker i Nord-Norge 2014–2023","authors":"Joakim Aalmen Markussen","doi":"10.23865/noros.v38.6091","DOIUrl":"https://doi.org/10.23865/noros.v38.6091","url":null,"abstract":"Abstract: Monumental Memory Politics: Russia’s Utilization of Soviet and Russian War Memorials in Northern Norway 2014–2023This article explores how changes and developments of Kremlin’s WWII memory politics has impacted the use of Soviet and Russian war memorials by Russian diplomats in Northern Norway between 2014 and 2023. It examines the growing interest of Russia’s consulate general in Kirkenes in organizing joint commemorative events with local Norwegian politicians, notably on Russia’s Victory Day on May 9th. Since 2014, memory policy has increasingly become a constituent of security policy in Russia, and challenges to the official narrative of World War II are viewed as threats to national identity and integrity. How has Russia’s utilization of Soviet and Russian WWII memorials in Northern Norway changed between 2014–2023? This article demonstrates how the Consulate General has promoted the official Russian narrative of the Soviet Victory to memorials in Northern Norway and incorporated the use Russian military-patriotic symbols like St. George ribbons during its commemorations. Mono-industrial cities, in short “monotowns”, are attractive locations for this research because of the legacy of city-building enterprises, industrial reconstruction, and crisis. Approaching experiences of people, whose voices are rarely heard in studies of (pre-war) Russia, the paper addresses two interconnected questions: How do people in monotowns describe experiences with marginality in the everyday? What does marginality mean for politics and societal development in Russia at war? The empirical analysis draws on experiences from three monotowns, Tolyatti, Nikel, and Zapolyarny. Interviews were conducted in the period 2019–2022. The analysis illustrates subjective experiences with urban transformation and includes reflections on industrial restructuring, downsizing, and precarity, as well as civic activism, entrepreneurship, and self-employment. Across these experiences, narratives of marginality and decay emerge, which complement research on political economic change in Russia with perspectives on a new social periphery. This development in monotows is situated in context of the global financial crisis 2008 and the annexation of Crimea in 2014. In conclusion, the experiences are about subjects living through the “transit” and endless “collapse” of the previous system.
