In connection with this, research and development of three phase stand-alone voltage inverters, that are used in control of alternating current systems, is relevant to a great degree. One of the main stages of developing the stand-alone voltage inverter is designing the control system. Any kind of control of the power converter ultimately comes down to controlling the open state time of power transistor in relation to period of its work. This method of control is referred to as the pulse width modulation. In this study the method of vector-based pulse width modulation is considered for the case of the frequency converters control system. The core of the vector pulse width modulation is about refusing from the simultaneous turning on/off all the switches during the switching period (if pulse width modulation is sine-based) in favor to switching between several pre-selected conditions of the inverter, each of which is corresponding to some spatial position of the vector. The analysis of the frequency converters operation, based on the vector pulse width modulation, is considered. The regularities describing electromagnetic transients in the frequency converters are discovered. The results will be further used to create accurate power system maps, electrical diagrams, models for calculating steady-state conditions and other feasibility studies. The basis of data for research is data from the Lithuanian electricity transmission system operator, the European network of Transmission System Operators, Yandex Maps satellite images, Google Maps, Google Earth and Satellites. pro, the Scopus, Web of Science, as well as other open sources. Based on the data from the listed sources, a list of power plants and substations of the Lithuanian power system operating at voltage classes of 110 kV and above, their geo-position coordinates, number and indicators of technological functioning have been determined. The power and electricity balances of the Lithuanian power system have been determined. The authors present the foundations of the increase in quality and economic efficiency of electric power on the basis of the use of an innovative patented method and device of Demand Side Management - the normalizer of AC voltage. Economic calculations show that this innovation is profitable not only in industry, but also in multi-storied residential buildings. The second chapter provides a classification of companies' technological risks based on the probability of their formation and the degree of their consequences. The third chapter describes the main stages of the utilities” life cycle. The fourth chapter describes the basic methods for analyzing and assessing various types of risks for utilities. In the fifth chapter, the authors present a comprehensive analysis and risks assessment of a grid company based on expert assessments and SWOT and STEP analysis. One of the largest grid companies in the Russian Federation was selected as an object for analysis. As a result of the risk analysis of the grid company, the most appropriate approaches to assessing the company's risks for each stage of its life cycle have been identified. In general, Georgian power system is small, but more than 75% of all electricity in Georgia is generated by hydroelectric power plants. Another feature of the power system of Georgia and its hydroelectric power plants is the fact that power plants operate in the special conditions of the Caucasus mountain at an altitude of 2500–3000 meters above sea level, which is of particular scientific interest. The study of the composition of the generating equipment of Georgian power plants and their install capacity technological indicators allows to study the unique experience and features of their technological functioning of hydraulic units in mountainous terrain. Based on the open data of the system operator of Georgia - Georgian State Electrosystem, the Association of European network of transmission system operators, data from the Ministry of Energy of Georgia and other sources, a list of power plants of the Georgian power system that provide power at voltage class 110 kV and above was compiled. Practically a significant part of the short circuits has a nature of an unstable contact between the phase and the grounded housing, therefore, it is necessary to take into account the effect of transient processes on the indicators characterizing the hazard of an electrical installation. Experimental studies carried out on the physical model of a low-voltage electric network have shown that the surge fault current can be several times higher than the amplitude of the steady-state fault current. In addition, surge currents lead to an increase in the energy released at the damage point. In this case, the magnitude of the surge current and the released energy increase with a decrease in the short circuit resistance. During the studies more than a twofold increase in the released energy was recorded when the nature of the circuit changed from stable to unstable. A similar trend was recorded for the surge fault current. Calculation of the correlation coefficient between these values showed their close relationship, which may indicate the same factors that form these processes. At present, in the conditions of increased virus threats digital educational ecosystems with online courses, the educational and methodical digital technologies are becoming particularly relevant for the educational process in the field of human security of power engineering. The article is devoted to the formation of a digital educational ecosystem in the field of human security in the technosphere. The ecosystem based on the Dispace 2.0 software platform and used for continuous training in the safety of the technosphere. Empirical and theoretical methods and an expert assessment involving the Thomas L. Saaty hierarchy analysis are used. The formation of a pedagogically useful emergent digital ecosystem is the current solution to the problem of staff training for providing human safety in the energetics, corresponding to the threats of the present-day realities. This, however, needs a radical rethinking of purposes, content, technologies, and the methods of staff training. The article shows that the formed digital educational ecosystem is the best and meets the stated criteria and needs of the educational process in the field of human safety in technosphere at the Novosibirsk State Technical University (Faculty of Power Engineering). They can delimit complex unconnected parameters areas of various electrical system modes in a multidimensional space. Despite the complexity of the functional load, their implementation does not require an avant-garde computing environment, since all the laborious work on the development of the cognitive abilities of the device's intelligence is carried out even at the development stage. The report notes the importance of thoughtful localization of machine learning methods in relay protection algorithms. It is noted that the solution of the well-known problem of intersection of areas of controlled parameters of various modes of the electrical network is possible if the dimension of the precedent space and the power of the training dataset is sufficient. The success of the Smart Protection Device training largely depends on the appropriate feature engineering, the provision of the necessary capacity and power of the training dataset, and the formation of a compressed training dataset while preserving its information basis. This fact makes it possible to calculate the process of changing the frequency taking to account the dynamic properties of hydroelectric and thermal power plants units. Mathematical model of the power system which can calculate the process of changing frequency and take dynamical properties of hydro-and turbo-generators is considered. The model of power station with an equivalent generator and simplified thermal generating unit is also presented. Verification of the model conducted by calculating to experimental comparison of frequency in the energy system and active power of energy units with experimental check-up is completed successfully. The isolated power system of the Taimyr Peninsula, which contains two hydroelectric power plants and three thermal power plants, was taken as the basis for verifying the model. The stations are located relatively close to each other (maximum distance of about 300 km), and are connected by 220 kV lines. The use of the proposed control method in power systems with weak links has not been studied. In this paper shown that the use of simplified dynamic characteristics model has not been lead to solve the significant deficiency innaccuracy while solving this issue. In the first moment after active power imbalance a calculation made of transient phenomena and taken into account acceleration exposure of regulation systems of hydro and turbogenerators is presented. The frequency deviations can be decreased till 8 % by a system development of hydrogenerators. The combined control of hydro and turbogenerators is necessary for effective limiting frequency deviation of turbo- and hydro- generators is necessary for effective limiting frequency deviation. Mathematical models are presented that describe the connection of a wind turbine with a frequency converter for joint operation with auxiliary consumers, for which it is intended to perform the voltage regulation in the network. The mathematical model is performed in the MATLAB Simulink software package. A law was formulated, and an algorithm was developed for the operation of the wind turbine with a load as part of the power plant auxiliaries. This algorithm assumes the continuous wind turbine operation without disconnection and automatic transfer switching that result in an increase of the capacity factor. Short circuit conditions at the load side and the influence of the wind turbine on the magnitude of the short circuit current contribution are considered.
