A controlled study over a fixed Northeastern US rail route was performed with two equivalent unit coal trains. The cars of the first train were equipped with the latest generation of an electronic air brake system (EABS), while the cars of the later train remained unmodified, and acted as the control. These two trains made round trips between Southwestern Pennsylvania coal fields and two electric utility plants in Eastern Pennsylvania. The upper limit is measured in standard deviation units above the mean. Its objective was to design a process for developing consensus standards for system and subsystem interfaces for light rail, heavy rail, and commuter rail vehicles and use the process to produce one or more standards. The Rail Transit Vehicle Interface Standards Committee (RTVISC) was formed within the IEEE to serve as the sponsor and balloting group for rail transit vehicle interface standards. RTVISC identified eight key areas for interface standardization and formed working groups to begin drafting IEEE standards in these areas. In October of 1997, IEEE P1477, standard for passenger information system for rail transit vehicles, was successfully balloted. Seven other drafts are well on their way to completion. This paper summarizes the status of the eight standards presently being sponsored by the IEEE rail transit vehicle interface standards committee. Measurement data from short-circuit and open-circuit tests are subjected to signal averaging to extract noise, followed by Fourier decomposition to extract the amplitude and phase of the fundamental. Sample results are presented for track impedance and admittance in the frequency range 1 Hz to 25 kHz. The project team has had to meet many challenges presented by the integration of the new design into one of the most severe operating environments in North America. This paper presents a brief historical review of the project, covering the decision to select low floor cars and the resulting car configuration issues. The key challenges to the program and some resulting technical features of the car are reviewed. The approach of the project team to resolving problems is discussed, with experiences of operator, consultant and carbuilder presented.
