The Army Objective Force will be based on rapid mobility, information dominance, and tactical superiority. We developed a decision support tool to assess current Army capabilities and prioritize potential Army programs based on their ability to support future Army capabilities. We used two key documents, The Army Plan (TAP) and the U.S. Army Objective Force White Paper, which identify future Army capabilities and transformation goals. Our decision support tool uses multiple objective decision analysis implemented in Microsoft Access to help our client (the Army staff office responsible for prioritizing Army programs) evaluate Army programs. Each program is evaluated by the future Army capabilities it will provide. The ability to prioritize programs is essential to the Army and, specifically, our client because it helps determine which programs provide the most value for the Army budget. Further, it will give our client the ability to assess the effects of potential changes to both program funding and the transformation goals.","PeriodicalId":256790,"journal":{"name":"IEEE Systems and Information Engineering Design Symposium, 2003","volume":"75 1","pages":"0"},"PeriodicalIF":0.0,"publicationDate":"2003-04-24","publicationTypes":"Journal Article","fieldsOfStudy":null,"isOpenAccess":false,"openAccessPdf":"","citationCount":null,"resultStr":null,"platform":"Semanticscholar","paperid":"131822541","PeriodicalName":null,"FirstCategoryId":null,"ListUrlMain":null,"RegionNum":0,"RegionCategory":"","ArticlePicture":[],"TitleCN":null,"AbstractTextCN":null,"PMCID":"","EPubDate":null,"PubModel":null,"JCR":null,"JCRName":null,"Score":null,"Total":0}

The purpose of our research is to quantify the gain in mission capability as the technology attributes of the STMS are varied. We will use an agent-based model called map aware nonuniform automata (MANA) to simulate the actions of an infantry squad in a scenario. We will vary the attributes of the individual agents in MANA to represent three STMS alternatives: current soldier, the land warrior version 1.0, and objective force warrior technology. The measures of effectiveness for our experiment will be casualties over time and the time to complete the mission. Developing a model of this nature is important because it will show the benefit of new STMS alternatives and it will allow us to show a link between individual technology and mission capability.","PeriodicalId":256790,"journal":{"name":"IEEE Systems and Information Engineering Design Symposium, 2003","volume":"44 1","pages":"0"},"PeriodicalIF":0.0,"publicationDate":"2003-04-24","publicationTypes":"Journal Article","fieldsOfStudy":null,"isOpenAccess":false,"openAccessPdf":"","citationCount":null,"resultStr":null,"platform":"Semanticscholar","paperid":"122429458","PeriodicalName":null,"FirstCategoryId":null,"ListUrlMain":null,"RegionNum":0,"RegionCategory":"","ArticlePicture":[],"TitleCN":null,"AbstractTextCN":null,"PMCID":"","EPubDate":null,"PubModel":null,"JCR":null,"JCRName":null,"Score":null,"Total":0}

Such a model will use data of the generation (supply) and transmission infrastructure as well as the major electricity loads (demand) to predict competitive prices. We present our first steps towards the implementation of such model. The specific oligopoly model chosen is known as \"Cournot\" model, where players decide how much to produce and market prices are obtained via an inverse demand function. The Cournot model implemented in Matlab was applied to Virginia's power network by first identifying its four main players and maximizing each players profit in terms of their respective generation quantities. An iterative procedure that converges to Cournot equilibrium was used. At the Cournot equilibrium, no single firm can profit from unilaterally changing its production decision.","PeriodicalId":256790,"journal":{"name":"IEEE Systems and Information Engineering Design Symposium, 2003","volume":"30 1","pages":"0"},"PeriodicalIF":0.0,"publicationDate":"2003-04-24","publicationTypes":"Journal Article","fieldsOfStudy":null,"isOpenAccess":false,"openAccessPdf":"","citationCount":null,"resultStr":null,"platform":"Semanticscholar","paperid":"129102951","PeriodicalName":null,"FirstCategoryId":null,"ListUrlMain":null,"RegionNum":0,"RegionCategory":"","ArticlePicture":[],"TitleCN":null,"AbstractTextCN":null,"PMCID":"","EPubDate":null,"PubModel":null,"JCR":null,"JCRName":null,"Score":null,"Total":0}

The goal is to design a new U.S. air traffic control sectorization system based upon wireless telecommunication system requirements. Using different types of telecommunication systems, we are able to reduce the workload of the air traffic controllers, by trying to achieve \"free flight\". Free flight is defined as a safe and efficient flight operating capability under instrument flight rules (IFR), which the operators have the freedom to select their path and speed in real time. We present the result of analysis and modelling on the different types of data link technologies that supports the automatic dependent surveillance-broadcast (ADS-B) implementation. These data links/medias include: Very High Frequency Data Link Mode 4 (VDL-4), 1090 MHz Extended Squitter built upon Mode Select (Mode S) and Universal Access Transceiver (UAT). These design alternatives are evaluated using the Future Aeronautical Subnetwork Traffic Emulator for Communication Navigation and Surveillance (FASTE CNS) model and through cost and decision analysis.","PeriodicalId":256790,"journal":{"name":"IEEE Systems and Information Engineering Design Symposium, 2003","volume":"45 1","pages":"0"},"PeriodicalIF":0.0,"publicationDate":"2003-04-24","publicationTypes":"Journal Article","fieldsOfStudy":null,"isOpenAccess":false,"openAccessPdf":"","citationCount":null,"resultStr":null,"platform":"Semanticscholar","paperid":"114474708","PeriodicalName":null,"FirstCategoryId":null,"ListUrlMain":null,"RegionNum":0,"RegionCategory":"","ArticlePicture":[],"TitleCN":null,"AbstractTextCN":null,"PMCID":"","EPubDate":null,"PubModel":null,"JCR":null,"JCRName":null,"Score":null,"Total":0}

DASS may be thought of as a network of one-directional, high density highways in the sky, like thin ribbons of airspace stretching over the U.S. and connecting major airports. DASS is a simplification of airspace structure that may decrease air traffic controller (ATC) workload and allow higher densities of aircraft to be safely monitored. DASS would also potentially reduce delay for aircraft using DASS. The team used these two factors, workload and delay, to measure the effectiveness of the DASS Alternatives. We uses total airport and airspace modeller (TAAM) and Arena simulation environments to simulate two aspects of the design alternatives: the effect of varying the number of entrance/exit points to DASS, first, on traffic outside and second, on traffic inside of DASS.","PeriodicalId":256790,"journal":{"name":"IEEE Systems and Information Engineering Design Symposium, 2003","volume":"118 1","pages":"0"},"PeriodicalIF":0.0,"publicationDate":"2003-04-24","publicationTypes":"Journal Article","fieldsOfStudy":null,"isOpenAccess":false,"openAccessPdf":"","citationCount":null,"resultStr":null,"platform":"Semanticscholar","paperid":"127302545","PeriodicalName":null,"FirstCategoryId":null,"ListUrlMain":null,"RegionNum":0,"RegionCategory":"","ArticlePicture":[],"TitleCN":null,"AbstractTextCN":null,"PMCID":"","EPubDate":null,"PubModel":null,"JCR":null,"JCRName":null,"Score":null,"Total":0}

Indeed, if we are to truly harness the potential of what technology can provide, we will have to move beyond the inherent limitations of legacy interaction mechanisms. Many researches have been done so far, and the main goal of our project is to design an open and extensible framework for high-level interchange that is built on the standards of modern distributed computing and communication standards. Moreover, to show the feasibility of such an architecture, we have built a sample application, using 2D hand gestures as the input source of data and dynamic graphics as the output action.","PeriodicalId":256790,"journal":{"name":"IEEE Systems and Information Engineering Design Symposium, 2003","volume":"40 1","pages":"0"},"PeriodicalIF":0.0,"publicationDate":"2003-04-24","publicationTypes":"Journal Article","fieldsOfStudy":null,"isOpenAccess":false,"openAccessPdf":"","citationCount":null,"resultStr":null,"platform":"Semanticscholar","paperid":"124335791","PeriodicalName":null,"FirstCategoryId":null,"ListUrlMain":null,"RegionNum":0,"RegionCategory":"","ArticlePicture":[],"TitleCN":null,"AbstractTextCN":null,"PMCID":"","EPubDate":null,"PubModel":null,"JCR":null,"JCRName":null,"Score":null,"Total":0}

The existing methods dilute the influence of important factors and are inadequate for roadways where crash histories are unavailable. In this effort a two-part method for the screening of needs for roadway lighting is developed. First, an exposure assessment describes individual and population exposures to crashes, comparing projects by night-to-day crash rate ratios and traffic volumes. Outcomes of exposure assessment are based on potential crash reductions and costs of available lighting technologies. Second, a site specific analysis applies a set of eight engineering factors that suggest lighting would have benefit. Night crash histories on over eighty unlighted sections in three regions of Virginia are collected and studied in testing of the method. The effort has importance across transportation systems for screening of needs for visibility improvements.","PeriodicalId":256790,"journal":{"name":"IEEE Systems and Information Engineering Design Symposium, 2003","volume":"42 1","pages":"0"},"PeriodicalIF":0.0,"publicationDate":"2003-04-24","publicationTypes":"Journal Article","fieldsOfStudy":null,"isOpenAccess":false,"openAccessPdf":"","citationCount":null,"resultStr":null,"platform":"Semanticscholar","paperid":"114531140","PeriodicalName":null,"FirstCategoryId":null,"ListUrlMain":null,"RegionNum":0,"RegionCategory":"","ArticlePicture":[],"TitleCN":null,"AbstractTextCN":null,"PMCID":"","EPubDate":null,"PubModel":null,"JCR":null,"JCRName":null,"Score":null,"Total":0}

Assigning a numerical value to the text-based (unstructured) information is one of the ways to extract value. This research studied the quantification of unstructured text and its forecasting power. In order to examine unstructured information that related to predictive models, the Beige books were utilized to investigate and predict changes in the U.S. economy. The Beige books describe current economic conditions and discuss fluctuations in real gross domestic product (GDP). To quantify the text-based unstructured information, the direct scoring algorithm (DSA) was proposed. It utilized the keywords in the document and their subjectively-determined numerical weights to score individual sentence. Statistical analyses were then conducted to verify which sections of the Beige books contributed the most significant information to the prediction of GDP. Utilizing the significant sections, a linear regression model was constructed to predict future GDP growth. The adjusted-R/sup 2/ values of the DSA model were compared to the scoring of the same documents by an economic expert. The comparison demonstrated that the DSA model using the Beige book significantly contributed to the prediction of GDP, and it explained similar amounts of variance compared to the scores created by an economic expert. Also, a comparison between a structured predictive model and the DSA model was conducted to again prove the significance of text-based information.","PeriodicalId":256790,"journal":{"name":"IEEE Systems and Information Engineering Design Symposium, 2003","volume":"1998 1","pages":"0"},"PeriodicalIF":0.0,"publicationDate":"2003-04-24","publicationTypes":"Journal Article","fieldsOfStudy":null,"isOpenAccess":false,"openAccessPdf":"","citationCount":null,"resultStr":null,"platform":"Semanticscholar","paperid":"128250307","PeriodicalName":null,"FirstCategoryId":null,"ListUrlMain":null,"RegionNum":0,"RegionCategory":"","ArticlePicture":[],"TitleCN":null,"AbstractTextCN":null,"PMCID":"","EPubDate":null,"PubModel":null,"JCR":null,"JCRName":null,"Score":null,"Total":0}

There are also problems with admitting students into the general admission student section including maintaining the order of the student line prior to the game, and issues with students camping. The purpose of this project was threefold: to provide the athletic department with the tools necessary to more effectively predict student attendance; to suggest improvements for the existing procedures and policies for student fans; and to help with the campout process. We produced a regression-based prediction model, a framework for the future implementation of a student attendance registration system, and a technology-based solution to support the maintenance of the order of students waiting to enter the arena. Student surveys were instrumental in assuring that the student preferences were considered in all phases of the work.","PeriodicalId":256790,"journal":{"name":"IEEE Systems and Information Engineering Design Symposium, 2003","volume":"63 1","pages":"0"},"PeriodicalIF":0.0,"publicationDate":"2003-04-24","publicationTypes":"Journal Article","fieldsOfStudy":null,"isOpenAccess":false,"openAccessPdf":"","citationCount":null,"resultStr":null,"platform":"Semanticscholar","paperid":"128267805","PeriodicalName":null,"FirstCategoryId":null,"ListUrlMain":null,"RegionNum":0,"RegionCategory":"","ArticlePicture":[],"TitleCN":null,"AbstractTextCN":null,"PMCID":"","EPubDate":null,"PubModel":null,"JCR":null,"JCRName":null,"Score":null,"Total":0}
