The objective necessity and relevance to develop conceptual system principles for the reforms management in housing and community amenities as a programme is explained by the current sphere`s position. It is unprofitable, needs subsidies, and resource support having high energy consumption rate. Among national housing and community amenities` hot button problems we should admit its financial and economic management, management of the conditions and state support line, preservation and maintenance of the housing stock, energy saving, etc. The main provisions of the reform`s programme principles will allow to determine the main development trends in housing and community amenities, sector`s further recovery and will provide the conditions for its effective functioning. At the same time, one should take into account that higher management efficiency in housing and community amenities should simultaneously correspond to the higher level of consumer welfare and the quality of life. Problem statement. Problems of housing and community amenities management require special attention amid current reforms of administrative-territorial system and decentralization of power in Ukraine, since its maintenance is provided by local state authorities and united territorial communities (UTC) formed as a result of reforms. Analysis of recent research and publications. Zapatrina I., Kachala T., Kyzym M., Tyshchenko O., Povazhnyi O. and others dealt with the modern aspects of solving housing and community amenities` development problems [1-3]. Unsolved parts of the general problem. Nowadays the problem of housing and community amenities` management reform is still relevant. Thus, there is a need to model the management process of housing and community amenities` regional programmes. Study task and objective. The study objective is to develop theoretical and methodological principles, and practical measures for housing and community amenities management programme using modelling. To achieve the study objective we defined and solved the following tasks: to form and substantiate the management model of the reform programme and economic development of UTC housing and community amenities amid decentralization of power in Ukraine; to build a systemic financially stable management algorithm for the provision of UTC housing and community amenities services. Research method and methodology. The results of this study can be applied in the field of studying the problems of economic history and the history of economic thought, the history of the publishing industry. Conclusions. In the context of our research, we found out that the socio-economic contribution of cooperative publishing houses, in particular \"Hart\", to the development of the publishing industry of Ukraine, is quite large, since these publishing houses, with their entrepreneurial activity, stimulated the publishing process, thanks to them, the works of famous figures saw the light of day of Ukrainian culture, well-known historians, publicists, whose heritage remains understudied. It should be noted that in Ukraine at the current stage of development of the market economy system, where various forms of ownership dominate, the national publishing industry is in an extremely difficult situation. Tax policy is an integral part of the financial policy of the state. The full-scale invasion of the Russian Federation on the territory of our state set the Government the task of revising previously chosen goals and reorienting them to ensure the country's defense capability and social security of citizens. In the conditions of martial law, it is important to ensure the implementation of the revenue part of the budget in order for the state to implement its functions. Formulation of the problem. The enterprise management, understanding the complex modern conditions, should consider creation of specific strategic advantages and original international strategies, which will help form a powerful potential for further industrial and commercial development of the enterprise. Formulation of the problem. A large proportion of Ukrainian companies do not have the in-house experience of market behavior to actively compete with corporations in a global environment and with international companies which have spent decades perfecting their management skills as well as more experienced and successful international companies. More than 25% of Ukrainian enterprises confirmed that the pressure from foreign companies is particularly strong [9]. The globalization threats of modernity determine the extreme urgency of the problem of ensuring the national security of any state. A new large-scale challenge for national security of Ukraine was the military aggression of the Russian Federation against Ukraine, a large-scale war that began on February 24, 2022. Under conditions of military aggression, the role and significance of the further development of security are enhanced. Formulation of the problem. Given the relevance and need to deepen the theoretical foundations of security, especially in the context of current warfare, as well as the conceptual definition of mechanisms (tools) for ensuring security in various areas, scientific intelligence of individual components, in particular, economic and financial security, their multi-stage and multi-level nature as economic security studies are required. Analysis of recent research and publications. General scientific and special methods of scientific knowledge of empirical and theoretical levels of research are used to study transformational processes in the recreational and tourist industry of European countries at the current stage of development. Results of the article. The article examines the peculiarities of the impact of transformational processes on the development of the recreational and tourist industry of European countries, studying their experience for practical implementation in Ukraine. Field of application of results. The results of the study can be used by enterprises of the recreation and tourism industry of Ukraine, institutions of higher education, united territorial communities of the country and all interested persons in this issue. Conclusions. The recreational and tourist industry of European countries is a priority direction for the development of their economies and cultures. The European region is the most attractive for tourists, and the countries of Western and Southern Europe are distinguished by the highest and most effective level of use of recreational and touristic potential. Rich natural recreational resources, a significant number of cities with historical, architectural monuments, artistic and cultural values attract about 59% of the planet's tourists.
