It is based on a combination of U-shaped slot etched in the HMSIW top wall and two shorts placed in this slot. Thanks to this configuration, a linearly polarized antenna with maximum radiation in the normal direction is obtained. The antenna is designed for the operating frequency band of 10 GHz with help of CST Microwave Studio. Each team member is equipped with a transmitter, generating a unique UWB OFDM signal in periodic pulses. Around the surveyed building several receiver stations are deployed receiving the UWB signals and measuring their time of arrivals. Several TDOA methods are used namely 2D iterative, 3D iterative and the Ralph Bucher method to extract transmitters' positions. Unfortunately each received signal contains not only a direct signal but also its echoes due to reflections at walls. That is why the signals are at first correlated with the known transmitted signal to obtain a rough estimation of the pulses time positions and then a spectral analysis method (SAM) is applied to separate the direct signal from its echoes to get precise time delay of the direct signal (the pseudorange). It is shown that the use of multimode waveguides under certain conditions, allows to expand the angular sector of monostatic diagram of radar cross-section to the maximum possible value of ±450 relative to the normal to the plane of the array. Radiation pattern of the radiating elements in this case is equal to the radiation pattern of the Huygens element. This compensation is achieved by increasing the power in the input of the receiver's photodetector together with a corresponding expansion of the optical beam of the transmitter. An important point in the methodology is finding the optimal angle of divergence of the laser beam. The filter is realized in microstrip technology employing two stepped-impedance resonators tuned with varactor diodes. The filter has constant absolute bandwidth of 30 MHz in the frequency range from 380 MHz to 920 MHz. The insertion loss is lower than 5 dB and return loss higher than 17 dB in the full tuning range. The out of band attenuation is higher than 40 dB at frequencies below the passband and is higher than 50 dB at frequencies above the passband. The first spurious modes are observed at 3 GHz. The expressions for error matrix of estimating parameters are obtained in linear approximation that allows one to investigate analytically the measuring uncertainties. An optimization method of multiport parameters for measurement in narrow and wide frequency ranges is described. Experimental site is located at meteorological observatory on the isolated mountain with frequent fog, low clouds and strong wind occurrence. Measured attenuation is correlated with the mean horizontal wind speed, mean 3D wind speed, turbulence intensity, turbulent energy, standard deviation of the wind speed and the highest wind gust.
