It provides information on the types of businesses that entrepreneurs are most likely to operate out of the home, their reasons for this choice, and barriers to the development of home-based businesses. It examines how public policy approaches can better support home-based businesses, including removing hindrances in regulations and improving access to business development services. Key policy lessons are highlighted, including on how policy makers can increase social and labour market inclusion through taking better account of home-based businesses. This policy brief is part of a series of reports produced by the OECD on inclusive entrepreneurship. This report analyses the potential and challenges of mezzanine finance for addressing diverse financing needs of SMEs and entrepreneurs, highlighting the advantages and costs in relation to other financing techniques. It is the first in a broader series of studies to map and analyse the full range of financing instruments for SMEs alternative to traditional bank credit. However, the establishment of SME-dedicated ombudsmen is a more recent trend which has developed along three main models: redress model; clearing house model; and advocacy model. Countries interested in introducing an SME ombudsman are, therefore, faced with an important choice about which model is most relevant to them. For countries which already have in place an effective legal reparation system, a redress-type of SME ombudsman office may result in an institutional overlap with other government offices with similar responsibilities.
