It starts with an analysis of America’s relations with Ukraine prior to 2021–2022, and explains why we have to deal with Ukraine case to begin with. Next, it describes the primary drivers of Russia’s continued interest in invading Ukrainian territory. Populations fleeing persecution find a place of safety in other countries. The aim of this article is to show the correlation between refugee processes and host countries. The first part will be devoted to theoretical considerations regarding the definition of a refugee and political conflict. In the second part, the possible consequences for the host country will be presented. The article consists of three parts. First of all, the author outlines Sino-Latin American relations in a broader perspective, presenting the conditions and goals of the Chinese presence in Latin America and the Caribbean and synthetically discussing the most important areas of political and economic cooperation. In the second part, he analyses the conditions and significance of military cooperation, pointing to the factors conducive to the development of cooperation, what is more, he motives and role of China’s military diplomacy in the Latin American region. In the third part, there are presented the most important forms of cooperation. The author focused on defense ministers’ and military commanders meetings, training, joint exercises and arms trade. The legality and legitimacy of power analyzed here undoubtedly have significant implications for the internal politics of fragile states, regional good neighborly relations, and international politics, particularly in the context of the global security strategy. This article examines the above issues primarily in the context of policy theory. As a result, several research questions arise: to what extent and how does legitimacy affect the effectiveness of the political strategies used by the authorities? Are other factors and stimulators of political commitment also taken into account? What is the importance of legitimacy in the context of the complex conditions of the politically and economically ineffective fragile state? Is legitimacy, apart from the moral and ideological dimension, significant in the destabilized reality of the weak political and economic structures of a failing state? During the analysis of the problem, the historical background of the implementation of democratic aspirations in the period from the 15th to the 18th century was presented. Eighteenth century, as well as reference to the contemporary rules of the political system (Democratic state ruled by law, Sovereignty of the nation). When com paring the results of the analysis and drawing conclusions, it was taken into account that genry democracy was born from the grassroots level, due to the need to liberate society from the king’s rule, and now it results from the implementation of the main idea of the system and the constitutional principle of a democratic state ruled by law. In the course of the analysis, the similarities and differences in the understanding of the analyzed concept and other concepts relating to the population inhabiting the territory of the state were taken into account. Komisja Europejska przedstawiła Europejski Zielony Ład (EZŁ), który ma na celu doprowadzić Unię Europejską do neutralności klimatycznej do 2050 r. Reprezentując 80% populacji UE i będąc odpowiedzialnymi za 70% emisji gazów cieplarnianych i 75% zużycia energii, europejskie miasta pozostają najważniejszymi graczami dla implementacji ambitnej i wielowymiarowej transformacji Europy w kierunku pierwszego kontynentu neutralnego dla klimatu. Głównym celem niniejszego artykułu jest zbadanie roli europejskich obszarów miejskich w działaniach UE na rzecz klimatu w ramach EZŁ w okresie finansowania po 2020 r. W pierwszej części artykułu została przedstawiona rola miast w transformacji klimatycznej UE; w kolejnej części autor skupia się na znaczeniu wymiaru miejskiego w ramach EGD jako planu odbudowy po pandemii COVID-19; zaś ostatnia część przedstawia włączenie paradygmatu klimatycznego do wymiaru miejskiego w okresie finansowym po 2020 r.
